ආයතන තනතුරු සංශෝධනයක්..- ජනපති දැනුම් දෙයි..

මධ්‍යම කඳුකරයේ පාරිසරික සහ සමාජීය ආරක්ෂාව තහවුරු කිරීම වෙනුවෙන් විශේෂ පනතක් මගින් 'මධ්‍යම කඳුකරය ආරක්ෂණ අධිකාරිය' නමින් නව ආයතනයක් පිහිටුවීමට කටයුතු කරන බව ජනාධිපති අනුර කුමාර දිසානායක මහතා පවසයි.

බණ්ඩාරවෙල, පූනාගල කබරගල ප්‍රදේශයේ පවුල් 50ක් වෙනුවෙන් ඉදිකළ 'නවෝදයාගම' නිවාස ව්‍යාපෘතිය ජනතා අයිතියට පවරා දීමේ අවස්ථාවට එක්වෙමින් ජනාධිපතිවරයා මේ බව සඳහන් කළේය.

මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ ජනාධිපතිවරයා පෙන්වා දුන්නේ වතු ප්‍රජාව "වත්තේ ඉපදී, වත්තේ වැඩ කර, වත්තේම මියයන" සාම්ප්‍රදායික ජීවන රටාවෙන් මුදාගත යුතු බවයි. ඒ සඳහා අධ්‍යාපනය ප්‍රධානතම මෙවලම වන අතර, ඉදිරි අයවැය ලේඛනය මගින් නිවාස ඉදිකිරීම් ක්ෂේත්‍රයට ප්‍රමුඛතාවයක් ලබා දෙන බව ද ඔහු පැවසීය.

රාජ්‍ය ආයතනවල ඉදිරියේදී සිදුවීමට නියමිත වෙනස්කම් පිළිබඳව ද ජනාධිපතිවරයා මෙහිදී ඉඟියක් ලබා දුන්නේය. ආයතනවල බලතල බෙදී යාම, තනතුරු නාම වෙනස් වීම සහ පුද්ගල වෙනස්කම් ඉදිරියේදී සිදුවිය හැකි බවත්, ඒ පිළිබඳව කිසිවෙකු කලබල විය යුතු නැති බවත් ඔහු පැවසීය.

මෙම සියලු වෙනස්කම් සිදු කරන්නේ රටේ අසංවිධානාත්මක සංවර්ධනය වෙනුවට විධිමත් සහ තිරසාර සංවර්ධනයක් ඇති කිරීමේ අරමුණින් බව ජනාධිපති අනුර කුමාර දිසානායක මහතා වැඩිදුරටත් ප්‍රකාශ කළේය.

මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ ජනාධිපති අනුර කුමාර දිසානායක මහතා;

අද මෙම ප්‍රදේශයේ ජනතාවට සුවිශේෂී දිනයක්. වසර 200කට වඩා වැඩි කාලයක් අපේ රටේ ආර්ථිකය ගොඩනැගීමට දායක වී සිටින මෙම මලෛයගම් ජනතාව අපේම ජනතාවක්. ඔවුන් ආවේ කොහෙන්ද, ආවේ කවදාද කියන එක වැදගත් නැහැ. එය ඉතිහාසයයි. හැබැයි අද අපේ රටේ උපදින, රටේ ආර්ථිකයට  දායක වන, මේ මහපොළවේ පස් බවට පත්වන මේ ජන කණ්ඩායම අපේ රටේම ජනතාවක්. සියවස් දෙකකට අධික කාලයක් ජීවත් වුවත් ඔවුන් මේ මාතෘ භූමියේ තමන්ගේම බිම් කොටසක උරුමයක් නොමැති ජන ප්‍රජාවක්. තමන්ගේම නිවසක් අහිමි වූ ජනතාවක්. 

සියලු ජනතාවට ජන ජීවිතය පවත්වාගෙන යාම වෙනුවෙන් මූලික කරුණු 05ක් අවශ්‍ය වෙනවා. නිවසක්, ආදායම් මාර්ගයක්, දරුවන්ට අධ්‍යාපනය, නිරෝගී සම්පන්න ජීවිතයක් සහ මානසික සුවය එම කරුණු 05 වෙනවා. හැබැයි මේ මලෛයගම් ජනතාව දෙස බැලුවොත් මේ කරුණුවලින් කුමන කරුණුද ඉටු වී තිබෙන්නේ.  ඒ නිසා මේ සෑම ජන කණ්ඩායමකගේම මූලික අවශ්‍යතා ඉටු කර දීම අප රජයේ අභියෝගය සහ අප වෙත පැවරී තිබෙන වගකීම වෙනවා.

