 තමන්ව සිරගත කර සිය පෞද්ගලික ජීවිතයට හානි කිරීමට කිසියම් හෝ පාර්ශ්වයක් නීතියට අයුතු ලෙස අත පෙවීමක් හෝ බලපෑමක් සිදු කළේ නම්, ඊට වගකිව යුතු පිරිසේ හත්මුතු පරම්පරාවටම තමන් සාප කරන බව පාර්ලිමේන්තු මන්ත්‍රී චමින්ද විජේසිරි මහතා පාර්ලිමේන්තුවේදී ඉතා ආවේගශීලීව ප්‍රකාශ කළේය.

පාර්ලිමේන්තුව අමතමින් අදහස් දැක්වූ මන්ත්‍රීවරයා, මෙරට බන්ධනාගාර පද්ධතිය තුළ රැඳවියන් මුහුණ දෙන අමානුෂික සහ අසාධාරණ තත්ත්වයන් පිළිබඳව පළමුව දැඩි අවධානයක් යොමු කළේය.

අධිකරණයකින් වසර 12ක සිරදඬුවමක් නියම කළ පසු, ඊට අමතරව තවත් වසර හතක් සිරගතව සිටීමට සිදුවීම බරපතළ අසාධාරණයක් බවත්, මෙය අධිකරණයේ නොව අධිකරණ හා බන්ධනාගාර අමාත්‍යාංශවල පවතින ගැටලුවක් බවත් හෙතෙම පෙන්වා දුන්නේය.

විශේෂයෙන්ම වයස අවුරුදු 70 ඉක්මවූ, රෝගාතුර වූ මහලු රැඳවියන් වැසිකිළියකට පවා යා නොහැකිව අපායක මෙන් දුක් විඳින බව සඳහන් කළ මන්ත්‍රීවරයා, වැරදිවලට දඬුවම් විඳ පුනරුත්ථාපනය වූ එවැනි පුද්ගලයන් නිදහස් කිරීම සඳහා බලයට පත්වීමට පෙර වේදිකාවල දුන් පොරොන්දු ප්‍රකාරව සානුකම්පිත වැඩපිළිවෙළක් ක්‍රියාවට නංවන ලෙස ඉල්ලා සිටියේය.

අනතුරුව ආණ්ඩු පක්ෂය දෙසට දැඩි විවේචනයක් එල්ල කළ චමින්ද විජේසිරි මහතා, බලය සහ තනතුරු අසාධාරණය වෙනුවෙන් භාවිත නොකරන ලෙස අනතුරු ඇඟවීය.

"තමන්ගේ බලය අසාධාරණය වෙනුවෙන් පාවිච්චි කරලා තියෙනවා නම් අපි පළිගන්නේ නෑ, හැබැයි මම ඔබට සාප කරනවා. චමින්ද විජේසිරි එළියේ ඉන්න ඕනේ නෑ, ඇතුළට දාන්න ඕනේ කියලා නීතියට බලපෑම් කරලා මගේ ජීවිතයේ වටිනාම දෙයක් අහිමි කළා නම්, ඒ අයට මම සාප කරනවා. මම හිරේ යන එක මට දුකක් නෙවෙයි. ඒ අහිමි වීම වෙනුවෙන් ඔය 159 දෙනාගේ හත්මුතු පරම්පරාවටම, දරුවන්ට පවා මම සාප කරනවා. නීතියට අත පෙව්වේ පක්ෂයේ ද විපක්ෂයේ ද රාජ්‍ය නිලධාරියෙක් ද කියලා අදාළ නෑ, ඒ හැමෝටම මගේ සාපය හිමිවෙනවා" යැයි මන්ත්‍රීවරයා අවධාරණය කළේය.

තමන් පාර්ලිමේන්තුව නියෝජනය කරන්නේ සිය පියාණන් වන ලයනල් විජේසිරි මහතාගේ නාමය ද සමඟින් බව සිහිපත් කළ ඔහු, නීතිය සැමට සාධාරණව හා සමානව ක්‍රියාත්මක කළ යුතු බවත්, පුද්ගල උවමනාවන් මත නීතිය නැමීමට ක්‍රියා කළහොත් කවදා හෝ එහි බරපතළ විපාක විඳීමට සිදුවනු ඇති බවත් වැඩිදුරටත් සඳහන් කළේය.

Parliamentary Speech Sparks Outrage Over Inhumane Conditions in Prisons

Mahinda Wijesiri, a resounding voice in Parliament, vehemently declared his intent to curse any party or individual that unlawfully infringes upon his rights or tarnishes his personal life. His passionate statements highlighted a deep concern regarding the horrific conditions that prisoners face within the country's penal system.

As he addressed Parliament, Wijesiri drew attention to the brutal and unjust realities endured by inmates. He labeled it a grave injustice for individuals to receive a 12-year prison sentence, only to be further burdened with an additional six years of incarceration. This situation, he pointed out, stems from systemic issues within the judiciary and the Ministry of Prisons, rather than judicial error.

With particular emphasis on elderly inmates, especially those over 70 years old and suffering from chronic illnesses, he described the dire plight of these individuals who are deprived even of basic sanitation facilities. Wijesiri passionately called for a structured approach to rehabilitating those who have been unjustly punished, urging authorities to honour their commitments made on public platforms prior to any assumption of power.

The MP did not shy away from criticizing the ruling party, cautioning against the misuse of power and positions for personal gain. He asserted, “If you’ve wielded your power unjustly, then know this: I will not shy away from taking action. My life may seem invaluable to you, but I assure you I will curse you and your lineage if my rights are violated due to your manipulations.”

Bearing the name of his father, Lionel Wijesiri, he reflected on the necessity for laws to be applied fairly and equitably. He warned that bending the law to satisfy individual whims could lead to disastrous repercussions for society at large.
