කොළඹ නගර සභාවේ හිටපු මන්ත්‍රීවරු 100කගෙන් ප්‍රශ්න කරයි.. රෝසිගෙනුත් ප‍්‍රශ්ණ කරයි..

 කොළඹ මහ නගර සභාවේ සිදුව ඇතැයි පැවසෙන වංචා සහ අක්‍රමිකතා සම්බන්ධයෙන් කෙ‍ෙරන විමර්ශනයට අදාළව නගර සභාවේ හිටපු මන්ත්‍රීවරු 100කට ආසන්න පිරිසකගෙන් ජනපති ‍ කොමිසමේ විමර්ශන අංශය විසින් ප්‍රශ්න කර ඇත.

කොළඹ මහ නගර සභාවේ හිටපු නගරාධිපති රෝසි සේනානායක මහත්මියගෙන්ද මේ සම්බන්ධයෙන් ප්‍රශ්නකර ප්‍රකාශ සටහන් කරගෙන ඇතැයි කොමිසමේ තොරතුරුවලින් හෙළිවෙයි.

ප්‍රශ්න කිරීමට ලක්වූ අය 2025 වසරට පෙර මන්ත්‍රීවරුන් ලෙස සිටි අය වන අතර ඔවුන් අතර පක්ෂ විපක්ෂ මන්ත්‍රීවරුන් සෑම අයකුම පාහේ සිට ඇත.

ආර්ථික අර්බුදය පැවති 2022 වසරේදී කොළඹ නගරයේ අඩු ආදායම්ලාභීන් ලක්ෂ එකහමාරකට ආසන්න පිරිසකට රුපියල් 3,500 බැගින් මුදල් ගෙවීමේදී සැබෑ අඩු ආදායම්ලාභීන් වෙනුවට මන්ත්‍රීවරුන් ලබාදුන් ඔවුන්ගේ අනුගාමික ලැයිස්තුවකට වව්චර් ලබා දී ඇති බවද විමර්ශනවලින් අනාවරණය වී තිබේ.

මේ හැරුණුකොට මන්ත්‍රීවරුන් රැසක් සිය කාර්යාල ඇති බව සඳහන් කරමින් ප්‍රධාන නගර ආශිත ස්ථානවල වාහන නැවතුම්පොළ සඳහා ඉඩ වෙන්කරගෙන ඒවා විශාල වටිනාකම්වලට ව්‍යාපාරික ස්ථානවලට අලෙවිකර ඇති බවද හෙළිවී ඇත. මේ සම්බන්ධ‍‍යෙන්ද මන්ත්‍රීවරුන්ගෙන් ප්‍රශ්න කර තිබේ. මෙම වංචාවලට සම්බන්ධ මන්ත්‍රීවරුන් ඉදිරියේදී කොමිසම හමුවට කැඳවා මහජනතාව ඉදිරියේ සාක්ෂි විභාගයක්ද පැවැත්වීමට කොමිසමේ අවධානය යොමුව තිබේ.

2010 වර්ෂයේ සිට 2025 වර්ෂය දක්වා කාලය තුළ කොළඹ මහ නගර සභාව තුළ සිදු වී ඇතැයි සැලකෙන දූෂණ ක්‍රියා, වංචා, සාපරාධී ලෙස විශ්වාසය කඩ කිරීම, බලය-රජයේ සම්පත් සහ වරප්‍රසාද අනිසි ලෙස පාවිච්චි කිරීම හෝ අවභාවිතය, නීත්‍යනුකූල නොවන බඳවා ගැනීම්, පත්කිරීම් සහ ප්‍රසම්පාදන මාර්ගෝපදේශ උල්ලංඝනය කිරීම, නිශ්චල හෝ චංචල දේපොළ කුලියට හෝ බද්දට දීමේදී කර ඇති අක්‍රමිකතා, නිසි කාර්ය පරිපාටියෙන් බැහැරව කර ඇති නඩු කටයුතු සහ සමථ කිරීම්, ඉහත ක්‍රියා හේතුවෙන් රජයේ වත්කම්වලට හෝ ආදායමට සිදු වූ බරපතළ අලාභ සහ හානි පිළිබඳ සොයා බැලීම සඳහා මෙම ජනාධිපති පරීක්ෂණ කොමිෂන් සභාව ජනධිපති අනුර කුමාර දිසානායක මහතා විසින් පත්කරනු ලැබීය.

සංශෝධිත 1948 අංක 17 දරන පරීක්ෂණ කොමිෂන් සභා පනතේ (393 අධිකාරිය වන) 02 වැනි වගන්තියෙහි විධිවිධාන ප්‍රකාරව 2025 දෙසැම්බර් 30 වැනිදා අංක 2469/08 දරන අතිවිශේෂ ගැසට් පත්‍රය මඟින් පත් කරන ලද මෙම පරීක්ෂණ කොමිෂන් සභාව කොළඹ 03, ගාලු පාර, අංක 152 ස්ථානයේ ස්ථාපිත කර ඇත.

හිටපු මහාධිකරණ විනිසුරු නීතිඥ පියසේන රණසිංහ මහතා මෙම කොමිසන් සභාවේ සභාපති ලෙස කටයුතු කරයි.

කොමිෂන් සභාවේ සෙසු සාමාජිකයන් ලෙස ශ්‍රී ලංකා ගණකාධිකාරි සේවයේ (1 ශ්‍රේණිය) ඊ.ආර්.එම්.එස්.එච්. ඒකනායක සහ විශ්‍රාමික ජ්‍යෙෂ්ඨ පොලිස් අධිකාරි ඩී.එස්. වික්‍රමසිංහ යන මහත්වරු කටයුතු කරති.

Inquiry Launched into Allegations of Fraud and Misconduct by Former Colombo Municipal Council Members

In a significant turn of events, the Presidential Commission investigating allegations of fraud and misconduct involving the Colombo Municipal Council has begun questioning nearly 100 former council members. This move comes amidst increasing scrutiny over irregularities during their tenures.

Among those being questioned is former mayor Rosy Senanayake, indicating the commission's seriousness in unraveling the intricacies of the alleged malpractices, as disclosed by official sources.

The individuals under investigation served in office before 2025, encompassing both ruling and opposition party members, highlighting the breadth of the inquiry.

Revelations from the commission's investigations indicate that during the economic crisis of 2022, cash disbursements of Rs. 3,500 were processed for approximately 1.1 million low-income beneficiaries in Colombo. Disturbingly, it has been found that vouchers were issued in the names of those who were not the actual beneficiaries but were instead associated with some council members.

Additionally, numerous members are reported to have allocated parking spaces in prime city areas for their offices, subsequently selling these valuable properties for significant profits. This has prompted further questioning regarding these transactions and their legitimacy.

The commission plans to summon those implicated in these frauds for public examinations, aiming to scrutinize evidence related to these serious allegations.

From 2010 to 2025, the commission will examine various allegations of corruption, fraud, breach of public trust, misuse of governmental resources, improper appointments, violations of recruitment guidelines, and irregularities in property leasing and taxation. The comprehensive investigation is aimed at assessing the severe losses suffered by government assets or revenues due to these actions.

The commission was established by President Anura Kumara Dissanayake and operates under provisions of the amended Act No. 17 of 1948, with its office located at 152 Galle Road, Colombo 03, as per the extraordinary gazette No. 2469/08 issued on December 30, 2025.

Former Supreme Court Justice Piyaseeli Ranasinghe has taken up the role of chairperson of this commission, alongside other notable members, including E.R.M.S.H. Ekanayake from the Sri Lankan Accountancy Service and retired Senior Police Officer D.S. Vikramasinghe.
