ජාතික ජන බලවේගය නියෝජනය කරමින් පාර්ලිමේන්තුවට තේරී පත්වූ මන්ත්රීවරුන් සියලු දෙනාට එරෙහිව 'දිනන දකුණ' සංවිධානය විසින් අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාව වෙත අද (02) පෙරවරුවේ පැමිණිල්ලක් ඉදිරිපත් කරන ලදී.
එම මන්ත්රීවරුන් තමන්ට හිමි මන්ත්රී දීමනා සහ වරප්රසාද මහජන යහපත උදෙසා භාවිත නොකර, ඒවා ජනතා විමුක්ති පෙරමුණේ බැංකු ගිණුම් වෙත බැර කිරීම හරහා දූෂණ විරෝධී පනත යටතේ වරදක් සිදුකර ඇති බව එම සංවිධානය සිය පැමිණිල්ල මගින් පෙන්වා දෙයි.
2023 අංක 09 දරන දූෂණ විරෝධී පනතේ ප්රතිපාදනවලට අනුකූලව මෙම ක්රියාව සම්බන්ධයෙන් කඩිනම් විමර්ශනයක් පවත්වන ලෙස 'දිනන දකුණ' සංවිධානය අල්ලස් කොමිසමෙන් ඉල්ලා සිටී.
කරුණු පහක් පදනම් කරගනිමින් ඉදිරිපත් කර ඇති මෙම පැමිණිල්ල මගින් ජාතික ජන බලවේගයේ මන්ත්රීවරුන් 159 දෙනාම කැඳවා ප්රකාශ සටහන් කරගන්නා ලෙසත්, අදාළ පක්ෂයේ බැංකු ගිණුම් පරීක්ෂාවට ලක් කරන ලෙසත් එම සංවිධානය වැඩිදුරටත් ඉල්ලීමක් කර ඇත.
Allegations of Corruption Prompt Formal Complaint Against National People's Power MPs
The ‘Dinana Dakuna’ organization submitted a formal complaint to the Commission to Investigate Allegations of Bribery or Corruption today, targeting all Members of Parliament elected from the National People's Power party.
This complaint highlights that these MPs have failed to utilize their parliamentary allowances and perks for public welfare, instead redirecting these funds into bank accounts associated with the Janatha Vimukthi Peramuna, thereby allegedly violating the Prevention of Corruption Act.
In light of these accusations, the organization is urging the bribery commission to conduct an expedited investigation in accordance with the stipulations of the Prevention of Corruption Act No. 9 of 2023.
The complaint, which is grounded on five key points, demands that all 159 National People's Power MPs be summoned to provide statements. Furthermore, it requests a thorough audit of the related party’s bank accounts.
*Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.

ReplyDelete(1) An employer must pay an employee … in money by one, or a combination, of the methods referred to in subsection (2) …
(2) The methods are as follows:
(a) cash;
(b) cheque, money order, postal order or similar order, payable to the employee;
(c) the use of an electronic funds transfer system to credit an account held by the employee;
(d) a method authorised under a modern award or an enterprise agreement.
(3) Despite paragraph (1)(b), if a modern award or an enterprise agreement specifies a particular method by which the money must be paid, then the employer must pay the money by that method.
I am not aware of anything in the employment law that would prohibit an award or agreement from nominating the financial institution. It may fall foul of third-line forcing but not if, for example, the employer was a financial institution that required the use of its own accounts (no 3rd party so no third-line forcing).
Putting that aside, the employer has an obligation to pay; the choice of method lies with the employer. If it is too hard to pay electronically (e.g. employee hasn't given accounts details, the account is in the Caymen Islands etc.) then they must pay in cash or by cheque/money order.
