අතීත අපරාධ ගැන අධිකරණ ක්‍රියාවලීන් සාර්ථකව කරන්න සියලු සහයෝගය දෙනවා..

 

ජනමාධ්‍යවේදීන් මුහුණ දෙන ගැටලු පිළිබඳව ජනමාධ්‍ය නියෝජ්‍ය අමාත්‍ය ආචාර්ය කෞශල්‍යා ආරියරත්න මහත්මිය සමඟ සෘජුව සාකච්ඡා කිරීමට අවස්ථාව සලසා දෙමින්, රජයේ ප්‍රවෘත්ති දෙපාර්තමේන්තුව විසින් සංවිධානය කරන ලද "ඇසි දිසි පියවර" විශේෂ මාධ්‍යවේදී වැඩමුළුව, නියෝජ්‍ය අමාත්‍යවරියගේ සහභාගීත්වයෙන් අද දින යාපනය දිස්ත්‍රික් ලේකම් කාර්යාලයේදී පැවැත්විණි.

මෙම අවස්ථාවට එක්වෙමින් විශේෂ අදහස් දැක්වීමක් සිදු කළ ජනමාධ්‍ය නියෝජ්‍ය අමාත්‍ය ආචාර්ය කෞශල්‍යා ආරියරත්න මහත්මිය සඳහන් කළේ 2024 මහ මැතිවරණයේදී මෙරට ජනතාව සිදු කළ ඓතිහාසික වෙනසත් සමඟ උතුර සහ දකුණ ඒකාබද්ධ කරන ජාතික යහපැවැත්මක් නිර්මාණය වෙමින් පවතින බවයි.

"අප උතුරු නැගෙනහිරට මෙන්ම දකුණට සහ බස්නාහිරටත් සමානව සැලකිලි දක්වමින් අතීතයේ සිදු වූ වැරදි නිවැරදි කරන යහපත් දේශපාලන ගමනක නිරත වෙනවා. මහාමාර්ග, සෞඛ්‍යය, ප්‍රවාහනය සහ අධ්‍යාපනය වැනි යටිතල පහසුකම් සංවර්ධනයට පමණක් නෙවෙයි, ජනමාධ්‍යවේදීන්ගේ සියලු ගැටලු වෙනුවෙන් ද පෙනී සිටීමට අපගේ රජය සූදානම්. දැන් පක්ෂ පාට භේදයකින් තොරව සමස්ත මාධ්‍යවේදීන්ටම සිය වෘත්තීය ගැටලු අප සමඟ සාකච්ඡා කිරීමේ අවස්ථාව උදා වී තිබෙනවා."

තවද, නීතිය සැමට සමානව ක්‍රියාත්මක වන යුගයක, ජාතිවාදයෙන් තොර දේශපාලන සංස්කෘතියක් තුළ රටේ ආර්ථික වර්ධනය ඉහළ යමින් පවතින බැවින් තරුණ පරපුරට රට හැරයාමට අවශ්‍යතාවයක් නොමැති බව ද ඇය පැවසුවාය.

අතීතයේ සිදුවූ අපරාධ සම්බන්ධයෙන් යුක්තිය ඉටුකිරීම පිළිබඳව ද මෙහිදී අදහස් දැක්වූ නියෝජ්‍ය අමාත්‍යවරිය,

"අප බලයට පත් වූයේ සමස්ත ජනතාවටම එක ලෙස යුක්තිය ඉටු කිරීමටයි. අතීතයේ සිදුවූ අපරාධ සම්බන්ධ අධිකරණ ක්‍රියාවලීන් සාර්ථකව පවත්වාගෙන යාමට රජයක් ලෙස අවශ්‍ය සියලු සහයෝගය අප ලබා දෙනවා. සාක්ෂි වසන් කරමින් දීර්ඝ කාලයක් තිස්සේ මෙම විමර්ශන ඇදී යාම නිසා යම් කාලයක් ගත වුවද, අපරාධකරුවන්ට දඬුවම් ලබා දී වින්දිතයන්ට යුක්තිය ඉටු කිරීමට අප කැපවී සිටිනවා."

මාධ්‍යවේදීන්ගේ වෘත්තීය අයිතිවාසිකම්, සුබසාධනය මෙන්ම ඉදිරි නීතිමය ප්‍රතිසංස්කරණ පිළිබඳව ද නියෝජ්‍ය අමාත්‍යවරිය මෙහිදී වැඩිදුරටත් අදහස් දැක්වූවාය.

