යුරෝපා සංගමය විසින් ලබාදෙන GSP+ බදු සහනය යටතේ 2024 වසරේදී පමණක් ශ්රී ලංකාවට යුරෝ මිලියන 139ක ආනයන බදු සහනයක් හිමිව ඇති බව යුරෝපා සංගමයේ නවතම ඇගයීම් වාර්තාවක් අනාවරණය කරයි.
මෙම සහනය අඛණ්ඩව ලබා ගැනීමට නම් 2027 වසරේ සිට ක්රියාත්මක වන දැඩි කොන්දේසි සපුරාලීම ශ්රී ලංකාවට තීරණාත්මක අභියෝගයක් වනු ඇත.
සංවර්ධනය වෙමින් පවතින රටවල නිෂ්පාදන යුරෝපා වෙළෙඳපොළට අපනයනය කිරීමේදී ලබාදෙන මෙම විශේෂ වෙළෙඳ වරප්රසාදය යටතේ ශ්රී ලංකාවේ ඇඟලුම්, රබර්, සකස් කළ ආහාර සහ යන්ත්රෝපකරණ යන අංශ ප්රධාන වශයෙන් ප්රතිලාභ ලබයි.
2017 වසරේ සිට වත්මන් ක්රමවේදය යටතේ ක්රියාත්මක වන මෙම වැඩසටහන හරහා මෙරට අපනයනකරුවන්ට විශාල බදු නිදහසක් හිමි වේ.
යුරෝපා සංගමයේ 2023-2025 ඇගයීම් වාර්තාවට අනුව, 2024 වසරේදී ශ්රී ලංකාව යුරෝපා සංගමයට සිදුකළ සමස්ත අපනයනවල වටිනාකම යුරෝ බිලියන 2.64කි. ඉන් යුරෝ බිලියන 2.21ක් GSP+ සහනය සඳහා සුදුසුකම් ලබා තිබුණද, ප්රායෝගිකව එම සහනය භාවිත කර ඇත්තේ යුරෝ බිලියන 1.52ක භාණ්ඩ සඳහා පමණි. ඒ අනුව මෙරට GSP+ සහන භාවිත කිරීමේ අනුපාතය සියයට 68.9ක් ලෙස සටහන් වන අතර, සහනයෙන් තවදුරටත් උපරිම ප්රයෝජන ගැනීමේ අවකාශ පවතින බව එම වාර්තාව පෙන්වා දෙයි.
කෙසේ වෙතත්, 2027 වසරේ සිට සංශෝධනය වන නව කොන්දේසි මාලාව යටතේ මෙම සහනය රැක ගැනීමට නම් මෙරට නීති පද්ධතියේ සහ මානව හිමිකම් ක්ෂේත්රයේ ප්රබල ප්රතිසංස්කරණ රැසක් සිදුකළ යුතු බව යුරෝපා කොමිසම අවධාරණය කරයි.
ත්රස්තවාදය වැළැක්වීමේ පනත (PTA) අහෝසි කිරීම, මාර්ගගත ක්රමවල සුරක්ෂිතතා පනත (Online Safety Act) සම්පූර්ණයෙන්ම සංශෝධනය කිරීම සහ මරණ දඬුවම ක්රියාත්මක කිරීම වහාම අත්හිටුවීම ඒ අතර ප්රධාන වේ.
මීට අමතරව, ආගමික, වාර්ගික සහ ලිංගික සුළුතරයන් සඳහා සඵලදායී නීතිමය ආරක්ෂාවක් ලබා දීම, පොලිස් හිරිහැර සහ අත්අඩංගුවේ පසුවන අතරතුර සිදුවන මරණ වැළැක්වීම මෙන්ම උතුරු ප්රදේශයේ ඉඩම් ආරවුල් විසඳීම කෙරෙහි ද යුරෝපා සංගමයේ දැඩි අවධානය යොමුව තිබේ.
විශේෂයෙන්ම දෙපාර්ශ්වයේ කැමැත්ත මත සිදුවන සමලිංගික සබඳතා අපරාධමය වරදක් නොවන බවට පත්කිරීමට අදාළ නීති මෙතෙක් සම්මත නොවීම සහ අත්තනෝමතික රැඳවුම් භාරයට ගැනීම් සම්බන්ධයෙන් ද එම වාර්තාව මගින් දෝෂාරෝපණය කර ඇත.
ආර්ථික සහ නීතිමය කරුණුවලට අමතරව, ශ්රී ලංකාවේ අලි-මිනිස් ගැටුම සහ වනාන්තර විනාශය වැනි පාරිසරික තර්ජන ද අඛණ්ඩව පැවතීම සහනය පවත්වා ගැනීමට බාධාවක් විය හැකි බව යුරෝපා සංගමය වැඩිදුරටත් පෙන්වා දී තිබේ.
EU Grants Sri Lanka €139 Million in Trade Tariff Relief for 2024
The European Union's latest assessment report reveals that Sri Lanka will benefit from a trade tariff relief amounting to €139 million under the GSP+ scheme for the year 2024. This special trade concession is crucial for the country as it faces the challenge of meeting stringent conditions starting in 2027 to maintain continuous access.
Sri Lanka's garment, rubber, processed food, and machinery sectors stand to gain the most from this trade incentive, designed for developing nations exporting to the European market. This program, active since 2017, offers substantial tax exemptions for local exporters.
According to the EU's 2023-2025 evaluation report, the total value of Sri Lanka's exports to the EU in 2024 is projected at €2.64 billion. Of this, €2.21 billion qualifies for GSP+ relief, yet only €1.52 billion worth of goods have effectively utilized this concession so far. This translates to a utilization rate of 68.9%, indicating there is still significant potential for further gains from GSP+ benefits.
However, the European Commission underscores that sustaining this relief beyond 2027 hinges on extensive reforms within Sri Lanka's legal system and human rights landscape. Key actions include the repeal of the Prevention of Terrorism Act (PTA), comprehensive amendments to the Online Safety Act, and an immediate halt to the death penalty.
Moreover, the EU emphasizes the necessity of providing effective legal protections for religious, ethnic, and sexual minorities, while also addressing police brutality and preventing deaths in custody. The resolution of land disputes in the northern regions remains under the EU's close scrutiny.
The report further highlights the importance of establishing legal frameworks to decriminalize consensual same-sex relationships—an area that, to date, has not seen legislative approval. Concerns also arise regarding arbitrary detentions regarding such topics.
Beyond economic and legal considerations, environmental threats like human-elephant conflict and deforestation persist, posing significant challenges for Sri Lanka to maintain its GSP+ advantages in the future.