ඒ වෙනුවෙන් අපි නිවාස ව්‍යාපෘති ගණනාවක් ක්‍රියාත්මක කර තිබෙනවා. එළැඹෙන අයවැය ලේඛනයේදීත් නිවාස ඉදිකිරීම වෙනුවෙන් ප්‍රමුඛත්වයක් ලබා දීමට අපි බලාපොරොත්තු වෙනවා. ඒ වගේම ජනතාවට හොඳ අදායම් මාර්ගයක් අවශ්‍යයි. ඒ වෙනුවෙන් අපි බොහෝ පියවර ගෙන තිබෙනවා. දැනටමත් අපි මෛලයගම් ප්‍රජාව වෙනුවෙන් වැටුප් වැඩි වීමක් ලබා දීමට සමත් වී තිබෙනවා. එය ප්‍රමාණවත් බව මම විශ්වාස කරන්නේ නැහැ. එහෙත් මූලික පියවර තබා තිබෙනවා. 

ඒ වගේම දරුවන්ගේ අධ්‍යාපනය පිළිබඳ අපි විශාල අවධානයක් යොමු කරනවා. සියවස් ගණනාවක් මේ ප්‍රජාව ගතකළ ජීවිතය ඔවුන්ගේ දරුවන්ට උරුම කර දීම යුක්ති සහගත වන්නේ නැහැ. වත්තේ ඉපදෙනවා, වත්තේ වැඩ කරනවා, වත්තේම මිය යනවා. එම ජීවිතයෙන් ඔවුන් එළියට ආ යුතුයි. එහිදී ප්‍රධාන වන්නේ අධ්‍යාපනයයි. ඒ නිසා මෙම දරුවන්ගේ අධ්‍යාපනය කෙරෙහි විශේෂ අවධානය යොමු කර වැඩ කිරීමට අපි සූදානම්. 

ඒ වගේම නිරෝගී සම්පන්න ජීවිතයක් වෙනුවෙන් හොඳ සෞඛ්‍ය පහසුකම් ලබා දිය යුතුයි. එය ආණ්ඩුවක් ලෙස අපේ වගකීමක්. අද අඩු බර දරු උපත් වැඩියෙන්ම සිදු වන්නේ, අවුරුදු 05ට අඩු මන්ද පෝෂණයෙන් පෙළෙන දරුවන් සිටින්නේ සහ ආයු කාලය අඩු ප්‍රජාවක් සිටින්නේ මෙම ජනතාව අතරයි.

ඒ නිසා සියවස් දෙකකට වැඩි කාලයක් කොන් කරන ලද, දෑස් හැර නොබලන ලද පාලනයන් විසින් මේ ජනතාව මේ තත්ත්වයට පත් කර තිබෙනවා. අපි ඔබට අපේම සහෝදර ජනතාවක් ලෙස මේ රටේ පුර්ණ අයිතිය සහ ජිවිතය ලබා දීමට කටයුතු කරන බවට මම සහතික වෙනවා. 

අද මෙම ජනතාවගේ විශාල ප්‍රශ්නයක් බවට ඉඩම් ප්‍රශ්නය මතුව තිබෙනවා. වත්තේ වැඩ කළාට සමාගම් ඉඩම් ලබා දීමට සූදානම් නැහැ. එහෙත් මෙම සමාගම් සමග තිබෙන ගිවිසුම් 2042 වන විට අවසන් වීමට නියමිතව තිබෙනවා. දැනටමත් අමාත්‍යාංශය එම ගිවිසුම් පිළිබඳ පසු විපරම් කිරීම සඳහා කමිටුවක් පත් කර විමර්ශන කටයුතු සිදු කරමින් තිබෙනවා. අපි ඉතා ඉක්මණින් එම ගිවිසුම් අවසන් කිරීමට බලාපොරොත්තු වෙනවා. මෙම ජනතාවගේ අයිතිවාසිකම් සුරක්ෂිත කිරීම සඳහා වු වගන්ති සමගයි එම ගිවිසුම් අත්සන් කිරීමට අපි කටයුතු කරනු ලබන්නේ.

