Concerns Rise Over Colombo Port's Eastern Terminal Potential Transfer to Private Sector

Accusations are surfacing from port trade unions claiming that the Colombo Port Authority is mulling plans to transfer the Eastern Container Terminal (ECT) to a private company, despite its significant revenue potential estimated at approximately $200 million annually.

In a letter sent to the President, representatives from the executive and engineering associations of the Port Authority urged the government to maintain the terminal under full management and ownership of the Sri Lanka Ports Authority, rather than handing it over to a private entity.

Port executives and engineers argue that substantial investments have already been made by the Sri Lanka Ports Authority to develop the Eastern Terminal with the intent of establishing a modern, semi-automated container terminal capable of competing with top-tier ports worldwide.

The terminal is equipped with advanced facilities, including 12 ship-to-shore cranes, 40 automated rail-mounted gantry cranes, the Navis N4 terminal operating system, the ABB automation platform, and various operational buildings, all of which are reported to be operational.

Concerns are mounting among trade unions that delegating the remaining operational and systems management activities to a private entity by late 2026 could result in the public losing benefits from the investments made by the Sri Lankan people.

Historical context reveals that the Jaya Container Terminal (JCT), under the Ports Authority's management, has successfully operated in the competitive landscape against the private sector for decades. The necessary operational, human resource, financial, and system management plans for the Eastern Container Terminal have already been developed by the Ports Authority, according to port officials.

Data from the Ports Authority indicates that the medium-sized JCT terminal alone generated an operational profit of approximately 63.2 billion rupees from 2021 to 2025.

Trade union representatives highlight that a significant portion of the revenue generated by private terminals flows out of the country through foreign companies, with no regulations in place regarding the financial investments made by multinational corporations.

Moreover, port officials caution that if direct operational control of the ECT shifts from the Ports Authority to the private sector, it could weaken financial resources for future national port development, warning that this situation might extend beyond a single terminal.

The urgent need now, as stated in their letter to the President, is not merely to introduce a new operational model but to establish clear policy direction regarding the management of the Eastern Container Terminal under the Ports Authority.

In recent discussions with Port Authority executives and trade unions, Minister of Ports, Civil Aviation, and Energy, Anur K. Jayathilaka, was informed that transferring control of the Eastern Terminal to a private company could adversely impact the economy. The minister reassured the representatives that the matter would be directed to the President for further action.
