පළාත් සභා මැතිවරණය තව පරක්කු වෙනවා..

වසර දහයකට අධික කාලයක් ප්‍රමාද වී ඇති පළාත් සභා මැතිවරණය පැවැත්වීම සඳහා පවතින නීතිමය බාධා ඉවත් කර, ලබන වසරේදී (2025) එය පැවැත්වීමට රජය අවධානය යොමු කර ඇතත් දැනට පවතින විවිධ නීතිමය ගැටලු සහ සීමා නිර්ණය පිළිබඳ ගැටලු නිරාකරණය කර ගන්නා තෙක් මැතිවරණ ක්‍රමය සකස් කිරීම තවදුරටත් ප්‍රමාද විය හැකි බව ආරංචි මාර්ග සඳහන් කරයි.

පළාත් සභා සඳහා නව මැතිවරණ ක්‍රමයක් යෝජනා කිරීම වෙනුවෙන් පත් කරන ලද පාර්ලිමේන්තු විශේෂ කාරක සභාවේ සභාපති, අමාත්‍ය විජිත හේරත් මහතා ප්‍රකාශ කළේ, නව ඡන්ද ක්‍රමයක් හඳුන්වා දීමේදී මතුව ඇති නීතිමය බාධාවන් ප්‍රමුඛතාවය මත නිරවුල් කර ගැනීමට මේ වන විට කටයුතු කරමින් සිටින බවයි.

විශේෂයෙන්ම සීමා නිර්ණය සම්බන්ධ ගැටලු මෙහිදී ප්‍රධාන වන අතර, ඒවා විසඳීම සඳහා ඉදිරියේදී යම් යම් සංශෝධන ගෙන ඒමට සිදු වනු ඇති බව ද ඔහු පෙන්වා දුන්නේය.

නව මැතිවරණ ක්‍රමය සකස් කිරීමේදී මතුවන ප්‍රායෝගික ගැටලු සම්බන්ධයෙන් නීතිපති දෙපාර්තමේන්තුවේ සහ මැතිවරණ කොමිෂන් සභාවේ නිලධාරීන් සමඟ දීර්ඝ වශයෙන් සාකච්ඡා කර එකඟතාවන්ට පැමිණ ඇති බවත්, එම එකඟතාවන් මත පදනම්ව ඉදිරි තීරණ ගන්නා බවත් අමාත්‍යවරයා වැඩිදුරටත් පැවසීය.

මේ අතර, මැතිවරණයේදී තරුණ නියෝජනය තහවුරු කිරීම සම්බන්ධයෙන් සාකච්ඡා කිරීමට පාර්ලිමේන්තුවේ තරුණ නියෝජිතයන්ගෙන් සැදුම්ලත් සංසදය ලබන මාසයේ මුලදී හමුවීමට නියමිතය.

කාරක සභාවේ අවසන් වාර්තාව මෙම වසර අවසානයට පෙර පාර්ලිමේන්තුවට ඉදිරිපත් කිරීමට නියමිත අතර, ඉන් අනතුරුව ලබන වසරේ මුල් භාගයේදී මැතිවරණය පැවැත්වීමට හැකි වනු ඇතැයි අපේක්ෂා කෙරේ.

මේ සම්බන්ධයෙන් අදහස් දැක්වූ රාජ්‍ය පරිපාලන, පළාත් සභා හා පළාත් පාලන අමාත්‍ය මහාචාර්ය චන්දන අබේරත්න මහතා සඳහන් කළේ, පාර්ලිමේන්තු විශේෂ කාරක සභා වාර්තාව ලැබුණු පසු එය අධ්‍යයනය කර මැතිවරණය පැවැත්වීමට කටයුතු කරන බවයි. මැතිවරණය කල් දැමීමට රජයට කිසිදු වුවමනාවක් නොමැති බව ද ඔහු අවධාරණය කළේය.

පළාත් සභා මැතිවරණය වසර දහයකින් පමණ පවත්වා නොමැති අතර, මේ හේතුවෙන් දැනට සියලුම පළාත් සභාවල පාලනය සිදුවන්නේ ආණ්ඩුකාරවරුන් යටතේය.

මැතිවරණය කඩිනමින් පවත්වන ලෙස විවිධ දේශපාලන පක්ෂ සහ සිවිල් සංවිධාන ද රජයට බලපෑම් කරමින් සිටී.

Government Moves to Remove Legal Hurdles for Provincial Council Elections

After more than a decade of delays, the Sri Lankan government is focused on facilitating provincial council elections, scheduled for 2025. However, progress hinges on resolving ongoing legal issues and determining electoral boundaries, which may further postpone the election process, according to informed sources.

Minister Vijitha Herath, who chairs a special parliamentary committee tasked with proposing a new electoral system for the provincial councils, emphasized that efforts are currently underway to clarify the legal obstacles arising from the introduction of a new voting system.

Issues surrounding boundary delineation have emerged as a primary concern, with expectations that certain amendments will be required to address these challenges, he pointed out.

Extensive discussions have already taken place between officials from the Attorney General's Department and the Election Commission regarding practical issues within the new electoral framework, leading to some agreements from which future decisions will be based, the minister added.

In an effort to ensure youth representation in the elections, a special gathering of young representatives from Parliament is set to convene early next month to deliberate on this critical topic.

The committee's final report is slated to be presented to Parliament before the end of this year, paving the way for the elections to potentially be held in the first half of next year.

Expressing his views, Professor Chandana Abeyratne, Minister of Public Administration, Provincial Council and Local Government, stated that the committee's findings will be thoroughly reviewed to facilitate the elections. He stressed that the government has no intention of further delaying the electoral process.

With provincial council elections not held for nearly ten years, administrative control across all provincial councils currently rests with governors. Various political parties and civil organizations are actively urging the government to expedite the election process.
