යෝජිත ජාතික අධ්‍යාපන සභාව පිහිටුවීමෙන් පසු පෞද්ගලික උපකාරක පන්ති පවත්වන ගුරුවරුන්ද ඇතුළු සියලු ගුරුවරුන් ඉගැන්වීමේ බලපත්‍රයක් ලබාගත යුතු බව අධ්‍යාපන අමාත්‍යාංශයේ උසස් නිලධාරියෙක් පැවසීය.

පද්ධතියට සුදුසු ගුරුවරයකු ලෙස සැලකෙන්නේ එම බලපත්‍රය ලබා ගැනීමෙන් පසුව බවද එම නිලධාරියා පැවසීය. 

මේ අතර ආචාර්ය උපාධියක් ලබන ගුරුවරයකුගේ මූලික වැටුප විශ්වවිද්‍යාල ආචාර්යවරයකුගේ මූලික වැටුප හා සම කිරීමට යෝජිතව ඇතැයිද අධ්‍යාපන අමාත්‍යංශය පවසයි.

මෙම පියවර ගැනීමට යෝජනා කර ඇත්තේ දක්ෂ ගුරුවරුන් පද්ධතියේ රඳවා ගැනීම සඳහාය. එම පියවරෙන් පසු ගුරුවරයාගේ හා විශ්වවිද්‍යාල ආචාර්යවරයාගේ වැටුප වෙනස් වන්නේ දීමනාවලින් පමණි. 

රජයේ අනුමත පෞද්ගලික පාසල්වලට දරුවන් ඇතුළත් කිරීමේදී කෙරෙන අයකිරීම් සම්බන්ධයෙන් ද ප්‍රමිතියක් ඇති කිරීමට යෝජිත වන අතර එම පාසල් සම්බන්ධයෙන් නියාමන ක්‍රියාවලියක් ආරම්භ කිරීමට නියමිත බවත්, එම නිලධාරියා සඳහන් කළේය.

මෙම සභාව පිහිටුවීමෙන් පසු ඉදිරියට ගුරුවරුන් ලෙස බඳවා ගැනෙන්නේ උපාධිධාරීන් පමණි. තමන්ට හිතූ හිතූ දේ කරන ක්‍රමය අධ්‍යාපන පද්ධතියෙන් ඉවත් කළ යුතු බවත්, මෙවැනි පාලනයක් පද්ධතියට අවශ්‍ය බවත් ඉහත කරුණු දැක්වූ නිලධාරියා පැවසීය. 

ගුරු, ගුරු උපදේශක, විදුහල්පති, ගුරු අධ්‍යාපනඥ හා අධ්‍යාපන පරිපාලන යන සාමාන්‍ය අධ්‍යාපනයේ සියලු වෘත්තීය කාණ්ඩවලට අදාළව ස්ථාපිත කෙරෙන මෙම සභාවේ සභාපති පත් කෙරෙන්නේ ජනාධිපතිවරයා විසිනි. 

අදාළ පනත් කෙටුම්පත නුදුරේදීම පාර්ලිමේන්තුවට ඉදිරිපත් කිරීමට නියමිතය. මේ සඳහා කැබිනට් මණ්ඩල අනුමැතිය ලැබී ඇත.

Proposed National Education Council to Mandate Teaching Licenses for All Educators

In a significant move for Sri Lanka's education sector, a senior official from the Ministry of Education has announced that all teachers, including those conducting private tutoring classes, will be required to obtain a teaching license after the establishment of a proposed National Education Council.

The official emphasized that only educators who possess this license will be deemed suitable for teaching roles within the new system.

Additionally, it has been proposed that the starting salary for teachers with a doctorate will be aligned with that of university professors, as stated by the Ministry. This initiative aims to retain skilled teachers within the educational system. Post-implementation, adjustments in salaries for teachers and university professors will primarily involve their allowances.

To standardize fees associated with enrolling children in government-approved private schools, the Ministry plans to introduce regulations. A regulatory framework for these schools is also set to commence, according to the official.

Following the formation of this council, future teacher recruitment will be limited to degree holders. The official stressed the need to eradicate outdated practices from the education system and called for the necessary governance structures to oversee these changes.

The council, which will encompass all professional groups within general education, including teachers, education advisors, school principals, and educational administrators, will be chaired by the President of Sri Lanka.

The relevant bill is expected to be presented to Parliament soon, having already received Cabinet approval.
