දුෂණ චෝදනා විභාග වන කතානායක එපා.. උපාධි සහතික නැතත් රංවල එන්න..- පාර්ලිමේන්තුව උණුසුම්

කථානායක වෛද්‍ය ජගත් වික්‍රමරත්න මහතාට එරෙහිව අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාව මඟින් සිදු කරනු ලබන විමර්ශනයක් පිළිබඳව පාර්ලිමේන්තුවේදී කරුණු දැක්වීමට විපක්ෂයට අවස්ථාව ලබා නොදීම හේතුවෙන් (10) පාර්ලිමේන්තු සභා ගර්භය තුළ දැඩි උණුසුම්කාරී තත්ත්වයක් හටගත්තේය.

විපක්ෂයේ පාර්ලිමේන්තු මන්ත්‍රී දයාසිරි ජයසේකර මහතා විසින් කථානායකවරයාට එරෙහි මෙම අල්ලස් විමර්ශනය සම්බන්ධයෙන් සකස් කරන ලද වරප්‍රසාද ප්‍රශ්නයක් සභාගත කිරීමට උත්සාහ කළ අවස්ථාවේදී මෙම නොසන්සුන්තාව ආරම්භ විය.

එහිදී මන්ත්‍රීවරයාගේ අදහස් දැක්වීමට බාධා කරමින් කථානායක වෛද්‍ය ජගත් වික්‍රමරත්න මහතා ප්‍රකාශ කර සිටියේ, එදින න්‍යාය පත්‍රයට අදාළ මාතෘකාවෙන් බැහැරව වෙනත් කරුණු සම්බන්ධයෙන් කතා කිරීමට ඉඩ ලබා දිය නොහැකි බවත්, අදාළ විෂය පථය තුළ පමණක් අදහස් දක්වන ලෙසත්ය.

එසේ නොවන්නේ නම් කතාව නතර කිරීමට සිදුවන බව ද කථානායකවරයා අනතුරු ඇඟවීය.

ඊට දැඩි විරෝධය පළ කළ දයාසිරි ජයසේකර මහතා පෙන්වා දුන්නේ, කථානායකවරයාට එරෙහි අල්ලස් විමර්ශනය පිළිබඳව සියලු ජනමාධ්‍ය වාර්තා කර ඇති පසුබිමක ඒ සම්බන්ධයෙන් ප්‍රශ්න කිරීමට විපක්ෂයට පූර්ණ අයිතියක් ඇති බවයි.

"විමර්ශනයක් පවතින අවස්ථාවක ඔබතුමාට ඔය පුටුවේ රැඳී සිටින්න බැහැ. මේවා අහගෙන ඉන්න බැරි නම් නියෝජ්‍ය කථානායකතුමාට පුටුව භාර දී එළියට යන්න" යනුවෙන් දයාසිරි ජයසේකර මහතා එහිදී සෘජුවම කථානායකවරයාට ප්‍රකාශ කළේය.

අනතුරුව කථානායකවරයා විසින් නියෝජ්‍ය කථානායක වෛද්‍ය රිස්වි සාලි මහතාට කතා කරන ලෙස දැනුම් දීමත් සමඟ විපක්ෂයේ මන්ත්‍රීවරුන් සිය අසුන්වලින් නැගිට "ලැජ්ජයි... ලැජ්ජයි..." යනුවෙන් හඬ නඟමින් දැඩි විරෝධතාවක නිරත වූහ.

ඉන් අනතුරුව අදහස් දැක්වූ පාර්ලිමේන්තු මන්ත්‍රී මුජිබර් රහුමාන් මහතා අවධාරණය කළේ, කථානායකවරයාට එරෙහිව මෙවැනි පරීක්ෂණයක් සිදුවන අවස්ථාවක ඔහු එම ධුරයේ කටයුතු කිරීම සදාචාරාත්මක නොවන බවත්, පරීක්ෂණවල ස්වාධීනත්වයට ඉඩ දී ධුරයෙන් බැහැර විය යුතු බවත්ය.

නීතියට ඉහළින් කිසිවෙකුත් නොමැති බවට ආණ්ඩුවේ වේදිකාවල ප්‍රකාශ කළද, පාර්ලිමේන්තුව තුළ කථානායකවරයා ඒකාධිපති ස්වරූපයෙන් කටයුතු කරමින් සිටින බවට ද ඔහු චෝදනා කළේය.

විනිවිදභාවය සහ යහපාලන ප්‍රතිපත්තිවලට ගරු කරමින්, අවශ්‍ය නම් වෛද්‍යවරයකු වන නියෝජ්‍ය කථානායක රිස්වි සාලි මහතාට කථානායක ධුරය භාර දෙන ලෙසද ඔහු වැඩිදුරටත් ඉල්ලා සිටියේය.

උපධි සහතිකය නැති වුණත් අශෝක රන්වල මහතා කතානායක ධුරයේ ඉන්න තිබූ බවත් සහතිකය අවශ්‍ය නැති බවත් ඔහු පැවසීය.

Parliament Erupts Over Allegations Against Speaker

A heated debate unfolded in Parliament amid allegations of corruption against Speaker Dr. Jagath Vikramarathne, following a decision not to allow the opposition to address the ongoing investigation by the Commission to Investigate Allegations of Bribery or Corruption. Tensions escalated as opposition members voiced their concerns about the lack of opportunity to debate the matter.

The disturbance was sparked when opposition MP Dayasiri Jayasekara attempted to present a question related to the corruption inquiry against the Speaker. As he began to articulate his points, Dr. Vikramarathne interrupted, emphasizing that discussions should remain relevant to the day’s agenda and warning that diverging from this could lead to the termination of the dialogue.

Jayasekara strongly opposed this stance, asserting that the opposition holds the right to question matters reported by the media concerning the allegations against the Speaker. “In light of the ongoing inquiry, you cannot remain in that chair. If you can't entertain these questions, then hand over the seat to the Deputy Speaker and step down,” he directly told the Speaker.

Following this exchange, Dr. Vikramarathne called upon Deputy Speaker Dr. Rishad Bathiudeen to address the chamber. In response, opposition members rose from their seats, chanting “Shame… Shame…” in protest against the Speaker’s handling of the situation.

Further reinforcing their stance, MP Mujibur Raheem pointed out that it is unethical for the Speaker to continue in his role amidst such serious allegations. He emphasized the need for independence in the investigations and suggested that the Speaker should step down temporarily to allow for an unhindered inquiry.

Despite claims by government representatives that no one is above the law, the tension persisted as Raheem accused the Speaker of behaving in an autocratic manner within the Parliament's proceedings.

Advocating for good governance and respect for democratic principles, Raheem further called for the Deputy Speaker, a qualified medical professional, to take over the Speaker’s responsibilities if necessary, reiterating that even one without a degree, such as Ashoka Ranawaka, is capable of fulfilling the role.
