විනිවිදභාවයෙන් යුතු දිගුකාලීන ආයෝජන සඳහා ශ්රී ලංකාවේ දොරටු සෑම විටම විවෘත බවත්, මානව හිමිකම් සහ පරිසරය රකින වගකීම් සහගත ආයෝජන සඳහා රජය උපරිම සහයෝගය ලබා දෙන බවත් අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය පැවසුවාය.
එක්සත් ජාතීන්ගේ ගෝලීය සංසදය, සහ ශ්රී ලංකා ආයෝජන මණ්ඩලය එක්ව සංවිධානය කළ ආසියා-පැසිෆික් කලාපයේ තිරසර සංවර්ධන අරමුණු ඇතුළත් ආයෝජන සංසදයට සහභාගී වෙමින් කොළඹදී අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය මේ බව සඳහන් කළාය.
“Forward Faster Now” යන තේමාවෙන් පැවති මෙහිදී අදහස් දැක් වූ අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය මෙසේද කීය,
තිරසාර සංවර්ධන ඉලක්ක ජය ගන්න රජයට විතරක් තනියම කටයුතු කරන්න බැහැ. ඒකට රාජ්ය, පෞද්ගලික වගේම සිවිල් සමාජයත් එකතු වෙන්නම ඕනේ. අද වෙනකොට සංවර්ධනය වෙමින් පවතින රටවල වාර්ෂික මූල්ය හිඟය ඩොලර් ට්රිලියන 2.5 ත් 4 ත් අතර ප්රමාණයක් වෙනවා. ආසියා-පැසිෆික් කලාපයේ විතරක් ඒ හිඟය ඩොලර් ට්රිලියන 1.5 ක්. ඒ විතරක් නෙමෙයි, 2030 වෙනකොට මේ කලාපයේ මැනිය හැකි තිරසාර සංවර්ධන ඉලක්කවලින් සියයට 88 ක්ම අපිට මගහැරෙන්න ලොකු අවදානමක් තියෙනවා. අන්න ඒ නිසයි අපි මේ අරමුදල් ආයෝජනය කරන එක ඉක්මන් කරන්න ඕනේ.
අභියෝගාත්මක කාලෙකට පස්සේ, ශ්රී ලංකාව මේ වෙනකොට ආර්ථිකය ස්ථාවර කරගෙන ආයෙත් නැගී සිටින්න පටන් අරන් තියෙනවා. 2025 අවුරුද්දේදී අපේ ආර්ථිකය සියයට 5 ක වර්ධනයක් ලබාගත්තා. දේශීය නිෂ්පාදනය ඩොලර් බිලියන 108.8 දක්වා ඉහළ ගිය අතර, ඒක පුද්ගල ආදායම ඩොලර් 5,000 පහු කළා. හැබැයි අපේ ඉලක්කය නිකම්ම ඉලක්කම්වලින් විතරක් පෙනෙන වර්ධනයක් නෙමෙයි. හොඳ රැකියා උත්පාදනය වෙන, හැමෝටම සාධාරණව ප්රතිලාභ බෙදිලා යන සැබෑ ආර්ථික පරිවර්තනයක්.
ව්යාපාරික ක්ෂේත්රයේ දියුණුවට රජයක් විදිහට අපි උපරිම සහයෝගය දෙනවා. හැබැයි අපි බලපොරොත්තු වෙන්නේ ලාභය විතරක්ම අරමුණු කරගත්ත ආයෝජන නෙමෙයි. මානව හිමිකම් සහ පරිසරය රකින වගකීම්සහගත ආයෝජනයි. සේවකයන්ට ප්රමාණවත් වැටුපක් ගෙවන එක, වෘත්තීය පුහුණුව දෙන එක, හරියට බදු ගෙවන එක වගේම පරිසරය ආරක්ෂා කරන්න කැපවෙන එකත් හැම ව්යාපාරයකම මූලික වගකීමක්. විශේෂයෙන්ම, කාන්තාවන්ට සහ මෙතෙක් සමාජයේ කොන්වෙලා හිටපු අයට ආර්ථිකයට එකතු වෙන්න තියෙන බාධා ඉවත් කරන එක අපේ ප්රධානම ප්රමුඛතාවයක්.