විශේෂයෙන් මේ මධ්‍යම කඳුකරය අපේ රටේ හදවතයි. මේ මධ්‍යම කඳුකරයෙන් රූරා ගලන ගංගා සහ ඔයවල්  103ක් තිබෙනවා. අපේ කෘෂිකර්මාන්තය, පාරිසරික තත්ත්වය සහ ආර්ථිකයේ විශාල පංගුවක් නියෝජනය වන්නේ මේ මධ්‍යම කඳුකරයෙන්. ආසන්න වශයෙන් අපේ භූමියෙන් 13%ක් මේ මධ්‍යම කඳුකරයට අයත් වෙනවා. වාර්ෂික වර්ෂාපතනයෙන් 72%ක් පමණ මේ මධ්‍යම කඳුකරයට ඇඳ හැළෙනවා. අපේ රටේ වැදගත්ම තැන මේ මධ්‍යම කඳුකරයයි. නමුත් දීර්ඝකාලීන අවිධිමත් සංවර්ධනයේ ප්‍රතිඵල අද අපි භුක්ති විඳිමින් සිටිනවා. පසුගිය දිට්වාවලදී ප්‍රධාන නායයෑම් 1200කට වැඩිය සිදු වූ බවට වාර්තා වී තිබෙනවා. අපි දශක කිහිපයකට පෙර නාය නොයන රටක් ගැන ඇහුවා. තව දශක කිහිපයකින් පසුව නාය යෑම් එකක්, දෙකක් ගැන අසන්නට ලැබුණා.  අපි දැන් නායයෑම් දහස් ගණනක් ගැන අහනවා. එසේනම් මේ මධ්‍යම කඳුකරය අපේ දෑස් ඉදිරිපිට විනාශ වෙමින් තිබෙනවා. අපේ රටේ ආරක්ෂාව සහ රටේ අනාගතයේ වැදගත් කොටසක් වන මෙම මධ්‍යම කඳුකරය ආරක්ෂා කර ගැනීම අපේ වගකීම වෙනවා. අපි දැනටමත් ආසියානු සංවර්ධන බැංකුවේ සහාය ඇතිව විශේෂ පනතක් සකස් කිරීමට කටයුතු කර තිබෙනවා. ඒ අනුව මධ්‍යම කඳුකර ආරක්ෂණ අධිකාරියක් අපි පිහිටුවනවා. පැවති තත්ත්වයට පත් වීමට අපිට දශක ගණනාවක් ගත වේවි. හැබැයි විනාශයන් සඳහා තබන පියවර අපි නතර කළ යුතුයි. මේ සඳහා වගකීම් දරණ සියලු ආයතන සහ දෙපාර්තමේන්තුවල බලය අපි ඒකාබද්ධ කරනවා. මධ්‍යම කඳුකර ආරක්ෂණ අධිකාරිය පිහිටුවීමට අපි කටයුතු කරනවා. මේ වසර අවසානයේ හෝ ලබන වසර මුලදී එම පනත පාර්ලිමේන්තුවේ සම්මත කර අධිකාරිය පිහිටුවීමට කටයුතු කරනවා.  

මධ්‍යම කඳුකරය සුවපත් කිරීමට නම් ජන ප්‍රජාවේ ගැටලු විසඳීම, ජෛව විවිධත්වය ආරක්ෂා කිරීම, පරිසර සංරක්ෂණ, වන සංරක්ෂණ, වනජීවි, වාරිමාර්ග, කෘෂිකර්ම ආදී මේ සියලු බලතල එක් අධිකාරියක් යටතට ගෙන ආ යුතුයි. අපි අනාගත පරපුර වෙනුවෙන් මේ මධ්‍යම කඳුකරය සුරක්ෂිත කළයුතුයි. ඒ සඳහා අපි යම් යම් කැපවීම් සිදු කරමින් මැදිහත්විය යුතුයි. ජාතික වගකීමක් සේ සලකා අපි මෙම කාර්යය ඉටු කළ යුතුයි. 

