දිවයින පුරා බලපත්ර නොමැතිව සහ අනීතික ලෙස බලපත්ර ලබාගෙන පවත්වාගෙන යනු ලබන සුරාසැල් සහ රාත්රී සමාජ ශාලා පිළිබඳව වහාම සොයා බලා විමර්ශනයක් සිදුකරන ලෙස පාරිභෝගික අයිතීන් සුරැකීමේ ජාතික ව්යාපාරය ජනාධිපතිවරයාගෙන් ඉල්ලා සිටියි.
එම සංවිධානයේ සභාපති රංජිත් විතානගේ මහතා විසින් ජනාධිපතිවරයා වෙත ලිපියක් යොමු කරමින් පෙන්වා දෙන්නේ, පසුගිය මාස කිහිපය තුළ තම සංවිධානය සිදුකළ ගවේෂණයකදී මෙරට බොහෝ ප්රදේශවල මෙවැනි නීති විරෝධී මත්පැන් අලෙවිසැල් ක්රියාත්මක වන බව තහවුරු වූ බවයි.
සුරාබදු දෙපාර්තමේන්තුවේ ඇතැම් ඉහළ නිලධාරීන්ට අල්ලස් ලබාදෙමින් ව්යාපාරිකයන් මෙම නීති විරෝධී කටයුතු සිදුකරන බවට සැකයක් පවතින බවත්, මෑත කාලයේදී ඇතැම් සුරාබදු නිලධාරීන් අසාමාන්ය ලෙස දේපළ උපයාගෙන තිබීම එම සැකය තහවුරු වීමට හේතු වී ඇති බවත් එම ලිපියේ සඳහන් වේ.
මෑතකදී බලපත්ර නොමැතිව පවත්වාගෙන ගිය රාත්රී සමාජ ශාලාවක් වටලනු ලැබීමෙන් මෙවැනි අනීතික ස්ථාන රට පුරා ක්රියාත්මක වන බව තහවුරු වන බව ද එම සංවිධානය පෙන්වා දෙයි.
අනීතික ලෙස පවත්වාගෙන යනු ලබන සුරාසැල් පිළිබඳව තොරතුරු දැනගැනීමේ අයිතිය යටතේ සුරාබදු දෙපාර්තමේන්තුවේ නිලධාරීන් කිහිපදෙනෙකුගෙන් තොරතුරු ඉල්ලා සිටියද, ඔවුන් මෙතෙක් එම තොරතුරු ලබාදීමට කටයුතු කර නොමැති බව ද එම සංවිධානය පවසයි.
මේ සම්බන්ධයෙන් තොරතුරු කොමිෂන් සභාවට අභියාචනයක් ඉදිරිපත් කර ඇති අතර, ඉදිරියේදී අදාළ නිලධාරීන්ට එරෙහිව අල්ලස් හෝ දූෂණ විමර්ශන කොමිෂන් සභාවට සහ නීති විරෝධී වත්කම් විමර්ශන ඒකකයට පැමිණිලි කිරීමට ද පියවර ගන්නා බව රංජිත් විතානගේ මහතා අවධාරණය කරයි.
එබැවින්, මුදල් අමාත්යාංශයේ නිලධාරීන් යොදවා දිවයින පුරා ක්රියාත්මක රාත්රී සමාජ ශාලා සහ සුරාසැල්වල බලපත්රවල නීත්යානුකූලභාවය පිළිබඳව පුළුල් පරීක්ෂණයක් පවත්වන ලෙස එම සංවිධානය ජනාධිපතිවරයාගෙන් වැඩිදුරටත් ඉල්ලා සිටියි.
Call for Investigation into Illegal Bars and Nightclubs in Sri Lanka
The National Consumer Rights Protection Organization has urgently requested President Ranil Wickremesinghe to conduct an investigation into the widespread operation of unlicensed and illegal bars and nightclubs across the country.
In a letter directed to the President, the organization's Chairman, Ranjith Withanage, highlighted findings from recent research that revealed numerous establishments violating the law in various regions of Sri Lanka.
Concerns have been raised regarding potential corruption, with suspicions that some high-ranking officials within the Excise Department may be accepting bribes from business operators engaging in illegal practices. This speculation has intensified following reports of certain excise officials accumulating wealth unusually.
The organization emphasized that the unlawful operation of nightclubs has been confirmed following the raid of a specific establishment recently found to be running without a license, further indicating a widespread issue across the nation.
Despite requests made under the Right to Information Act for data from several excise officials regarding unlicensed bars, the organization reports that they have yet to receive any information.
Meanwhile, an appeal has been lodged with the Commission for Investigations into Bribery or Corruption relating to this matter. Withanage also pointed out that measures would be taken to file complaints against relevant officials with the commission and the Anti-Corruption Investigation Unit regarding bribery and illicit properties.
In light of this, the organization has urged the President to direct officials from the Ministry of Finance to undertake detailed investigations into the licensing legitimacy of nightclubs and bars operating nationwide.