දේශගුණික වෙනස්වීම් නිසා වෙන ස්වාභාවික ආපදාවලින් මුළු කලාපයේම කෘෂිකර්මාන්තයටයි බලශක්ති ආරක්ෂාවටයි ලොකු තර්ජනයක් එල්ල වෙලා තියෙනවා. ශ්රී ලංකා මහ බැංකුව හඳුන්වා දුන්න ‘තිරසාර මූල්ය මාර්ග සිතියම’ සහ ‘හරිත බැඳුම්කර රාමුව’ හරහා මේ කාලගුණික අභියෝගවලට මුහුණ දෙන්නත්, දේශීය සුළු හා මධ්ය පරිමාණ ව්යාපාරිකයන්ට මූල්ය පහසුකම් දෙන්නත් අපි පියවර අරන් තියෙනවා. ශ්රී ලංකාව කියන්නේ පරිසරයට ගරු කරන, සාධාරණ වර්ධනයක් අගය කරන රටක්. ඒ නිසා විනිවිදභාවයෙන් යුතු දිගුකාලීන ආයෝජන සඳහා අපේ දොරටු සෑම විටම විවෘත බවද අග්රාමාත්යතුමිය පැවසුවාය.
මෙහිදී අදහස් දැක් වූ එක්සත් ජාතීන්ගේ සහකාර මහ ලේකම් සහ එක්සත් ජාතීන්ගේ ගෝලීය සංසදයේ ප්රධාන විධායක නිලධාරිනී, සැන්ඩා ඔජියාම්බෝ මෙනෙවිය,
ලෝකය පුරාම රාජ්ය හා පෞද්ගලික අංශ දෙකටම බලපාන ලොකු අර්බුද තුනක් තියෙනවා කියලා UN මහලේකම් ඇන්තෝනියෝ ගුටරේස් මහතා පෙන්වලා දීලා තියෙනවා. ඒ තමයි දේශගුණික අර්බුදය, බලශක්ති අර්බුදය සහ මූල්ය පහසුකම් පිළිබඳ අර්බුදය. මෙතන සල්ලි නැතිකම කියන්නේ ලෝකයේ ප්රාග්ධනය නැති නිසා නෙවෙයි, තියෙන සල්ලි හරියට යොදවන්නේ නැති නිසයි. දැනට තිරසාර සංවර්ධන ඉලක්ක (SDGs) ලබාගන්න ඩොලර් ට්රිලියන 4 ක අඩුවක් තිබුණත්, පෞද්ගලික අංශය ලඟ ඩොලර් ට්රිලියන 22 ක් තියෙනවා. දැන් තියෙන ප්රධානම අභියෝගය තමයි ජනතාවගේ ජීවන තත්ත්වය උසස් කරන ගමන් හොඳ ප්රතිලාභ ගන්න පුළුවන් තැන්වලට මේ සල්ලි යොමුකරවන එක.
කොවිඩ්, යුද්ධ, දේශගුණික ප්රශ්න සහ අධික වියදම් හමුවේ වුණත් අපිට මේකට විසඳුම් තියෙනවා. ජනතාවට අවශ්ය ස්ථිර ගෙවල්, සාධාරණ පඩිපතක්, සමානාත්මතාවය සහ ළමයින්ට හොඳ අධ්යාපනයක් දෙන එක ගැන අවධානය යොමුකරන්න ඕනේ. ඒ වගේම පිරිසිදු බලශක්තියට ආයෝජනය කිරීමෙන් වේගවත් ප්රතිලාභ ගන්න පුළුවන්. පොසිල ඉන්ධනවලට වැඩි සහන ලැබෙන නිසා ආයෝජන නිවැරදි පැත්තට යොමුකරන එකත් අත්යවශ්යයි.
සංවර්ධනය වන රටවලට ආයෝජන ගේන එක මූල්යමය ප්රශ්නයක් විතරක් නෙවෙයි. ඒ සඳහා විශ්වාසය, විනිවිදභාවය සහ රාජ්ය-පෞද්ගලික අංශ අතර හොඳ සහයෝගයක් තියෙන්න ඕනේ. ආසියා පැසිෆික් කලාපයේ සල්ලි හිඟය පියවන්න ව්යාපාරිකයින්, බැංකු, ආයෝජකයින් සහ ප්රතිපත්ති හදන අය එකතු වෙන්න ඕනේ. මේ සඳහා එක්සත් ජාතීන්ගේ සංවිධානය සහ ශ්රී ලංකා කණ්ඩායම නිරන්තරයෙන් සහාය දක්වන්න ලෑස්තියි.
UN Global Compact එක හරහා 2030 වෙනකොට ඩොලර් ට්රිලියන 10 ක මූල්ය වෙළඳපොළක් හදන්න CFO එකමුතුවක් හදලා තියෙනවා. ඒ වගේම රජය, සංවර්ධන ආයතන සහ පෞද්ගලික අංශය එකතු වෙලා සාර්ථක, සමාජයට වැඩදායී ආයෝජන හදන්න ‘මිශ්ර මූල්යකරණ’ (Blended Finance) ක්රම හඳුන්වා දීලා තියෙනවා. නැගී එන ආර්ථිකය තුළ තියෙන විශාල ආයෝජන අවස්ථාවලින් ප්රයෝජන ගන්න ප්රායෝගික විසඳුම් හොයාගන්න මේ සාකච්ඡාව හොඳ වේදිකාවක් සපයනු ඇතැයි සහකාර ලේකම්වරිය පැවසුවාය.