එහිදී මෙම මලෛයගම් ජනතාවගේ අයිතිවාසිකම් සුරක්ෂිත කිරීම ප්‍රධාන වෙනවා. ඒ සඳහා ඉන්දියානු රජය අපිට දීර්ඝකාලීන සහායක් ලබා දෙනවා. ඒ පිළිබඳව අපි ඔවුන්ට ස්තූතිවන්ත වෙනවා. පසුගිය යුද සමයේදී රට හැර ගොස් ඉන්දියාවේ ජීවත් වන ජනතාවට යළි මෙරටට පැමිණීමට බාධා තිබුණා. එම සියලු බාධා ඉවත් කිරීමට පසුගියදා කැබිනට් මණ්ඩලය තීන්දු කළා. ආගමන විගමන දෙපාර්තමේන්තුව ඒ සඳහා අවශ්‍ය සහාය ලබා දීමට කටයුතු කර තිබෙනවා. මේ සියලු දෙනා අපේ රටේ පුරවැසියන්. මේ රටේ උපන් මිනිසුන්, මේ රටේ ආර්ථිකයට හවුල් වී මේ මහපොළොවට පස්වන මිනිසුන්. මේ සෑම දෙනාටම හොඳ ජීවිතයක් ලබා දිය යුතුයි. එම ජීවිතය උරුමකර දීමේ වගකීම රජයක් ලෙස අපි භාර ගෙන තිබෙනවා. අපේ අපේක්ෂාව ඔබට වඩා හොඳ ජිවිතයක් උරුම කර දීමයි, ඔබේ දරුවන්ට හොඳ අනාගතයක් උරුම කරදී මේ රට වඩා සුන්දර රටක් බවට පරිවර්තනය කිරීමයි. ඒ වෙනුවෙන් ඔබ සියලු දෙනාගේ සහාය අපේක්ෂා කරනවා.

New Agency to Safeguard Central Highlands Proposed by President

In a significant move towards ensuring environmental and social security in the Central Highlands, President Anura Kumara Disanayake has announced the establishment of a new agency called the 'Central Highlands Conservation Authority'. This initiative aims to reinforce protective measures for this vital region.

The president made this announcement during a ceremony marking the handover of the 'Navodaya Gam' housing project, built for 50 families in the Bandarawela and Poonagala Kabargala area. He emphasized the need for a dedicated institutional framework to manage the ecological and societal challenges faced by the highlands.

Reflecting on the traditional lifestyle of the tea plantation communities, the president pointed out the need to liberate them from the cycle of life where they are born, work, and die on the same estate. Education, he asserted, is crucial for this transformation, and he assured that the upcoming budget would prioritize housing projects.

During his address, the president hinted at anticipated changes within state institutions. He indicated potential shifts in authority, title changes, and personnel changes, urging that there should be no cause for concern regarding these developments. The overarching goal behind these changes is to shift the country towards systematic and sustainable development rather than disorderly growth.

In a heartfelt statement, he highlighted the significant contributions of the Malayagam community to the nation’s economy over the past two centuries, asserting their rightful place as citizens deserving equal rights and opportunities. Despite their long-standing heritage, many within this community lack secure land ownership and adequate housing, which remains a challenge.

The president identified five essential elements for the well-being of all citizens: a home, a source of income, education for children, healthful living conditions, and mental well-being. He stressed that addressing the basic needs of all communities is a responsibility of the government.

To this end, various housing projects are already underway, with an expectation that the approaching budget will further facilitate housing development. Improved income opportunities for the people are also a priority, with efforts being made to raise wages for the Malayagam community, although the president acknowledged that more needs to be done.

Investing in children's education is another focus area. The president expressed that it is unreasonable for children of the Malayagam community to inherit a legacy that restricts them to life within the estates. He reiterated the importance of providing children with education to help them prosper beyond their current situations.

Furthermore, he stressed the government’s duty to ensure good health facilities for the community to promote healthy and satisfying lives, noting the pressing issues of low birth weights and malnutrition among children in these areas.

The ongoing land crisis is becoming a prominent issue for the community, as companies are not prepared to allocate land for plantation work despite existing contracts set to expire in 2042. A committee has been established to investigate these agreements, with a view to resolving them swiftly and signing guarantees to protect the rights of the community.

Emphasizing the significance of the Central Highlands, President Disanayake remarked on its critical role in the nation’s agriculture and environment, noting that 72% of annual rainfall benefits this region, which constitutes approximately 13% of the nation’s land area. However, he warned against the consequences of unplanned long-term development, which has led to alarming incidents, such as over 1,200 landslides reported recently.

Highlighting the urgent need for protective measures, he reassured that a special law would be drafted with assistance from the Asian Development Bank to establish the Central Highlands Conservation Authority. This agency will consolidate the powers of various departments to safeguard the region that is essential to the nation’s security and future.

Moreover, the president expressed gratitude towards the Indian government for their long-term support, especially regarding facilitating the return of citizens who had left during the conflict. He affirmed that all citizens born in the country are integral to the nation's economic fabric and deserve to lead dignified lives.

In closing, he articulated his aspiration for a better future for the citizens—that the government will take responsibility to provide better living conditions and a more beautiful home for upcoming generations, emphasizing the need for collective support in this endeavor.
