‘මේ ලෝකයේ විශේෂඥ දැනුම තියෙන එකම කණ්ඩායම තමයි ජාතික විද්වත් සංවිධානය ඇතුලේ ඉන්නේ. අපි බාරගන්නකොට සතියකට බඩු ගන්න සල්ලි තිබ්බෙ නෑ’  යයි මහාචාර්ය සීතා බණ්ඩාර මහත්මිය අවධාරණය කරයි.

ජාතික ජන බලවේග රජය ගනු ලබන සෑම ක්‍රියාමාර්ගයක්ම ඒ අයුරින්ම අනුමත කිරීම ජාතික විද්වත් සංවිධානයේ කාර්යභාරය නොවන බවත්, රජය නිවැරදි මාවතක මෙහෙයවීම වෙනුවෙන් යම් වැරදි තීන්දු තීරණ ගැනෙන්නේ නම් ඒවා නිවැරදි කිරීමට විද්වතුන් සක්‍රීයව මැදිහත් විය යුතු බවත්  කොළඹදී පැවති ජාතික විද්වත් සංවිධානයේ (NIO) ජාතික සමුළුව අමතමින් ඇය සඳහන් කළාය.

මෙරට පැවති දූෂිත සහ විනාශකාරී දේශපාලන සංස්කෘතිය සහමුලින්ම වෙනස් කර නව දේශපාලන ගමන්මගක් නිර්මාණය කිරීම උදෙසා විද්වතුන් දැක්වූ කැපවීම මෙහිදී සිහිපත් කළ මහාචාර්යවරිය, විශ්වවිද්‍යාල මහාචාර්යවරුන්, වෛද්‍යවරුන්, නීතිඥයන්, ගණකාධිකාරීවරුන් ඇතුළු වෘත්තිකයන් කිසිදු පන්ති භේදයකින් තොරව ගෙයින් ගෙට යමින් මහජනතාව දැනුවත් කිරීමේ දැවැන්ත අරගලයක නිරත වූ බව පෙන්වා දුන්නාය.

අතළොස්සක් වූ පිරිසක් පමණක් ධනවතුන් වෙද්දී, බහුතර ජනතාවට තුන්වේල සපයා ගැනීමට පවා නොහැකිව අන්ත අසරණ වූ සමාජ ආර්ථික විෂමතාව නිමා කිරීම එම මහජන ව්‍යාපාරයේ ප්‍රධාන අරමුණ වූ බව ඇය සිහිපත් කළාය.

රජය බලයට පත්වීමෙන් පසු විද්වත් ප්‍රජාව සතු කාර්යභාරය පැහැදිලි කළ මහාචාර්ය සීතා බණ්ඩාර මහත්මිය මෙසේ සඳහන් කළාය.

"අප නිර්මාණය කළේ සැබෑ මහජන ආණ්ඩුවක්. ඒ නිසා ජාතික විද්වත් සංවිධානය ලෙස අපට සාමූහික වගකීමක් පැවරෙනවා. ආණ්ඩුව ගන්නා සෑම තීන්දුවක්ම ඒ ආකාරයෙන්ම අනුමත කිරීම ආණ්ඩුවට සහාය දීමක් නෙවෙයි. රජය ක්‍රියාත්මක කරන නිවැරදි ප්‍රතිපත්ති ශක්තිමත්ව ඉදිරියට ගෙන යාමට අවශ්‍ය පූර්ණ සහයෝගය ලබාදෙන අතරම, යම් වැරදි තීන්දු තීරණ ගැනෙන්නේ නම් ඊට සක්‍රීයව මැදිහත් වී ඒවා නිවැරදි කරවීමේ ඓතිහාසික වගකීමක් අප සතුයි."

විද්වතුන් සතු සුවිශේෂී සහ ගැඹුරු දැනුම හුදෙක් ශාස්ත්‍රීය පර්යේෂණ පත්‍රිකාවලට, පොත්පත්වලට හෝ දේශන ශාලාවලට පමණක් සීමා නොවිය යුතු බව අවධාරණය කළ ඇය, එම විශේෂඥ දැනුම සෘජුවම රාජ්‍ය පාලනය සහ ප්‍රතිපත්ති සම්පාදනය සඳහා ප්‍රායෝගිකව උපයෝගී කරගත යුතු බව පෙන්වා දුන්නාය. සියලු දෙනාට පාර්ලිමේන්තුවට යාමට අවස්ථාව නොලැබුණද, පාර්ලිමේන්තුව තුළ මෙන්ම රාජ්‍ය ආයතනවල සභාපතිවරුන් සහ අධ්‍යක්ෂ මණ්ඩල සාමාජිකයන් ලෙස ජාතික විද්වත් සංවිධානයේ සාමාජිකයින් රාජ්‍ය යාන්ත්‍රණය නිවැරදි මාවතකට මෙහෙයවීම සඳහා සිය දායකත්වය ලබාදෙමින් සිටින බවද ඇය වැඩිදුරටත් කියා සිටියාය.

National Intellectual Organization Calls for Active Engagement in Governance

In a bold statement, Professor Seetha Bandara emphasized the unique expertise housed within the National Intellectual Organization (NIO) during a recent conference in Colombo. She reflected on the dire circumstances that had previously left the organization struggling even to secure funds for basic necessities.

Highlighting the significance of their role, she clarified that endorsing every action taken by the government is not the primary function of the NIO. Instead, she stressed the importance of the intellectual community actively intervening to correct any misguided decisions made by the government in its pursuit of progress.

During her address, Professor Bandara recalled the resolute commitment of scholars, including university professors, medical professionals, lawyers, and accountants, to fundamentally transform the prevailing toxic political culture and to forge new political pathways. Their collective efforts have led to a massive campaign aimed at enlightening the public, transcending class barriers.

She pointed out the stark economic disparities faced by the majority of the population, where even acquiring three meals a day remains a challenge for many. Addressing this inequality is a pivotal goal of the organization’s public initiatives, she noted.

In delineating the responsibilities of the scholarly community post the government's ascendance, Professor Bandara remarked, "We are committed to establishing a true people's government. As such, we bear a collective responsibility as the National Intellectual Organization. Merely endorsing every decision made by the government does not equate to supporting it. While we wholeheartedly back sound policies that propel the nation forward, we also carry a historical duty to actively intervene and rectify any erroneous decisions."

She further underscored that the profound knowledge held by scholars should not be relegated merely to academic papers, books, or lecture halls. Instead, it should be practically utilized for governance and policy formulation. While not everyone has the opportunity to take part in parliamentary processes, she noted that members of the National Intellectual Organization are contributing their expertise as heads and board members of various state institutions to guide the machinery of governance towards the right path.