මෙම අවස්ථාවට මහ බැංකු අධිපති නන්දලාල් වීරසිංහ, එක්සත් ජාතීන්ගේ ගෝලීය සංසදයේ නියෝජිතයින්, ආසියා-පැසිෆික් කලාපයේ පෞද්ගලික අංශයේ ජ්යෙෂ්ඨ විධායකයින්, රාජ්ය තාන්ත්රිකයින්, තිරසාර සංවර්ධන විශේෂඥයින් සහ විවිධ ක්ෂේත්රවල ප්රධානීන් පිරිසක් සහභාගී වූහ.
Sri Lanka Opens Doors for Sustainable Investments: PM Amarasinghe's Keynote at Conference
Prime Minister Dr. Harini Amarasuriya asserted that Sri Lanka remains open to sustainable long-term investments, emphasizing the government's commitment to facilitating projects that respect human rights and protect the environment.
Speaking at the Asia-Pacific Investment Conference organized by the United Nations and the Sri Lanka Investment Board in Colombo, she highlighted the importance of collective efforts in achieving sustainable development goals.
Addressing the theme "Forward Faster Now," Dr. Amarasuriya stressed the necessity for collaboration among government, private sector, and civil society to meet these ambitious targets. "It is not enough for the government to act alone; all stakeholders must come together. Currently, the annual fiscal deficit in developing countries ranges between $2.5 trillion to $4 trillion, with $1.5 trillion of that occurring in the Asia-Pacific region. Alarmingly, there is a significant risk that 88% of sustainable development targets could be missed by 2030, hence the urgency to accelerate these investments," she articulated.
After overcoming a challenging period, Sri Lanka is on the path to stabilizing its economy, anticipating a growth rate of 5% by 2025. Domestic production has surged to $108.8 billion, pushing personal income above $5,000. However, the Prime Minister clarified that the objective extends beyond mere statistics; it aims for real economic transformation that generates quality jobs and equitably benefits all citizens.
The government is committed to providing maximum cooperation for the growth of the business sector, but Dr. Amarasuriya noted that investments should not solely focus on profit. "Investments must incorporate responsibilities that safeguard human rights and the environment. Ensuring fair wages, providing vocational training, paying taxes appropriately, and a commitment to environmental protection are fundamental responsibilities for all businesses. Our priority also extends to removing barriers for women and marginalized communities to contribute to the economy," she emphasized.
Highlighting the threats posed by climate change to agriculture and energy security, Dr. Amarasuriya mentioned that the Central Bank of Sri Lanka has introduced a "Sustainable Finance Roadmap" and a "Green Bond Framework" to address climate challenges and provide financial support to local small and medium enterprises.
During the conference, UN Assistant Secretary-General and Chief Executive Officer of the UN Global Compact, Sanda Ojiambo, echoed the Prime Minister's sentiments. She referenced three major global crises impacting both public and private sectors: climate, energy, and financial resource shortages. "The existing financial gap for achieving Sustainable Development Goals (SDGs) amounts to $4 trillion, while the private sector holds approximately $22 trillion. The challenge lies in directing these funds to areas that can substantially improve people's living standards," Ojiambo noted.
Despite obstacles posed by pandemics, conflicts, climate issues, and rising costs, Dr. Amarasuriya mentioned that solutions exist. Focus should be directed toward providing stable housing, fair wages, equality, and quality education for children. Moreover, investing in clean energy can yield rapid returns, necessitating a strategic approach to direct investments effectively.
Investment in developing countries transcends financial challenges; trust, transparency, and constructive collaboration between public and private sectors are essential. To address the funding deficit in the Asia-Pacific region, stakeholders including businesses, banks, investors, and policymakers must convene.
As part of the UN Global Compact, a coalition of CFOs aims to create a $10 trillion financial market by 2030. Additionally, the government is initiating "Blended Finance" methods to foster successful, socially beneficial investments through collaboration with development agencies and the private sector. This dialogue serves as an excellent platform for finding practical solutions to leverage significant investment opportunities in emerging economies.
This gathering saw participation from Nandalal Weerasinghe, Governor of the Central Bank, representatives from the United Nations Global Compact, senior executives from the private sector in the Asia-Pacific region, state technocrats, sustainable development experts, and leaders from various sectors.