"ජනමාධ්‍යවේදීන්ගේ වෘත්තීය ශක්‍යතා වර්ධනය උදෙසා 2026 වර්ෂය වෙනුවෙන් රුපියල් මිලියන 104ක ප්‍රතිපාදන අප වෙන් කර තිබෙනවා. එමෙන්ම මාධ්‍යවේදීන් වෙනුවෙන් විශේෂ රක්ෂණාවරණයක් සහ සහනදායී දුරකථන දත්ත (Data) පැකේජයක් ලබා දීමටත් කටයුතු සූදානම් කෙරෙමින් පවතිනවා. මාධ්‍ය වෘත්තිකයින්ගේ වෘත්තීය අභිමානය සුරක්ෂිත කෙරෙන වරලත් ආයතනයක් පිහිටුවීමේ පනතත් මේ වන විට පාර්ලිමේන්තුවට ඉදිරිපත් කර අවසානයි.

ඒ වගේම, මාධ්‍යවේදීන් දැනට මුහුණ දෙන වැටුප් පිළිබඳ ගැටලුව කෙරෙහිත් අපගේ විශේෂ අවධානය යොමු වී තිබෙනවා, ඒ පිළිබඳව ද ඉදිරියේදී සාධනීය පියවර ගන්නවා. ඊට අමතරව අතීතයේ අනිසි ලෙස භාවිත වූ ත්‍රස්තවාදය වැළැක්වීමේ පනත (PTA) ඉවත් කිරීමට අවශ්‍ය සංශෝධනත්, මාර්ගගත ක්‍රමවල සුරක්ෂිතභාවය පිළිබඳ පනතේ (Online Safety Act) සංශෝධනත් ඉදිරිපත් කිරීමට අප කටයුතු කරනවා. එමෙන්ම ජාත්‍යන්තර සිවිල් හා දේශපාලන අයිතිවාසිකම් සම්මුති පනත (ICCPR) කිසිසේත්ම ජනතාව මර්දනය කිරීම සඳහා භාවිත නොකරන බවටත් සහතික වෙනවා."

Special Media Workshop Addresses Challenges Faced by Journalists in Jaffna

Today, an essential workshop titled "Asi Disi Piyawara," organized by the Government Information Department, took place at the District Secretary's Office in Jaffna. This event provided an opportunity for direct discussions with Dr. Kavushalya Ariyaratne, the Deputy Minister of Media, regarding the challenges journalists currently encounter.

In her remarks, Dr. Ariyaratne underscored the significance of the upcoming 2024 general elections, noting that the country is on the brink of a historic transformation aimed at fostering national unity between the North and South. She emphasized the government's commitment to rectifying past mistakes and addressing the needs of all regions equally.

"We are dedicated to fostering a constructive political journey that acknowledges the discrepancies of the past while equally considering the Northeast, South, and West. The development of infrastructure such as highways, health services, transportation, and education is crucial. Our government stands ready to address the concerns of journalists as well," she added. The Deputy Minister highlighted that, apart from promoting development, the present situation allows all media professionals to discuss their issues with us, free from political party biases.

Touching on the need for an equitable legal framework, she mentioned the significance of cultivating a political culture devoid of nationalism to enhance the country’s economic growth. This, she argued, would eliminate the necessity for the youth to seek opportunities abroad.

Dr. Ariyaratne also addressed the importance of delivering justice concerning past offenses, stating, "We are committed to ensuring justice for all citizens. The government is prepared to provide the necessary support for the successful continuation of judicial processes related to past crimes. Although this may take time due to the prolonged gathering of evidence, we are dedicated to delivering justice to victims while ensuring that offenders face appropriate consequences."

The Deputy Minister further elaborated on initiatives regarding journalists' professional rights and future legal reforms. She revealed that substantial funding of Rs. 104 million has been allocated for enhancing the professional skills of journalists by 2026. Additionally, efforts are underway to establish special insurance coverage and subsidized data packages for media professionals.

Highlighting the importance of protecting journalists' professional pride, the draft law for establishing a supportive institution for journalists has already been submitted to parliament. She acknowledged the ongoing concerns regarding journalists' wages and affirmed that actionable steps will soon be taken in that direction.

Moreover, Dr. Ariyaratne emphasized the need for amendments to the Prevention of Terrorism Act (PTA), which has been misused in the past, as well as proposed modifications to the Online Safety Act. She assured that the International Covenant on Civil and Political Rights (ICCPR) would never be utilized to suppress the populace.
