Power Generation Affected by Delayed Coal Shipments to Norochcholai Plant

The Norochcholai Lakvijaya Power Plant has reportedly lost around 32,350 megawatt hours of electricity generation due to an eight-day delay in the last shipment of coal, compounded by the arrival of defective coal on one of the vessels. This situation has arisen under emergency procurement measures for coal imports into the country.

According to sources at the plant, the primary reason for this crisis is the absence of adequate supplementary coal stocks necessary for combustion until the last consignment arrives. This gap in supplies has significantly hindered operations at the facility.

In an attempt to address the shortfall created by the cancellation of the 2025-2026 tender by Trident Chemphar, the Lanka Coal Company has placed an urgent order with India's Vartano Resources for three metric tons of coal. Following this, six vessels, each carrying 50,000 metric tons of coal, were scheduled to arrive in Sri Lanka.

Unfortunately, one of these shipments encountered quality issues, resulting in the decision to redirect the vessel. This particular cargo was initially expected on August 27, but it only reached Sri Lankan shores on September 4.

In light of the redirected shipment, Lanka Coal has requested the supplier to provide a new consignment of coal to replace the compromised cargo.

During a meeting of the Advisory Committee for Infrastructure and Strategic Development, officials highlighted that the loss of 32,350 megawatt hours of power generation equates to the capacity of the Lakvijaya Plant operating continuously for 36 hours at full capacity of 900 megawatts. This points to the critical implications of delayed coal shipments for electricity production.

It is significant to note that, under the previous arrangement with Trident Chemphar, only 19 out of the scheduled 25 vessels have made it to Sri Lanka. All of these shipments were also delayed and have been found to contain substandard coal, further exacerbating the situation.

Officials warn that maintaining a secure stock of at least 50,000 metric tons is becoming increasingly difficult under the prevailing conditions, which poses a severe risk to the operational stability of the power plant.
