අවලංගු කළ LRT ව්‍යාපෘති වන්දි ප්‍රමාදයට ජපානයෙන් පොලියකුත් ඉල්ලයි...

ජපාන ආධාර මත ක්‍රියාත්මක කිරීමට සැලසුම් කර තිබූ සැහැල්ලු දුම්රිය ව්‍යාපෘතිය (LRT) අවලංගු කිරීම හේතුවෙන් ගෙවනු ලැබූ වන්දි මුදල් ප්‍රමාද වීම සම්බන්ධයෙන් ජපානය පොලියක් ඉල්ලා ඇති බව ප්‍රවාහන, මහාමාර්ග හා නාගරික සංවර්ධන අමාත්‍ය බිමල් රත්නායක මහතා පාර්ලිමේන්තුවේදී ප්‍රකාශ කළේය.

සමගි ජන බලවේගයේ පාර්ලිමේන්තු මන්ත්‍රී චමින්ද විජේසිරි මහතා යොමු කළ ප්‍රශ්නයකට පිළිතුරු දෙමින් අමාත්‍යවරයා සඳහන් කළේ, 2024 වසරේදී වාරික තුනක් යටතේ ශ්‍රී ලංකාව වන්දි මුදල් ගෙවා ඇති බවයි.

ඒ අනුව 2024 අගෝස්තු 23 දින ජපන් යෙන් මිලියන 189.7ක් ද, අගෝස්තු 27 දින ඇමරිකානු ඩොලර් මිලියන 1.031ක් ද සහ සැප්තැම්බර් 24 දින රුපියල් මිලියන 108.7ක් ද වශයෙන් ජපානය වෙත වන්දි ගෙවා තිබේ.

කෙසේ වෙතත්, අදාළ වන්දි මුදල් නියමිත වේලාවට පියවීමට අපොහොසත් වීම හේතුවෙන් ජපානය විසින් එම ප්‍රමාදය සඳහා පොලියක් ඉල්ලා ඇති බව අමාත්‍යවරයා පැවසීය.

මෙම ඉල්ලීම සම්බන්ධයෙන් සොයා බැලීම සඳහා මේ වන විට කමිටුවක් පත් කර ඇති අතර, මෙතෙක් කිසිදු පොලී මුදලක් ගෙවා නොමැති බව ද ඔහු වැඩිදුරටත් සඳහන් කළේය.

කොළඹ නගරයේ රථවාහන තදබදයට විසඳුමක් ලෙස හඳුන්වා දීමට සැලසුම් කර තිබූ මෙම ව්‍යාපෘතිය 2020 සැප්තැම්බර් 24 වන දින අමාත්‍ය මණ්ඩල තීරණයක් අනුව අවලංගු කරන ලදී.

එම ව්‍යාපෘතිය පිරිවැය පලදායී නොවන බවට විදේශ වත්කම් කළමනාකරණ අංශයේ අධ්‍යක්ෂ ජනරාල්වරයා විසින් කරන ලද නිරීක්ෂණ පදනම් කරගනිමින් එවකට ජනාධිපති ලේකම්වරයා විසින් මෙම අවලංගු කිරීම නිර්දේශ කර තිබිණි.

ව්‍යාපෘතිය අවලංගු කිරීමත් සමඟ ජපන් කොන්ත්‍රාත්කරුවන් සහ උපදේශකයින් විසින් ඉදිරිපත් කරන ලද වන්දි ඉල්ලීම්වලට අමතරව, මෙම පොලී ඉල්ලීම ද ව්‍යාපෘතිය ආශ්‍රිතව මතුව ඇති තවත් මූල්‍ය ගැටලුවක් බවට පත්ව ඇත.

Japan Requests Interest on Delayed Compensation for Canceled Light Rail Project

The Sri Lankan government is facing a financial request from Japan for interest on compensation payments delayed following the cancellation of the Light Rail Transit (LRT) project, which was initially intended to alleviate traffic congestion in Colombo. This announcement was made by the Minister of Transport, Highways and Urban Development, Bimal Ratnayake, during a parliamentary session.

In response to a question posed by Member of Parliament Chaminda Wijesiri from the Samagi Jana Balawegaya party, the Minister revealed that Sri Lanka has made compensation payments in three installments in 2024.

The payments include ¥189.7 million on August 23, $1.031 million on August 27, and ₹108.7 million on September 24, all made to Japan.

However, due to failures to make these compensation payments on time, Japan has formally requested interest on the delayed amounts, as noted by the Minister.

In light of this request, a committee has been established to investigate the matter, but the Minister confirmed that no interest payments have been made to date.

The LRT project, to be introduced as a solution to traffic congestion in Colombo, was canceled on September 24, 2020, following a Cabinet decision.

The cancellation was recommended by the then Secretary to the President, based on observations by the Director-General of the Foreign Investments Management Division, who deemed the project financially unviable.

In addition to the requests for compensation from Japanese contractors and consultants, the interest demand has now emerged as another financial issue related to the project’s termination.
