මේ සම්බන්ධයෙන් 'The Sunday Morning' පුවත්පතට අදහස් දක්වා ඇති වරාය හා සිවිල් ගුවන් සේවා නියෝජ්ය අමාත්ය ජනිත රුවන් කොඩිතුවක්කු මහතා පවසා ඇත්තේ, මෙම නෞකා ශ්රී ලංකාවේ භෞමික මුහුදු සීමාවෙන් පිටත පවතින බවයි.
කෙසේ වෙතත්, මෙම නෞකාවලට සැපයුම් ලබාදෙන දේශීය පෞද්ගලික සමාගම් හෝ ඒ සඳහා පහසුකම් සපයන බැංකු පද්ධතිය ඇමරිකානු සම්බාධකවලට ලක්වීමේ අවදානමක් පවතින බව ඔහු පිළිගෙන තිබේ.
"ඇමරිකානු රජය මගින් සම්බාධක පනවා ඇති නෞකා මොනවාදැයි දැන ගැනීමට අපට සෘජු ක්රමවේදයක් නැහැ. අපට දැනට ලැබෙන්නේ එක්සත් ජාතීන්ගේ සංවිධානයේ සම්බාධක ලැයිස්තුව පමණයි. ඇමරිකානු තානාපති කාර්යාලය හරහා විදේශ අමාත්යාංශය මගින් අපට නිල වශයෙන් දැනුම් දෙන්නේ නම්, එම නෞකා පිළිබඳව දේශීය සැපයුම්කරුවන්ට අනතුරු ඇඟවීමක් නිකුත් කළ හැකියි," යැයි නියෝජ්ය අමාත්යවරයා වැඩිදුරටත් සඳහන් කර ඇත.
මේ අතර, ආරක්ෂක අංශයේ ජ්යෙෂ්ඨ නිලධාරියෙකු පවසා ඇත්තේ ශ්රී ලංකා නාවික හමුදාව මෙම නෞකා පිළිබඳව දැඩි අවධානයෙන් පසුවන බවයි. ජාත්යන්තර මුහුදු සීමාවේදී ඇමරිකානු නාවික හමුදාව මෙවැනි නෞකා අත්අඩංගුවට ගැනීමට උත්සාහ කළහොත්, ශ්රී ලංකාවට ආසන්න මුහුදේදී ගැටුම්කාරී තත්ත්වයක් ඇතිවීමේ අවදානමක් පවතින බවත්, එමගින් 2020 වසරේ ඇති වූ 'MT New Diamond' නෞකාවේ ගින්න වැනි මහා පරිමාණ සාගර දූෂණයක් සිදුවිය හැකි බවත් ඔහු අනතුරු අඟවා තිබේ.
විශේෂඥ මතය අනුව, මැලේසියාවට ආසන්න මුහුදේදී තෙල් හුවමාරු කරගත් මෙම නෞකා, ඉරාන වරායන් වෙත ඇතුළුවීමට ඇමරිකාව පනවා ඇති බාධක ඉවත් වන තෙක් මෙලෙස ශ්රී ලංකාවට දකුණු දෙසින් වූ මුහුදු සීමාවේ රැඳී සිටින බව විශ්වාස කෙරේ. 'MT Amber' වැනි ඇතැම් නෞකා ජූලි මස මැද භාගයේ සිටම ගාල්ල මුහුදු සීමාව අසල රැඳී සිටින බව ද වාර්තා වේ.
මෙම බරපතළ තත්ත්වය පිළිබඳව විදේශ අමාත්යාංශයෙන් හෝ වරාය අධිකාරියේ ඉහළ නිලධාරීන්ගෙන් කරුණු විමසීමට ගත් උත්සාහයන් මෙතෙක් සාර්ථක වී නොමැති බව ද එම පුවත්පත වැඩිදුරටත් වාර්තා කර ඇත.
Sixteen Iranian Oil Tankers Positioned Near Sri Lanka Amid U.S. Sanctions
In a development drawing international attention, sixteen supertankers carrying the Iranian flag have been anchored near Sri Lanka's maritime borders for several weeks. The situation has raised concerns among local providers of services to these vessels, as there is a significant risk of U.S. sanctions impacting their operations, as reported by 'The Sunday Morning' newspaper.
This fleet has been located close to the country's territorial waters, just beyond the Galle Port, where they are seen as a line of vessels. These ships, associated with Iran's so-called Dark Fleet, are suspected of transporting oil in violation of global sanctions imposed by the U.S. Department of the Treasury's Office of Foreign Assets Control.
In an interview with 'The Sunday Morning,' Deputy Minister of Ports and Civil Aviation, Dr. Janitha Ruwan Kodithuwakku, clarified that the vessels are currently outside Sri Lanka’s territorial waters. However, he acknowledged that local private companies supplying provisions to these tankers or providing banking services may soon find themselves susceptible to American sanctions.
"We have no direct means of identifying which ships are included on the lists of vessels sanctioned by the U.S. Currently, we only receive the sanctions list from the United Nations. If the U.S. Embassy officially provides us with information through the Foreign Ministry, we can subsequently issue warnings to local suppliers regarding these vessels," Dr. Kodithuwakku elaborated.
Additionally, a senior official from the defense sector indicated that the Sri Lanka Navy is closely monitoring these ships. They warned that if the U.S. Navy attempts to intercept such vessels in international waters, it could potentially lead to a confrontation near Sri Lanka's coast. This raises fears of large-scale maritime pollution incidents, akin to the fire on the 'MT New Diamond' in 2020.
Experts believe that these vessels, having reportedly engaged in oil transfers in waters near Malaysia, will remain in Sri Lanka’s southern maritime zone until the U.S. sanctions preventing access to Iranian ports are lifted. Some ships, including the 'MT Amber,' have reportedly been lingering near the Galle maritime zone since mid-July.
Efforts to obtain comments from high-ranking officials in the Foreign Ministry or the port authority concerning this serious situation have, as yet, proven unsuccessful, according to the newspaper's further reports.
