  බන්ධනාගාර තුළ පවතින අධික තදබදය අවම කිරීමේ පියවරක් ලෙස, සැකකරුවන් රිමාන්ඩ් භාරයට පත් කිරීම වෙනුවට නිවාස අඩස්සියේ තැබීම බලාත්මක කෙරෙන නව පනත් කෙටුම්පතක් කැබිනට් මණ්ඩල අනුමැතිය සඳහා ඉදිරිපත් කිරීමට සූදානම් වන බව රජයේ ආරංචි මාර්ග වාර්තා කරයි.

අදාළ පනත් කෙටුම්පත මේ වන විටත් අවසන් අදියරේ පවතින අතර, මත්ද්‍රව්‍ය ආශ්‍රිත වැරදි හෝ වෙනත් සුළු වැරදි සම්බන්ධයෙන් රිමාන්ඩ් බන්ධනාගාරගත කෙරෙන පුද්ගලයන් අතුරින් නිවාස අඩස්සිය සඳහා යොමු කරනු ලබන්නේ කවර පාර්ශ්වයන්ද යන්නත්, ඔවුන් එලෙස රඳවා තබන කාලසීමාවන් කවරේද යන්නත් ඇතුළු සියලු ප්‍රතිපාදන ඊට ඇතුළත් කර තිබේ.

නිවාස අඩස්සියේ තැබීමේ ක්‍රමවේදය ක්‍රියාත්මක කිරීමේදී ඒ සඳහා භාවිත කරන තාක්ෂණික උපකරණ, ඒවා ආනයනය කිරීමේ ප්‍රසම්පාදන ක්‍රියාවලිය මෙන්ම අදාළ අධීක්ෂණ කටයුතු සඳහා යොදවනු ලබන නිලධාරීන් පිළිබඳව සොයා බැලීමට පත් කළ තාක්ෂණික කමිටුවේ නිර්දේශ ඉදිරි දිනවලදී අධිකරණ හා ජාතික ඒකාබද්ධතා අමාත්‍යාංශය වෙත භාරදීමට නියමිතය.

වෙනත් රටවල නිවාස අඩස්සිය ක්‍රියාත්මක කිරීම සඳහා යොදාගන්නා නවීන තාක්ෂණික නිරීක්ෂණ මෙවලම් අධ්‍යයනය කර, ඒවා ශ්‍රී ලංකාවට කෙතරම් දුරට යෝග්‍ය වේද යන්න තීරණය කිරීම එම කමිටුවේ ප්‍රධාන වගකීමක් වී ඇත.

එසේම, නිවාස අඩස්සියට පත්කෙරෙන පුද්ගලයන්ගේ දෛනික නිරීක්ෂණ කටයුතු සඳහා බන්ධනාගාර නිලධාරීන්, පොලිස් නිලධාරීන් හෝ වෙනත් ආරක්ෂක අංශයක නිලධාරීන් යොදවන්නේද යන්න පිළිබඳ අවසන් තීරණය ගනු ලබන්නේ අදාළ තාක්ෂණික කමිටුවේ නිර්දේශයන්ට අනුව බව වැඩිදුරටත් සඳහන් වේ.

New Proposals to Alleviate Overcrowding in Prisons by Implementing Home Confinement

In a significant move to address the alarming overcrowding in Sri Lankan prisons, the government is preparing to present a new legislative proposal to the Cabinet. This initiative aims to replace the traditional remanding of suspects with an alternative system of home confinement, according to reliable sources.

The proposed legislation is currently in its final stages, detailing various provisions regarding the categorization of individuals to be placed under house arrest, especially those facing drug-related or minor offenses. It outlines the eligibility criteria and the duration for which suspects may be monitored in this manner.

As the implementation of the home confinement mechanism unfolds, a technical committee has been tasked with exploring the required technological tools, including the importation procedures and the oversight responsibilities of officials involved in monitoring these individuals.

This committee's primary responsibility also encompasses studying modern surveillance technologies used in other countries that have successfully implemented home confinement measures, assessing their applicability within the Sri Lankan context.

Furthermore, decisions regarding the engagement of prison officers, police personnel, or members of other security forces for the daily monitoring of individuals placed under home arrest will be guided by recommendations from the technical committee.
