පසුගිය මාස දෙකකට ආසන්න කාලයක් පුරා දැඩි ආන්දෝලනයකට තුඩු දුන් නුවරඑළිය නගර මධ්‍යයේ පිහිටි මහ නගර සභා ක්‍රීඩාංගණය තුළ අවතැන් පවුල් සඳහා තාවකාලික නිවාස ඉදිකිරීමේ වැඩපිළිවෙළ අවසන් වී තිබුණද, එම නිවාස සඳහා අවශ්‍ය ජලය ඇතුළු පහසුකම් සැපයීමේදී ක්‍රීඩාංගණයට සිදුවන හානිය සම්බන්ධයෙන් මේ වනවිට නව ගැටලුවක් මතුව තිබේ.

යුනික් විව් ප්‍රදේශයේ අවතැන් පවුල් සඳහා ඉදිකළ මෙම තාවකාලික නිවාස වෙත ජලය සැපයීම ඇතුළු දෛනික අවශ්‍යතා සඳහා අධික බරකින් යුත් ජල බවුසර්, ට්‍රැක්ටර් හා ටේලර් වැනි වාහන ක්‍රීඩාංගණය හරහා ගමන් කිරීම හේතුවෙන් ප්‍රධාන ක්‍රිකට් ක්‍රීඩාංගණය, පාපන්දු පිටිය සහ අනෙකුත් ක්‍රීඩා කටයුතු සඳහා භාවිත කරන ප්‍රදේශවලට දැඩි හානි සිදුව ඇති බව ප්‍රදේශවාසීහු පෙන්වා දෙති.

විශේෂයෙන් වැසි සහිත කාලගුණික තත්ත්වයන් යටතේ බර වාහන ක්‍රීඩාංගණයේ තණතිල්ල හා මෘදු පස මතින් ගමන් කිරීම හේතුවෙන් ස්ථාන කිහිපයක මඩ සහිත තත්ත්වයක් මෙන්ම පස තැලී ගිය ස්වභාවයක් දක්නට ලැබෙන බව ඔවුහු පවසති.

මේ හේතුවෙන් දෛනිකව පුහුණුවීම් හා ක්‍රීඩා කටයුතුවල නිරත වන ක්‍රීඩකයන්ටද දැඩි අපහසුතාවට මුහුණදීමට සිදුව ඇතැයි සඳහන් වේ.

විශේෂයෙන් අවධානයට ලක්ව ඇත්තේ හදිසි අවස්ථාවක පවා වාහන ඇතුළුවීම සම්බන්ධයෙන් සීමා පවතින ක්‍රීඩාංගණයකට දෛනිකව අධික බර වාහන ගමන් කරවීමේ තත්ත්වයයි. ක්‍රීඩාංගණය ජාත්‍යන්තර මට්ටමේ ක්‍රීඩා පහසුකම් සහිත ස්ථානයක් ලෙස සංවර්ධනය කිරීමේ අරමුණක් පවතින අවස්ථාවක මෙවැනි තත්ත්වයක් ඇතිවීම සම්බන්ධයෙන් ක්‍රීඩා ක්ෂේත්‍රයේ පිරිස්ද අවධානය යොමු කර තිබේ.

මෙම නිවාස ව්‍යාපෘතිය ආරම්භ කළ අවස්ථාවේ සිටම නුවරඑළිය පරිසර සංවිධාන, මානව හිමිකම් සංවිධාන සහ විපක්ෂ දේශපාලන කණ්ඩායම් ඇතුළු පාර්ශ්ව කිහිපයක් එයට විරෝධය පළ කළේ ක්‍රීඩාංගණයට සහ නුවරඑළිය නගරයේ අනාගත ක්‍රීඩා සංවර්ධනයට මෙවැනි ඉදිකිරීමකින් අහිතකර බලපෑම් එල්ල විය හැකි බව පෙන්වා දෙමිනි.

ජුනි මාසයේදී නුවරඑළිය සුරැකීමේ සංවිධානය සහ ජාත්‍යන්තර මානව හිමිකම් හා මූලික අයිතිවාසිකම් සුරැකීමේ කාර්ය සාධක බලකාය ඇතුළු සිවිල් සංවිධාන කිහිපයක් මෙම ඉදිකිරීමට විරෝධය පළ කරමින් නුවරඑළිය දිස්ත්‍රික් ලේකම්වරිය වෙත සංදේශයක්ද භාරදී තිබූ අතර, ඉදිකිරීම් නතර නොකළහොත් නීතිමය ක්‍රියාමාර්ග ගැනීමට සූදානම් බවද ප්‍රකාශ කර තිබිණි.

කෙසේ වෙතත්, ආපදා තත්ත්වයෙන් අවතැන් වූ ජනතාව සඳහා ආරක්ෂිත හා ගෞරවාන්විත තාවකාලික නවාතැන් ලබාදීමේ අරමුණින් ව්‍යාපෘතිය ක්‍රියාත්මක කර ඇති බව රජයේ පාර්ශ්වයෙන් පෙන්වා දී තිබේ.

