රජයේ ප්‍රතිපාදන යටතේ අනුරාධපුර දිස්ත්‍රික්කයේ දිළිඳු ගොවීන්ට බෙදාදීමට වෙන් කර තිබුණු බඩඉරිඟු බීජ තොගයක් සිය දේශපාලන හිතවතුන් අතර බෙදාහැරීම සම්බන්ධයෙන් හිටපු විශේෂ ව්‍යාපෘති හා ආර්ථික සංවර්ධන නියෝජ්‍ය ඇමැති එස්.එම්. චන්ද්‍රසේනට එරෙහිව ඇති නඩුවට අදාළ විශේෂ ව්‍යාපෘති අමාත්‍යාංශයේ තිබූ ලිපි ගොනුව අතුරුදන්ව ඇතැයි කොළඹ මහාධිකරණ‍යේදී අනාවරණය විය.
එම ගොනුව අතුරුදන්ව ඇති බව ආර්ථික සංවර්ධන අමාත්‍යාංශයේ අතිරේක ලේකම් ඩී.එච්.එස්. පුල්ලේපෙරුම මහතා අධිකරණයට දැනුම් දුන්නේය.
හිටපු විශේෂ ව්‍යාපෘති ඇමැති එස්.එම්. චන්ද්‍රසේනට එරෙහිව ගොනුකළ නඩුව විභාගයට ගත් අවස්ථාවේ මෙම දැනුම්දීම සිදුවිය.
කොළඹ මහාධිකරණ විනිසුරු රවින්ද්‍ර ප්‍රේමරත්න මහතා ඉදිරියේ නඩුව කැඳවනු ලැබීය. උතුරු මැද පළාතේ හිටපු දිසා ලේකම් මහින්ද සෙණෙවිරත්න මහතා මෙහිදී සාක්ෂි දුන්නේය.
අඩු ආදායම්ලාභීන් අතර බෙදා දීම සඳහා රජයෙන් ලබාදුන් රුපියල් මිලියන 25ක බඩ ඉරිඟු බීජ කිලෝ 2,075ක් හිටපු ඇමැතිවරයා බලහත්කාරයෙන් සිය නිවෙසට ගෙන්වා ප්‍රාදේශීය ආධාරකරුවන් අතර බෙදාහැර ඇති බව එහිදී හිටපු දිසා ලේකම්වරයා පැවසීය.
නිලධාරීන් මඟින් මේ සිද්ධිය දැනගත් පසු තමා හිටපු ඇමැතිවරයාගේ නිවෙසට ගොස් ඉතිරිව තිබුණු බඩ ඉරිඟු බීජ තොග සිය භාරයට ගෙන සුදුස්සන් අතර බෙදාහැරීමට කටයුතු කළ බවත් ඒ වන විටත් විශාල තොගයක් අපහරණව තිබුණු බවත් සඳහන් කළේය.
දිස්ත්‍රික්කයේ බඩ ඉරිඟු වගා කරන ගොවීන්ගෙන් වටිනාකමින් සියයට 25ක් අයකරගෙන එක් ගොවියකුට ග්‍රෑම් 5 බැගින් ප්‍රාදේශීය ලේකම් කොට්ඨාස 19ක ගොවීන් විශාල පිරිසක් අතර බෙදාහැරීමට නියමිතව තිබුණු බීජ, ඇමැතිවරයා තමා නියෝජනය කරන කලාවැව ආසනයේ දේශපාලන ආධාරකරුවන් අතර පමණක් බෙදාහැර ඇති බව සාක්ෂිකරු කියා සිටියේය.
මෙම ව්‍යාපෘතිය දිසා ලේකම්වරයාගේ අනුදැනුමින් තොරව ඍජුවම විශේෂ ව්‍යාපෘති අමාත්‍යාංශය යටතේ ක්‍රියාත්මක වූ බව පැවසීය. විශේෂ ව්‍යාපෘති අමාත්‍යාංශය යටතේ උතුරු මැද පළාතේ ක්‍රියාත්මක කළ ව්‍යාපෘති 11කට රජයෙන් රුපියල් බිලියන 21ක ප්‍රතිපාදන වෙන් කළ බව හිටපු දිසා ලේකම්වරයා වැඩිදුරටත් කියා සිටියේය.
