ශ්‍රී ලංකාවට වාහන ආනයනය කිරීමේදී පනවා ඇති බදු සහ තක්සේරු කිරීමේ ක්‍රමවේදය ජාත්‍යන්තර ප්‍රමිතීන්ට පටහැනි බවට ඇමරිකා එක්සත් ජනපදය විසින් ලෝක වෙළඳ සංවිධානය (WTO) වෙත පැමිණිලි කර තිබේ.

රේගු මාධ්‍ය ප්‍රකාශක චන්දන පුංචිහේවා මහතා රජයේ ප්‍රවෘත්ති දෙපාර්තමේන්තුවේ පැවති මාධ්‍ය හමුවකදී මේ බව අනාවරණය කළේය.

මෝටර් රථ ආනයනයේදී විවිධ බදු වර්ග එකතු වූ විට එය සමස්තයක් ලෙස සියයට 250ක් වැනි ඉහළ ප්‍රතිශතයක් ගන්නා බව මාධ්‍ය ප්‍රකාශකවරයා පෙන්වා දුන්නේය.

මෙම අධික බදු මුදල් ගෙවීම මඟහැරීම සඳහා ඇතැම් පිරිස් වාහනවල වටිනාකම සැබෑ අගයට වඩා අඩුවෙන් ප්‍රකාශ කිරීමට උත්සාහ කරන බව ද ඔහු සඳහන් කළේය.

මෙම තත්ත්වය පාලනය කිරීම සඳහා 2016 වසරේ සිට රජය විසින් වාහනවල වටිනාකම සියයට 85ක් ලෙස තක්සේරු කිරීමේ විශේෂ ක්‍රමවේදයක් හඳුන්වා දී තිබිණි.

ඇමරිකාව සිය පැමිණිල්ල මගින් අවධාරණය කර ඇත්තේ, ශ්‍රී ලංකාව අත්සන් කර ඇති ජාත්‍යන්තර වෙළඳ ගිවිසුම්වලට මෙම ක්‍රමවේදය පටහැනි බවයි.

පවතින මෙම ගැටලුව විසඳා ගැනීම සඳහා මේ වන විටත් අදාළ පාර්ශවයන් සමඟ සාකච්ඡා පවත්වමින් සිටින බව රේගු මාධ්‍ය ප්‍රකාශකවරයා පැවසීය.

කෙසේ වෙතත්, ජාත්‍යන්තර ප්‍රමිතීන්ට අනුකූල වන පරිදි මෙම බදු ක්‍රමවේදය සංශෝධනය කළහොත් රජයට ලැබෙන බදු ආදායම යම් ප්‍රමාණයකින් අහිමි වීමේ අවදානමක් පවතින බව ද ඔහු පෙන්වා දුන්නේය.

එම අවදානම කළමනාකරණය කරගනිමින් නව වැඩපිළිවෙළක් සකස් කිරීම පිළිබඳව රජයේ අවධානය යොමු වී ඇති බව ද ඔහු වැඩිදුරටත් කියා සිටියේය.

United States Files Complaint Against Sri Lanka's Vehicle Import Taxation System

The United States has lodged a complaint with the World Trade Organization (WTO), asserting that the taxation and assessment methods imposed on vehicle imports in Sri Lanka are contrary to international standards.

This revelation was made by the spokesperson for the Department of Customs, Chandana Punchihewa, during a media briefing held at the Government Information Department.

He highlighted that when various types of taxes are aggregated during vehicle imports, the overall tax rate can exceed 250 percent.

He also noted that some parties attempt to underreport the value of vehicles to evade payment of these exorbitant taxes.

To regulate this situation, the government introduced a special assessment method in 2016, determining the value of vehicles at 85 percent.

The United States points out in its complaint that this method is inconsistent with international trade agreements that Sri Lanka has signed.

The spokesperson for the Department of Customs stated that discussions are currently ongoing with the relevant parties to address this existing issue.

However, he cautioned that there is a risk of losing a certain amount of tax revenue if this taxation method is amended to comply with international standards.

He further mentioned that the government is focusing on developing new frameworks while managing that risk.
