 හිටපු අමාත්‍ය බැසිල් රාජපක්ෂ මහතාට එරෙහිව ජාත්‍යන්තර පොලිසිය (INTERPOL) මඟින් ‘නිල් නිවේදනයක්’ (Blue Notice) නිකුත් කර ඇති බව මහජන ආරක්ෂක අමාත්‍ය ආනන්ද විජේපාල මහතා ප්‍රකාශ කළ බව Daily Mirror පුවත්පත වාර්තා කරයි.

මෙරට අධිකරණමය ක්‍රියාමාර්ග හමුවේ අවශ්‍යව සිටින පුද්ගලයින් සොයාගෙන යළි මෙරටට ගෙන්වා ගැනීමේ ප්‍රයත්නයන් කඩිනම් කිරීම සඳහා අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව කළ ඉල්ලීමකට අනුව මෙම පියවර ගෙන තිබේ.

මෙරට අධිකරණය මඟහරිමින් විදේශගතව සිටින හිටපු දේශපාලනඥයන් සහ අනෙකුත් සැකකරුවන් නීතිය හමුවට පැමිණවීම පිණිස රජය ජාත්‍යන්තර නීති බලාත්මක කිරීමේ යාන්ත්‍රණයන් උපරිමයෙන් භාවිත කරන බව අමාත්‍යවරයා සඳහන් කර ඇත.

මාතර, එළියකන්ද පාරේ බ්‍රවුන්ස් හිල් ප්‍රදේශයේ පිහිටි අක්කර 1.5ක ඉඩමක් රුපියල් මිලියන 60කට මිලදී ගැනීමේ සිද්ධියකට අදාළව පොලිස් මූල්‍ය අපරාධ විමර්ශන කොට්ඨාසය ගොනු කළ නඩුවකට බැසිල් රාජපක්ෂ මහතා කිහිප වරක්ම අධිකරණය හමුවේ පෙනී නොසිටීම හේතුවෙන්, ඔහු අත්අඩංගුවට ගැනීමේ වරෙන්තුවක් ක්‍රියාත්මක කරන ලෙස මාතර ප්‍රධාන මහේස්ත්‍රාත්වරයා පසුගිය ජූලි මාසයේදී නියෝග කර තිබිණි. ඔහු වෛද්‍ය ප්‍රතිකාර සඳහා විදේශගතව සිටින බව ඔහුගේ නීතිඥවරුන් අධිකරණයට දන්වා තිබුණ ද, අඛණ්ඩව අධිකරණය මඟහැරීම හේතුවෙන් මෙම නියෝගය නිකුත් කෙරිණි.

භාවිත කරනු ලබන ජාත්‍යන්තර නීතිමය ක්‍රමවේදය පිළිබඳව පැහැදිලි කරමින් අමාත්‍ය විජේපාල මහතා පෙන්වා දී ඇත්තේ, සැකකරුවෙකු විදේශගතව සිටින නිශ්චිත රටක් හෝ ලිපිනයක් පිළිබඳ තොරතුරු පවතින අවස්ථාවලදී එම පුද්ගලයා මව් රටේ නීතිමය කටයුත්තකට අවශ්‍ය බව දැනුම් දීමට ‘නිල් නිවේදනයක්’නිකුත් කරන බවයි. සැකකරු සැඟවී සිටින ස්ථානයක් පිළිබඳ කිසිදු හෝඩුවාවක් නොමැති විට ‘රතු නිවේදන’ (Red Notice) නිකුත් කෙරේ.

අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව හරහා ක්‍රියාත්මක වන මෙම ‘නිල් නිවේදනය’ මඟින් බැසිල් රාජපක්ෂ මහතාගේ අනන්‍යතාව, ඔහු රැඳී සිටින ස්ථානය හෝ ඔහුගේ ක්‍රියාකාරකම් පිළිබඳ නිල තොරතුරු ජාත්‍යන්තර බලධාරීන් හරහා ලබාගැනීමට මෙරට විමර්ශන අංශවලට අවස්ථාව උදාවේ.

හිටපු දේශපාලන තනතුරු හෝ තරාතිරම නොබලා, මූල්‍ය වංචා හා සාපරාධී ක්‍රියාවලට සම්බන්ධ මෙරටට අවශ්‍යව සිටින පුද්ගලයන් යළි ගෙන්වා ගැනීම සඳහා අවශ්‍ය නීතිමය පියවර නොපසුබටව ගන්නා බව අමාත්‍යවරයා ‘ඩේලි මිරර්’ වෙත වැඩිදුරටත් අවධාරණය කර තිබේ.

Interpol Issues Blue Notice for Former Minister Basil Rajapaksa

The international police organization, Interpol, has issued a Blue Notice against former minister Basil Rajapaksa, as revealed by Minister of Public Security, Tiran Alles. This development comes in the wake of efforts to expedite the retrieval of individuals with pending legal actions in Sri Lanka.

This measure is a response to a request from the Criminal Investigation Department, aimed at facilitating the repatriation of individuals who have evaded the country’s legal system. The minister emphasized that the government is fully utilizing international legal mechanisms to ensure that former politicians and other suspects living abroad are brought to justice.

Rajapaksa has been repeatedly absent from court proceedings concerning a case related to the acquisition of a 1.5-acre property in Browns Hill, Matara, for Rs. 60 million. Last July, the Chief Magistrate of Matara issued an arrest warrant due to Rajapaksa's failure to appear in court multiple times. Although his lawyers informed the court that he was abroad for medical treatment, his continued non-compliance led to this order.

Clarifying the use of international legal procedures, Minister Alles noted that a Blue Notice is issued when there is knowledge of a suspect's whereabouts in a specific country, allowing for their notification regarding the legal actions in their home country. In contrast, a Red Notice is issued when there are no leads on the suspect's location.

This Blue Notice is expected to aid local investigative units in acquiring official information regarding Rajapaksa’s identity, his location, or activities through international authorities. The minister further reiterated that the government will not hesitate to take necessary legal actions to ensure the repatriation of individuals involved in financial fraud and related criminal activities, irrespective of their previous political positions.
