මීගමුව බන්ධනාගාරයේ ඇති වූ ගැටුමෙන් පුද්ගලයන් 32 දෙනෙකු මියයාමේ සිද්ධිය සම්බන්ධයෙන් නීතිය ක්රියාත්මක කරන ආයතන පවත්වන පරීක්ෂණ අපක්ෂපාතී නොවන බවට සිරකරුවන්ගේ අයිතිවාසිකම් සුරැකීමේ කමිටුව (CPRP) චෝදනා කරයි.
මාධ්ය හමුවකදී එම කමිටුව පෙන්වා දුන්නේ, මෙම සිද්ධියෙන් මියගිය පිරිස අතරින් 17 දෙනෙකු වෙඩි වැදීමෙන් මියගොස් ඇති බවත්, තවත් 11 දෙනෙකු මොට ආයුධවලින් පහරදීම හේතුවෙන් මියගොස් ඇති බවත් අධිකරණ වෛද්ය වාර්තා මගින් තහවුරු වී ඇති බවයි.
අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව සහකාර පොලිස් අධිකාරීවරුන් සිව්දෙනෙකු යටතේ මේ පිළිබඳව වෙනම පරීක්ෂණ පවත්වයි.
සිරකරුවන්ගේ අයිතිවාසිකම් සුරැකීමේ කමිටුවේ සභාපති නීතිඥ සේනක පෙරේරා මහතා අදහස් දක්වමින් ප්රකාශ කළේ, පවතින පරීක්ෂණ හරහා වගකීම සම්පූර්ණයෙන්ම සිරකරුවන් මත පැටවීමට උත්සාහ කරන බවත්, වගකිවයුතු අනෙකුත් පාර්ශවයන් බේරා ගැනීමට උත්සාහ කරන බවත්ය.
ජනේල හරහා සිදුකළ වෙඩි තැබීම් දණ්ඩ නීති සංග්රහයේ 294 වගන්තිය යටතේ මිනීමැරුම් ලෙස විමර්ශනය කළ යුතු වුවද, අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව ඒ පිළිබඳව නිසි අවධානයක් යොමු කර නොමැති බව ඔහු පෙන්වා දෙයි.
බන්ධනාගාර නිලධාරීන්ගේ නොසලකා හැරීම් හේතුවෙන් මෙම මරණ සිදු වූ බවට චෝදනා කරන පෙරේරා මහතා, ගැටුම ඇති වූ අවස්ථාවේ කඳුළු ගෑස් වැනි මූලික කැරලි මර්දන උපකරණ පවා බන්ධනාගාරය සතුව නොතිබූ බව සඳහන් කළේය.
එසේම, සිරකරුවන් දණගස්වා සමාව ගැනීමට සැලැස්වීම සහ විදුලිය විසන්ධි කිරීම වැනි ක්රියා හරහා ඔවුන්ව කුපිත කර ඇති බවට ද ඔහු වැඩිදුරටත් චෝදනා කළේය.
Concerns Raised over Credibility of Investigations into Meegamuwa Prison Clash Resulting in 32 Deaths
The Committee for the Protection of Prisoners’ Rights (CPRP) has expressed grave concerns regarding the impartiality of ongoing investigations into the recent violent incident at Meegamuwa Prison, which left 32 individuals dead.
During a press conference, the CPRP revealed that autopsy reports confirmed that 17 of the deceased were shot, while another 11 fell victim to blunt force trauma from weapons. These alarming findings underscore the severity of the clash that unfolded within the prison walls.
The Criminal Investigation Department is currently conducting a separate inquiry overseen by four assistant police officers to assess the situation further. However, skepticism remains about the thoroughness of these investigations.
Legal expert and CPRP chairman, Senaka Perera, emphasized that the existing investigations seem to shift the entire burden of responsibility onto the prisoners, while attempts are being made to shield other accountable parties. He pointed out that under Section 294 of the Penal Code, shootings conducted through slits in the prison walls should be treated as homicides, yet it appears that the Criminal Investigation Department is not directing adequate focus on these critical aspects.
Perera also alleged that significant oversight by prison officials contributed to the fatalities, noting that when the clash erupted, basic riot control tools, such as tear gas, were conspicuously absent from the prison's arsenal.
Furthermore, he raised concerns about the manipulation of prisoners through tactics such as power outages and forced apologies, which have exacerbated tensions within the prison environment.