2014 ජනවාරි 1 වැනිදා සිට දෙසැම්බර් 31 වැනිදා දක්වා වූ කාලය තුළ විශේෂ ව්‍යාපෘති හා ආර්ථික සංවර්ධන නියෝජ්‍ය ඇමැතිවරයා ලෙස කටයුතු කරමින් සිය නිලය අවභාවිත කරමින් මෙම වංචාව කර ඇති බවට විත්තිකරුට එරෙහිව චෝදනා නඟා ඇත. අනුරාධපුර දිස්ත්‍රික්කයේ දිළිඳු ගොවීන් අතරේ බෙදා දීමට වෙන්කර තිබූ බඩඉරිඟු කිලෝ ග්‍රෑම් 36,000ක ප්‍රමාණයක් සිය දේශපාලන හිතවතුන් අතරේ බෙදාහැරීම සඳහා අනුරාධපුර දිස්ත්‍රික් ලේකම් කාර්යාලයේ ක්‍රමසම්පාදන අධ්‍යක්ෂවරයා පෙලඹවීම මඟින් දූෂණයක් කර ඇති බවට හිටපු ඇමැතිට එරෙහිව චෝදනා කර ඇත.
රජයට අයුතු සහගත ලෙස පාඩුවක් කිරීමට හෝ සිය හිතවතුන්ට අයුතු වාසියක් අත්කර දීමට කටයුතු කර ඇති බවට චෝදනා කරමින් නඩු පවරා තිබේ.
රජයේ සේවකයකු වශයෙන් සිය ධුරය අවභාවිත කරමින් තමාට හෝ වෙනත් යම් අයකුට අයුතු ලාභයක් කිරීමේ අදහසින් අන් තැනැත්තන් ඍජුව හෝ වක්‍රරාකාරයෙන් පෙලඹවීම ඇතුළු අධිචෝදනා නඩු පවරා ඇත.
විත්තිකාර හිටපු ඇමැතිවරයා රුපියල් පනස් දහසක මුදල් ඇපයක් සහ රුපියල් ලක්ෂ 10 බැගින් වූ ශරීර ඇප දෙකක් මත මුදාහැර තිබේ. නීතිඥ දර්ශන කුරුප්පු මහතා විත්තිය වෙනුවෙන් පෙනී සිටියේය.

Former Minister Faces Legal Action Over Distribution of Government Agricultural Seeds
The Colombo High Court has revealed that files related to a legal case against former Minister of Special Projects and Economic Development, S. M. Chandrasena, have been tampered with. The case centers around the alleged misdistribution of government rice seed stock intended for impoverished farmers in the Anuradhapura district, which was reportedly distributed among political allies.
Extra Secretary of the Ministry of Economic Development, D. H. S. Pullapperuma, informed the court about the tampering, coinciding with the hearing of the case against Chandrasena.
During the proceedings, presided over by Judge Ravindra Premaratne, evidence was presented by former District Secretary Mahinda Senavirathne.
According to testimonies, 2,075 kilograms of rice seeds valued at 25 million rupees, allocated by the government for distribution among low-income individuals, were forcibly taken to the former minister’s residence and disseminated among local political supporters.
It was disclosed that officials had discovered the situation, promptly visiting the former minister's residence to seize the remaining seed stock, which was allegedly already in the process of being distributed.
Evidence indicated that the seeds meant for distribution among farmers in the district were instead selectively distributed only to political allies represented by Chandrasena's candidates in the Kalawawa constituency, with the distribution violating established protocols.
Reports suggest that the initiative operated without the endorsements of the District Secretary, functioning directly under the purview of the Ministry of Special Projects. Furthermore, it was stated that the government has allocated 21 billion rupees for 11 projects initiated under the auspices of the Ministry in the Northern Central Province.
Chandrasena, who held the position from January 1, 2014, until December 31, has been accused of misconduct surrounding the distribution of the seeds intended for the marginalized farmers in Anuradhapura, with a total of 36,000 kilograms reported misallocated.
The allegations include participation in corrupt practices aimed at benefiting associates at the expense of state resources, as well as engaging in actions perceived as leading to significant losses for the government.
Chandrasena has been granted bail under stringent conditions, including a 50,000 rupee cash deposit and two surety bonds of 1 million rupees each. Legal representation for the case has been provided by attorney Darshana Kuruppu.
