Supreme Court Issues Arrest Warrant for Former MP Over 2015 Election Killing

The Supreme Court has issued an immediate arrest warrant for Premalal Jayasekara, also known as 'Choka Malli', a former Member of Parliament for Ratnapura District, who failed to appear in court for an appeal related to the murder of a person during the 2015 presidential election in Kahawatta. The warrant was announced today, October 21.

This directive was proclaimed during proceedings led by a trio of justices, including Priyath Padman Surasena, Achala Wengapuli, and Gihan Kulathunga. The justices also ordered that the warrant be executed by the Inspector General of Police and the Director of the Criminal Investigation Department.

Representing Jayasekara in court, his attorney stated that he was unable to attend due to a lack of communication with his client. As a result, the lawyer argued, he could not present Jayasekara's case in person.

Janaka Bandara, serving as the Senior Deputy Solicitor General representing the Attorney General, informed the court that Jayasekara had departed the country for Bangkok, Thailand, on August 31.

After considering arguments from the President's counsel, Salya Peiris, the panel of justices resolved to issue the arrest warrant for Premalal Jayasekara, a key figure implicated in the assassination of a political opponent during the election period.

In a verdict issued on July 31, 2020, the Ratnapura High Court sentenced Jayasekara and two others to death for the shooting of Santha Dodangoda, who was setting up an opposition rally in Kahawatta at the time of the incident.

However, following an appeal brought by the defendants against the death sentence, the Court of Appeal ruled on March 31, 2022, to acquit Jayasekara and the others of all charges.

Subsequently, the parties advocating for the death sentence filed a special appeal with the Supreme Court, seeking to overturn the acquittal issued by the Court of Appeal.
