මහ බැංකුවෙන් ආයතන හයක වත්කම් අත්හිටුවයි.. කසාගලත් ඒ අතර..

2011 අංක 42 දරන මුදල් ව්‍යාපාර පනතේ විධිවිධාන යටතේ මෙරට ක්‍රියාත්මක ආයතන 6ක සහ ඒවායේ අධ්‍යක්ෂවරුන් සතු සියලු දේපළ හා වත්කම් පැවරීම, විකිණීම හෝ වෙනත් ආකාරයකින් ගනුදෙනු කිරීම වළක්වමින් වත්කම් අත්හිටුවීමේ (Freezing Orders) නියෝග නිකුත් කර ඇති බව ශ්‍රී ලංකා මහ බැංකුව නිවේදනය කරයි.

ශ්‍රී ලංකා මහ බැංකුවේ බැංකු නොවන මූල්‍ය ආයතන අධීක්ෂණ දෙපාර්තමේන්තුවේ අධ්‍යක්ෂවරයා විසින් මුදල් ව්‍යාපාර පනතේ 44 වන වගන්තියට අනුව මෙම නියෝග නිකුත් කර ඇති අතර, කොළඹ මහාධිකරණය විසින් ද එම වත්කම් අත්හිටුවීමේ නියෝග තහවුරු කර දීර්ඝ කර තිබේ.

මෙසේ වත්කම් අත්හිටුවීමට ලක්ව ඇති සමාගම් 6 පහත පරිදි වේ.

• කසාගල ග්‍රීන් ප්ලාන්ටේෂන් (පුද්ගලික) සමාගම
• සිලෝන් ග්‍රීන් ලයිෆ් ප්ලාන්ටේෂන් (පුද්ගලික) සමාගම  Limited)
• සිංහ කැපිටල් ඉන්වෙස්ට්මන්ට් ලිමිටඩ් 
• ප්‍රෝ ෂොප් ඇඩ්වර්ටයිසිං හෝල්ඩිංග්ස් (පුද්ගලික) සමාගම
• ඇතන්ස් ඉන්ටර්නැෂනල් එඩියුකේෂන් සෙන්ටර් (පුද්ගලික) සමාගම 
• එයොන් ලංකා ඉන්වෙස්ට්මන්ට් ඇන්ඩ් ෆිල්ම් ප්‍රොඩක්ෂන් ඉන්ටර්නැෂනල් කම්පැණි (පුද්ගලික) සමාගම 

මෙහි සඳහන් මුල් සමාගම් දෙක සම්බන්ධයෙන් මුදල් ව්‍යාපාර පනතේ 42 වන වගන්තිය යටතේ මේ වන විට විමර්ශන ක්‍රියාත්මක වන අතර, සෙසු සමාගම් 4 මුදල් ව්‍යාපාර පනත උල්ලංඝනය කරමින් නීතිවිරෝධී ලෙස මහජන තැන්පතු භාරගැනීම සහ මූල්‍ය ව්‍යාපාර පවත්වාගෙන ගොස් ඇති බවට මහ බැංකුව විසින් දැනටමත් තහවුරු කරගෙන ඇත.

තමන් මහන්සියෙන් උපයාගත් මුදල් තැන්පත් කළ යුත්තේ නීත්‍යනුකූලව බලයලත් මූල්‍ය ආයතනවල පමණක් බවත්, අනවසර ආයතනවල මුදල් තැන්පත් කිරීමෙන් එම මුදල් සම්පූර්ණයෙන්ම අහිමිවීමේ බරපතළ අවදානමක් පවතින බවත් මහ බැංකුව මහජනතාවට දැඩි ලෙස අවධාරණය කරයි.

1988 අංක 30 දරන බැංකු පනත හෝ මුදල් ව්‍යාපාර පනත යටතේ මහ බැංකුවේ නිසි බලපත්‍රයක් හිමි ආයතනවලට පමණක් මහජනයාගෙන් තැන්පතු භාරගැනීමට නීතිමය අවසරය හිමිවන බව පෙන්වා දෙන මහ බැංකුව, එවැනි බලපත්‍ර නොමැතිව නීතිවිරෝධී ලෙස තැන්පතු භාරගන්නා පුද්ගලයන් හෝ ආයතන පිළිබඳව තොරතුරු වෙතොත් ඒ පිළිබඳව වහාම ශ්‍රී ලංකා මහ බැංකුව වෙත දැනුම් දෙන ලෙසද මහජනතාවගෙන් වැඩිදුරටත් ඉල්ලා සිටී.

Sri Lanka Central Bank Issues Asset Freezing Orders Against Six Financial Entities

The Central Bank of Sri Lanka has announced the issuance of freezing orders preventing the transfer, sale, or any dealings involving the assets and properties of six financial institutions and their directors, as mandated under the Money Laundering Act No. 42 of 2011.

These orders were issued by the Director of the Non-Banking Financial Institutions Supervision Department of the Central Bank, in accordance with Section 44 of the Money Laundering Act. The Colombo High Court has also affirmed and extended these asset freezing orders.

The companies affected by these measures are as follows:

• Kasagala Green Plantation (Private) Limited
• Ceylon Green Life Plantation (Private) Limited
• Singha Capital Investment Limited
• Pro Shop Advertising Holdings (Private) Limited
• Ethans International Education Centre (Private) Limited
• Ayon Lanka Investment and Film Production International Company (Private) Limited

Investigations are currently underway regarding the first two companies under Section 42 of the Money Laundering Act, while the remaining four have been confirmed by the Central Bank to have illegally accepted public deposits and engaged in financial operations in violation of the law.

The Central Bank strongly advises the public to deposit their hard-earned money only with licensed financial institutions. It warns of a significant risk of losing funds entirely if deposited into unauthorized entities.

Highlighting the legal framework, the Central Bank reminds that only institutions holding the appropriate licenses under the Banks Act No. 30 of 1988 or the Money Laundering Act are legally permitted to accept deposits from the public. The public is urged to report any individuals or entities illegally accepting deposits without proper licenses directly to the Central Bank of Sri Lanka.