අගෝස්තු 5 වැනිදා යුනික් විව් ප්‍රදේශයේ අවතැන් පවුල් 35ක් සඳහා ඉදිකළ තාවකාලික නිවාස භාරදීම සිදුකර ඇති අතර, ශ්‍රී ලංකා නාවික හමුදාවේ නිලධාරීන් සහ සෙබළුන් සියයකට ආසන්න පිරිසකගේ ශ්‍රම දායකත්වයෙන් එම ව්‍යාපෘතිය දින 75කින් නිම කළ බව ආරක්ෂක අමාත්‍යාංශය සඳහන් කරයි. එම ව්‍යාපෘතිය සඳහා ජාත්‍යන්තර සංක්‍රමණ සංවිධානය (IOM), UNICEF සහ ශ්‍රී ලංකා රජය මූල්‍ය දායකත්වය ලබාදී තිබේ.

එබැවින් මේ වනවිට මතුව ඇති ප්‍රධාන ගැටලුව වන්නේ අවතැන් ජනතාවට ලබාදී ඇති තාවකාලික නිවාස පහසුකම් අඛණ්ඩව පවත්වාගෙන යන අතරතුර, නුවරඑළිය නගරයේ අනාගත ක්‍රීඩා සංවර්ධනයට වැදගත් වන ක්‍රීඩාංගණය ආරක්ෂා කර ගන්නේ කෙසේද යන්නයි.

ක්‍රීඩාංගණය හරහා ජල බවුසර් හා අනෙකුත් බර වාහන ගමන් කිරීම තවදුරටත් සිදුකරන්නේ නම්, ඒ සඳහා විකල්ප ප්‍රවේශ මාර්ගයක් සකස් කිරීම හෝ ක්‍රීඩාංගණයේ ක්‍රීඩා පිටිවලට හානි නොවන ආකාරයේ සැපයුම් ක්‍රමයක් හඳුන්වාදීම පිළිබඳව බලධාරීන් කඩිනමින් අවධානය යොමු කළ යුතු බව ක්‍රීඩා ක්ෂේත්‍රයට සම්බන්ධ පිරිස් පෙන්වා දෙති.

අවතැන් වූ ජනතාවගේ මූලික අවශ්‍යතා සපුරාලීම මෙන්ම, නුවරඑළියට අනාගතයේ හිමිවීමට නියමිත ජාත්‍යන්තර මට්ටමේ ක්‍රීඩා පහසුකම් ආරක්ෂා කර ගැනීමද එකසේ වැදගත් බැවින්, මෙම ගැටලුවට දෙපාර්ශ්වයටම අසාධාරණයක් නොවන ස්ථිර විසඳුමක් ලබාදීම බලධාරීන්ගේ වගකීමක් බව ප්‍රදේශවාසීහු පවසති.

Concerns Rise Over Damage to Sports Facilities Amid Temporary Housing Project in Nuwara Eliya

The recent completion of temporary housing for displaced families at the major municipal sports complex in Nuwara Eliya has sparked new concerns regarding the impact on local sporting facilities. This initiative, which aimed to provide shelter following intense community unrest over the past two months, now faces scrutiny over the considerable damage caused to the sports grounds.

Residents have pointed out that heavy vehicles, including water tankers and tractors, used to supply these temporary homes have severely damaged areas designated for cricket, football, and other sports activities. The situation is exacerbated during rainy weather, as these vehicles have left muddy conditions and rutted surfaces in several locations throughout the complex.

This disruption not only complicates training schedules for local athletes but also raises alarms about the misuse of the sports ground, which is intended to be developed as a facility at the international level. The daily entry of heavy vehicles into this space has become a critical concern, particularly as it compromises the integrity of sports facilities meant for rigorous use.

Civil society groups, including environmental and human rights organizations, have long opposed this housing development. They have warned that construction within the sports complex could lead to detrimental effects on both the immediate environment and the future of sporting development in Nuwara Eliya.

In June, various civil organizations, including the Nuwara Eliya Conservation Organization and the Task Force for the Protection of Human Rights, formally protested against this initiative. They submitted a letter to the District Secretary of Nuwara Eliya, indicating readiness to pursue legal action if the construction efforts continued without cessation.

Despite these objections, government officials have emphasized the project’s aim to provide safe and dignified temporary housing for those displaced by disasters.

On August 5, temporary shelters for 35 families in the Unique View area were handed over, with the Defense Ministry noting that the project was completed within 75 days, thanks to the labor contributions of nearly 100 personnel from the Sri Lanka Navy, alongside financial support from international organizations like the IOM and UNICEF.

The pressing challenge now is how to maintain the temporary housing facilities for the displaced community while safeguarding the future of Nuwara Eliya's critical sports infrastructure.

Stakeholders in the sporting sector stress the need for immediate attention from authorities to either establish alternative access routes for heavy vehicles or develop supply methods that would not harm the playing fields. They argue that meeting the essential needs of displaced individuals must go hand in hand with preserving the future potential for international-standard sports facilities in Nuwara Eliya.

According to community members, it is the responsibility of the authorities to ensure a sustainable solution that is fair to both the displaced populations and the future of sports development in the area.
