 ලබන වසර වන විට සූර්ය බලශක්තිය සඳහා බැටරි බලශක්ති ගබඩා පද්ධති (BESS) ස්ථාපිත කරන ලෙස ශ්‍රී ලංකා මහජන උපයෝගිතා කොමිෂන් සභාව ලබා දුන් නියෝගය වහාම ක්‍රියාත්මක කිරීමට තමන්ට නොහැකි බව ජාතික පද්ධති මෙහෙයුම්කරු (NSO) පවසයි. 

The Morning පුවත්පත වාර්තා කරන පරිදි, මෙම ව්‍යාපෘතිය ක්‍රියාත්මක කිරීම සඳහා අවශ්‍ය සවිස්තරාත්මක ගිවිසුම් සහ පරිපාලන ලේඛන මෙතෙක් සකස් කර නොමැති වීම මීට ප්‍රධාන හේතුව වී තිබේ.

මේ සම්බන්ධයෙන් අදහස් දක්වමින් NSO සභාපති ආචාර්ය ප්‍රදීප් පෙරේරා මහතා සඳහන් කළේ, කොමිෂන් සභාව විසින් අදාළ තීරණය පමණක් දැනුම් දී ඇති නමුත්, එය ප්‍රායෝගිකව ක්‍රියාත්මක කරන ආකාරය පිළිබඳ නිසි මාර්ගෝපදේශ ලබා දී නොමැති බවයි.

මේ පිළිබඳව වැඩිදුර උපදෙස් සහ පැහැදිලි කිරීම් ලබා දෙන ලෙස තමන් බලශක්ති අමාත්‍යාංශයෙන් ඉල්ලා ඇති බවද ඔහු පැවසීය.

2027 වසරේ මුල් කාර්තුව තුළ ඇති විය හැකි විදුලි ධාරිතා හිඟය මගහරවා ගැනීම සහ උපරිම ඉල්ලුම පවතින අවස්ථාවලදී විදුලි කප්පාදුවකින් තොරව සැපයුම පවත්වාගෙන යාම සඳහා, අවම වශයෙන් මෙගාවොට් 450ක සූර්ය බලශක්ති ධාරිතාවක් බැටරි පද්ධති සහිතව ජාතික පද්ධතියට එක් කරන ලෙස මහජන උපයෝගිතා කොමිෂන් සභාව නියෝග කර තිබුණි.

මේ අතර, ඉරිදා දිනවල සූර්ය පැනල පද්ධති පද්ධතියෙන් විසන්ධි කරන ලෙස කළ දැනුම්දීම පිළිබඳව මහජනතාව තුළ පවතින වැරදි අවබෝධය පිළිබඳවද සභාපතිවරයා පැහැදිලි කිරීමක් කළේය. ඔහු අවධාරණය කළේ මෙය තාවකාලික පියවරක් බවත්, එය අදාළ වන්නේ කිලෝවොට් 200කට වඩා වැඩි ධාරිතාවකින් යුත් වාණිජ හා කාර්මික ගොඩනැගිලිවල සූර්ය පද්ධති සඳහා පමණක් බවත්ය. සාමාන්‍ය නිවාසවල සූර්ය පැනල පද්ධති සඳහා මෙයින් කිසිදු බලපෑමක් නොවන බව ඔහු වැඩිදුරටත් පැවසීය.

දැනට ජලාශවල ජල මට්ටම ප්‍රමාණවත් බැවින් විදුලි උත්පාදනයේ අතිරික්තයක් පවතින බවත්, සූර්ය බලශක්තිය පද්ධතියට අවශෝෂණය කර ගැනීම සඳහා දිවා කාලයේ ජල විදුලි උත්පාදනය හිතාමතාම සීමා කර ඇති බවත් පෙරේරා මහතා පෙන්වා දුන්නේය.

එල් නිනෝ කාලගුණික තත්ත්වය හේතුවෙන් ලබන වසරේ විදුලි අර්බුදයක් ඇති විය හැකි බවට මහජන උපයෝගිතා කොමිෂන් සභාව අනතුරු අඟවා තිබුණද, ඒ සඳහා අවශ්‍ය පියවර ගැනීමට තවමත් ප්‍රමාණවත් කාලයක් පවතින බව NSO සභාපතිවරයා වැඩිදුරටත් සඳහන් කළේය.

Sri Lanka Struggles to Implement Solar Power Battery Systems Amidst Regulatory Challenges

The National System Operator (NSO) has expressed challenges in promptly executing directives from the Sri Lanka Public Utilities Commission regarding the establishment of Battery Energy Storage Systems (BESS) for solar power by the coming year. The NSO cited the absence of detailed agreements and administrative documentation as a major hindrance to project initiation.

Commenting on the situation, Dr. Pradeep Pereira, Chairman of the NSO, emphasized that while the commission has communicated its decision, it has not provided adequate guidance on the practical implementation of the directive.

He revealed that requests have been made to the Ministry of Energy for further instructions and clarifications on the matter.

The Public Utilities Commission previously mandated the integration of at least 450 megawatts of solar power generation capacity with battery systems into the national grid. This initiative aims to mitigate potential electricity shortages anticipated in the first quarter of 2027 and ensure uninterrupted supply during peak demand periods.

Additionally, Dr. Pereira addressed public misconceptions regarding notifications issued on Sundays for disconnecting solar panel systems, clarifying that this measure is temporary and specifically applies to commercial and industrial buildings with capacities exceeding 200 kilowatts. He assured that residential solar panel systems remain unaffected.

Currently, the water levels in reservoirs are adequate, leading to a surplus in electricity generation. Dr. Pereira highlighted that daytime hydroelectric production has been intentionally curtailed to manage the absorption of solar energy into the system.

While the Public Utilities Commission has warned of potential electricity crises next year due to El Niño weather patterns, Dr. Pereira noted there is still sufficient time to take necessary precautions.
