Experts Warn of Impending Power Cuts Due to Norochcholai Plant Failure
The failure of all three generation units at the Lakvijaya coal power plant in Norochcholai has resulted in a significant loss of approximately 900 megawatts of capacity from the national electricity grid. Dr. Vidura Ralapanawe has expressed grave concerns, indicating that this situation poses a serious threat of limited power cuts in the coming days.
The restoration of the first generation unit at the inactive Norochcholai plant will require a minimum of four to five additional days before it can be rejoined to the system.
Despite a relative drop in electricity demand on Sunday due to decreased industrial activity and the contribution of solar energy during daylight hours, Dr. Ralapanawe highlighted that the resumption of usual working days will likely exacerbate overall electricity demand, making system management a significant challenge.
He specifically pointed out that authorities must closely monitor whether the existing generation capacity can adequately meet the peak electricity demand, which typically occurs from 7:00 AM to 9:00 PM.
Although diesel and fuel-oil powered thermal power plants are operating continuously around the clock, Dr. Ralapanawe raised concerns about whether the upcoming demand can be fully met, warning that the associated high costs could ultimately burden the public.
He emphasized the need for immediate government action to manage the electricity shortfall until the power plant is restored, criticizing the long-standing inaction of relevant authorities.
"This is not the first instance of such a large-scale failure. In the past, various organizations and committees have made numerous recommendations to prevent similar incidents. However, none of these recommendations have been properly implemented, and responsibilities have been neglected. What we need now is not merely to investigate the immediate causes of the collapse but also to discover how to maintain system stability, regardless of where the failures occur," he stated emphatically.
