Colombo Port's Regulatory Issues Costing Sri Lanka $50 Million Annually
The Sri Lanka Goods Transportation and Supply Association has revealed that incorrect and outdated regulatory practices in the collection of fees from importers and exporters at the Colombo Port are resulting in an annual loss of over 50 million US dollars in foreign exchange for the country.
Speaking at a media conference in Colombo, Secretary Inam Kapur indicated that not only the port service charges but also additional fees related to maritime transport are forcing international players to pay in foreign currency, consequently placing an unnecessary burden on the national foreign exchange reserves.
The association firmly advocates that all payments for services provided within the country’s port limits should be conducted solely in local currency, in alignment with Sri Lanka's foreign exchange regulations.
Moreover, they are urging the government to immediately revoke Gazette Notification No. 2334/26, which was previously issued by the former government for ship agents, freight forwarders, public transport operators without ship ownership, and consolidation operators.
Kapur emphasized that the current government has yet to take action to obtain the necessary parliamentary approval for these relevant regulations. He criticized the lack of steps to present the amended proposals to the Cabinet or Parliament to rectify the existing crisis. He also recalled that the association had previously resorted to legal action against these unjust regulations.
This disruption within the logistics sector is driving up business costs and contributing to an inappropriate outflow of foreign exchange. Consequently, he has formally conveyed these concerns to President Anura Kumara Dissanayake, urging intervention to address the matter.
However, Kapur expressed disappointment at not having had the opportunity for direct discussions with the President regarding this issue thus far.
