Government Moves to Grant Monks Temporary Release from Prisons for Legal Needs

The Sri Lankan government is considering a new policy allowing incarcerated monks to leave prison with their robes for legal matters and other necessary engagements. This initiative comes in response to various demands, emphasizing the need for monks to fulfill their obligations outside prison walls.

According to the President's Office, the formal approval for this exception is anticipated following the revision of existing regulations and guidelines outlined in the Prisons Ordinance.

As per the proposed changes, monks will be granted the opportunity to temporarily exit prisons while wearing their religious attire, based on recommendations from their respective religious institutions.

Recently, a significant public outcry emerged after the monk Galagodaatte Gnanasara was brought to court without his robes, leading to widespread discussions about the treatment of religious figures in the justice system.

In light of these events, senior members of the Theravada Buddhist hierarchy expressed their discontent by penning a formal letter to the Commissioner General of Prisons, urging for a reevaluation of the current practices.

To address this controversy, a special discussion was held on May 8 between the Maha Sangha and President Anura Kumara Dissanayake. This meeting aimed to explore sustainable solutions and garnered attention on the necessary reforms needed within the prison system.

During these discussions, the President's Office facilitated a preliminary meeting for a special committee tasked with amending the regulations and guidelines established under the Prisons Ordinance.

In the upcoming two weeks, this committee is expected to conduct a thorough study of the relevant issues and propose new regulations and amendments. Plans are in place to present these proposals to the Maha Sangha by mid-next week to gather their insights.

The newly proposed regulations are anticipated to be ratified and implemented within the next fortnight, aiming to balance legal requirements with the religious rights of monks.
