කොළඹ වරායේ බහාලුමක සඟවා තිබූ මත්ද්‍රව්‍ය තොගයක් පිළිබඳ බුද්ධි තොරතුරු ලැබී තිබියදීත් ඒ සම්බන්ධයෙන් නිසි ක්‍රියාමාර්ග නොගෙන රාජකාරිය පැහැර හරිමින් නොසැලකිලිමත් ලෙස කටයුතු කළ බව කියන ජ්‍යෙෂ්ඨ නියෝජ්‍ය පොලිස්පති රන්මල් කොඩිතුවක්කු මහතා ඇතුළු නිලධාරීන්ට එරෙහිව අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව මඟින් විධිමත් අපරාධ විමර්ශනයක් ආරම්භ කර ඇත.

පසුගිය අගෝස්තු මස 31 වැනිදා කොළඹ වරායේ බහාලුමක තිබී මත්ද්‍රව්‍ය තොගයක් සොයා ගැනීමේ සිදුවීමට අදාළව, පොලිස්පතිවරයාගේ නියෝග පරිදි පොලිස් විශේෂ විමර්ශන ඒකකය විසින් සිදු කරන ලද අභ්‍යන්තර පරීක්ෂණයකදී මෙම තොරතුරු අනාවරණය වී තිබේ.

නීතිවිරෝධී මත්ද්‍රව්‍ය තොගයක් අඩංගු බහාලුම් දෙකක් ශ්‍රී ලංකාවට ආනයනය කර කොළඹ වරාය තුළ රඳවා ඇති බවට ජ්‍යෙෂ්ඨ නියෝජ්‍ය පොලිස්පති රන්මල් කොඩිතුවක්කු මහතා වෙත ඉකුත් අගෝස්තු 14 වැනිදා තොරතුරක් ලැබී ඇත. එම තොරතුර එදිනම පොලිස් මත්ද්‍රව්‍ය නාශක කාර්යාංශය වෙත දැනුම් දීමට පියවර ගෙන තිබුණද, ඒ පිළිබඳව නිසි පසු විපරමක් හෝ කඩිනම් නීතිමය පියවර ගැනීමක් සිදු කර නොමැත.

කෙසේ වෙතත්, අගෝස්තු 22 වැනිදා මධ්‍යම අපරාධ විමර්ශන කාර්යාංශයේ උප පොලිස් පරීක්ෂක ඒකනායක මහතා වෙතද එම මත්ද්‍රව්‍ය තොගය පිළිබඳ වෙනම තොරතුරක් ලැබී තිබේ. ඒ අනුව වහා ක්‍රියාත්මක වූ එම නිලධාරියා අදාළ පියවර ගනිමින් අගෝස්තු 31 වැනිදා කොළඹ වරාය වෙත ගොස් රේගු නිලධාරීන්ගේද සහාය ඇතිව බහාලුම පරීක්ෂා කර මත්ද්‍රව්‍ය තොගය අත්අඩංගුවට ගැනීමට සමත් විය.

එම අවස්ථාවේදී පොලිස් මත්ද්‍රව්‍ය නාශක කාර්යාංශයේ නිලධාරීන් පිරිසක්ද එම ස්ථානයට පැමිණ ඇතත්, මත්ද්‍රව්‍ය තොගය අනාවරණය කර ගැනීමේ මූලික මෙහෙයුම ක්‍රියාත්මක කර ඇත්තේ මධ්‍යම අපරාධ විමර්ශන කාර්යාංශය විසිනි.

ඒ අනුව, ලැබුණු බුද්ධි තොරතුර සම්බන්ධයෙන් කඩිනම් පියවර නොගෙන ජ්‍යෙෂ්ඨ නියෝජ්‍ය පොලිස්පති රන්මල් කොඩිතුවක්කු මහතා ඇතුළු නිලධාරීන් බරපතළ ලෙස රාජකාරිය පැහැර හැර නොසැලකිලිමත් ලෙස කටයුතු කර ඇති බව පොලිස් විශේෂ විමර්ශන ඒකකය මඟින් තහවුරු කරගෙන ඇත.

එබැවින් අදාළ නිලධාරීන්ට එරෙහිව දෙපාර්තමේන්තු විනය ක්‍රියාමාර්ගවලට අමතරව අපරාධ විමර්ශනයක්ද සිදු කිරීම සුදුසු බවට එම ඒකකය නිර්දේශ කර තිබේ.

මෙම නිලධාරීන් දැක්වූ නොසැලකිල්ල සහ රාජකාරිය පැහැර හැරීම කිසියම් පාර්ශ්වයකට වාසි සහගත තත්ත්වයක් ඇති කරදීමේ අරමුණින් සිදු කළ එකක්ද යන්න පිළිබඳව සොයා බැලීමට පොලිස්පතිවරයා විසින් අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව වෙත නියෝග කර ඇත.

එකී විමර්ශනයෙන් අනතුරුව අදාළ පොලිස් නිලධාරීන්ට එරෙහිව අපරාධ චෝදනා ගොනු කිරීමට නියමිත බව පොලිස් මාධ්‍ය කොට්ඨාසය වැඩිදුරටත් සඳහන් කරයි.

Investigation Launched into Senior Police Officials Over Drug Seizure Negligence

The Criminal Investigation Department has initiated a probe into allegations of misconduct by several senior police officials, including Senior Deputy Inspector General Ranmal Kodithuwakku, regarding a significant drug haul at the Colombo Port that was reportedly mishandled due to a lack of appropriate actions taken in response to intelligence received.

This revelation follows an internal investigation triggered by directives from the police chief after the discovery of the narcotics on August 31. It was revealed that two containers filled with illegal drugs were brought into Sri Lanka and held at the Colombo Port after receiving intelligence about them on August 14.

Despite the urgent notification to the police drug suppression unit on the same day, appropriate follow-up actions or legal measures were notably absent. On August 22, additional information regarding the drug shipment reached the Assistant Superintendent of Police from the Central Criminal Investigation Department, prompting immediate action to secure the authenticity of the intelligence.

On August 31, this officer proceeded to the Colombo Port, where, with the assistance of customs officials, the relevant containers were examined, leading to the successful seizure of the drugs. However, it is noteworthy that while personnel from the drug suppression unit were present at the scene, the primary operation to uncover the narcotics was conducted by the Central Criminal Investigation Department.

Following a thorough review, the Special Investigations Unit confirmed that Senior Deputy Inspector General Ranmal Kodithuwakku and his fellow officials acted irresponsibly, failing to take prompt action based on the intelligence received.

As a result, the investigative unit has recommended not only departmental disciplinary action against the responsible officials but also a criminal investigation to determine if their negligence was aimed at granting undue advantages to any third parties.

In a subsequent directive, the police chief called upon the Criminal Investigation Department to explore the circumstances surrounding the officials' conduct, with plans to file criminal charges against the implicated police personnel following the investigation.
