පසුගිය ජුනි මස 28 වනදා මාලබේ, සුදර්ශන මාවතේ පිහිටි නිවසක පවත්වාගෙන ගිය හොර අරක්කු නිෂ්පාදනාගාරයක් වටලා ස්ටිකර් අලවන ලද බෝතල් 18,000කට අධික ප්‍රමාණයක් අත්අඩංගුවට ගැනීමත් සමඟ මෙම ස්ටිකර් ජාවාරම පිළිබඳව දැඩි කතාබහක් ඇති විය.

මේ පිළිබඳව අදහස් දක්වමින් හර්ෂ ද සිල්වා මහතා පෙන්වා දෙන්නේ, මත්පැන් බෝතලයක මිල රුපියල් 3,600ක් වන විට ඉන් රුපියල් 1,600ක්ම රජයට ලැබිය යුතු බදු මුදල් බවයි. ස්ටිකර් වංචාව හරහා මෙම බදු මුදල් රජයට අහිමි වන බව ඔහු පවසයි.

විශේෂයෙන්ම මෙම ස්ටිකර් මුද්‍රණය සඳහා ලබා දී ඇති ටෙන්ඩරය පිළිබඳව කරුණු අනාවරණය කරමින් මන්ත්‍රීවරයා මෙසේ සඳහන් කළේය.

Government Faces Potential Losses from Alcohol Bottle Sticker Fraud

The Chairman of the Parliamentary Committee on Public Finance, Dr. Harsha de Silva, has revealed alarming insights into significant financial losses the government may face amid the digitalization of the alcohol bottle sticker application process. A recent raid uncovered over 18,000 alcohol bottles with counterfeit stickers at an illegal arrack distillery in Malabe on June 28, sparking intense discussions regarding this fraudulent racket.

Dr. de Silva pointed out that for an alcohol bottle priced at 3,600 Sri Lankan Rupees, the government should receive 1,600 Rupees in taxes. However, he emphasizes that these tax revenues are being evaded due to the sticker scam, leading to substantial losses for the treasury.

Delving into the details of the tender process for sticker printing, the Minister highlighted the inherent flaws, stating, "The fundamental requirement for proper sticker application is undeniably valid. People are starting to sell arrack and beer bottles without paying taxes. I recently found that a standard bottle costs 3,600 Rupees, of which 1,600 should go to the government in taxes. If a bottle is sold without paying this tax, that entire amount goes to the seller." He raised concerns about the ongoing investigation into how these fraudulent stickers are being circulated.

He also shared specifics about the tender awarded for sticker production, revealing that stickers were supposed to be priced at approximately 8 dollars for 1,000 units. However, the actual process seems to have deviated with claims for digital sticker applications at a higher cost. "Trust me, with the transition to digital printing, these individuals are effectively paying 8 dollars for what should really be about 12 dollars for 1,000 prints at maximum," he articulated, highlighting a significant gap that potentially allows for rampant corruption.

Dr. de Silva expressed his concern that if the relevant authorities, especially the Department of Excise, do not pay due attention to this matter, the impending tender process in January 2027 could perpetuate similar fraudulent activities. He estimated that the annual revenue loss could amount to about eight times the expenses incurred on alcohol taxes, further compounding the issue.
