Minister Highlights Goals of Strengthening Local Pharmaceutical Production

As Sri Lanka aims to tackle high levels of drug imports, Health and Media Minister Dr. Nalinda Jayatissa has emphasized the government's commitment to expanding local pharmaceutical manufacturing and boosting export revenues in the coming decade. He made these statements during a visit to the insulin production facility of Premium International Injectable (Pvt) Ltd, located in the Koggala Export Processing Zone in Galle.

With over 3 billion rupees invested, the facility has completed construction and is undergoing final validation processes necessary for commencing drug production. Full-scale operations are anticipated to start by 2027.

In addition to insulin, the company plans to produce analgesics and other essential medicines, with an aim to expand its product range to include up to 33 different pharmaceutical types in the near future.

Currently, a staggering 85–90% of the pharmaceuticals needed by the country’s hospital system is imported, with local production fulfilling merely 10–15% of requirements, according to the Minister. Highlighting the impact of the COVID-19 pandemic and the ongoing economic crisis, he noted that the government has focused on ensuring a continuous supply of medicines to hospitals over the past two years.

Currently, the local supply chain meets approximately 96% of hospital pharmaceutical needs, though challenges remain with 37 types of drugs for which suppliers have not yet initiated the procurement process.

By strengthening local production, the Minister emphasized that the country could conserve foreign exchange spent on drug imports and also open new avenues for revenue through exports of domestically manufactured pharmaceuticals.

He further pointed out that Sri Lanka’s smaller land area and population do not hinder the establishment of an internationally compliant pharmaceutical manufacturing industry, asserting that the government will provide support to local manufacturers as they meet necessary quality standards and regulatory requirements.

Opportunities to enter foreign markets are also growing alongside the expansion of local pharmaceutical production, the Minister noted. Discussions are underway regarding drug supplies to the Maldives via the Sri Lanka State Pharmaceutical Manufacturing Corporation (SPMC), with additional requests for medicines coming from countries such as Timor-Leste.

Currently, insulin required by Sri Lanka is primarily sourced from four companies in India.

By launching local insulin production, the Minister remarked that the goal is not only to ensure a steady supply but also to enhance the capability for monitoring product quality. He hailed the establishment of this facility as a significant step forward for the local pharmaceutical sector and conveyed his best wishes to all parties involved.

This project operates as a joint venture with the Sri Lanka State Pharmaceutical Manufacturing Corporation and includes a 15-year supply agreement with the organization. Following the fulfillment of local needs, the facility also expects to direct its production towards foreign markets.

Representatives present at the event included Managing Director Aseem Kamthaim, General Manager Tushir Radhalla, Financial Manager Ravin Peiris, Human Resources Manager Nuwan Gamage, and Public Relations Officer G.D.P. Gunaratne, along with other officials from the organization.
