සංවිධාන වර්තමානයට ගැලපෙන පරිදි නම්‍යශීලී විය යුතුයි..

 කොළඹ ක්‍රමය සංවිධානය (Colombo Plan) 75 වැනි සංවත්සර සැමරුම් උත්සවය  කොළඹ ගාලු මුවදොර හෝටලයේ දී අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරියගේ ප්‍රධානත්වයෙන්  පැවැත්විණි. 

මෙහිදී විශේෂ දේශනයක් පැවැත්වූ අග්‍රාමාත්‍ය හරිනි අමරසූරිය, 

ආසියාවේ බොහෝ රටවල් නිදහස කරා යන ගමනේදී නැවත ගොඩනැඟීමේ සහ ආර්ථික සංවර්ධනයේ දැවැන්ත අභියෝගවලට මුහුණ දී සිටි වකවානුවක, එනම් මීට වසර 75 කට පෙරයි මෙම ආයතනය බිහි වූණේ. 

 මෙම ආයතනය අප රටේ "කොළඹ" නමින් හැඳින්වීම සහ ඒ වෙනුවෙන් සත්කාරකත්වය සැපයීමට ලැබීම රටක් වශයෙන් මහත් ගෞරවයක්.

ශ්‍රී ලංකාවේ ඩිජිටල් පරිවර්තනය, තිරසාර ප්‍රවාහන පද්ධති සහ ශක්තිමත් සැපයුම් ජාලයන් ගොඩනැඟීමට උත්සාහ කරන වර්තමාන වටපිටාව තුළ, කොළඹ ක්‍රමය යටතේ මෙරට බලශක්ති, කෘෂිකර්මාන්ත, වාරිමාර්ග සහ ප්‍රවාහන ක්ෂේත්‍රවල සිදුකළ මුල්කාලීන ආයෝජන තවමත් ශ්‍රී ලංකාවේ සංවර්ධන පදනමේ වැදගත් කොටසක් ලෙස පවතිනවා.

විශේෂයෙන්ම, තාරුණ්‍යය, මහජන සෞඛ්‍යය සහ සමාජ ස්ථාවරත්වය කෙරෙහි දැඩි බලපෑමක් එල්ල කරන මත්ද්‍රව්‍ය උවදුර මැඩලීම සඳහා කොළඹ ක්‍රමයේ "මත්ද්‍රව්‍ය උපදේශන වැඩසටහන" ඉටුකරන මෙහෙවර අගය කළයුතුයි.  ජනාධිපතිතුමාගේ නායකත්වය යටතේ ශ්‍රී ලංකා රජය මෙම මත්ද්‍රව්‍ය උවදුර තුරන් කිරීමට ප්‍රමුඛතාවයක් ලබා දී තිබෙනවා.  ඒ සඳහා කොළඹ ක්‍රමය ලබාදෙන සහයෝගය අගය කරන්න අවශ්‍යයි. 

වර්තමාන ලෝකය තාක්ෂණික වෙනස්කම්, දේශගුණික අභියෝග සහ භූ-දේශපාලනික බලපෑම් හේතුවෙන් 1951 වසරට වඩා බෙහෙවින් වෙනස් සහ සංකීර්ණ වී තිබෙනවා.  එහිදී කොළඹ ක්‍රමය වැනි කලාපීය සංවිධානවල කාර්යභාරය වර්තමානයට ගැලපෙන පරිදි වඩාත් පුළුල් හා නම්‍යශීලී විය යුතුයි.  එසේම, අධ්‍යාපන සහ මානව ප්‍රාග්ධන සංවර්ධන ක්ෂේත්‍රයන්හි සහයෝගීතාව තවදුරටත් ශක්තිමත් කිරීමේ වැදගත්කම සහ නව පරපුර අතර ජාත්‍යන්තර සහයෝගීතාවයේ අගය පිළිබඳව සන්නිවේදනය කිරීමේ අවශ්‍යතාවයද අග්‍රාමාත්‍යතුමිය මෙහිදී  පෙන්වා දුන්නාය.

 පසුගිය වසර හතරක කාලය තුළ කොළඹ ක්‍රමය සංවිධානයේ මහලේකම්වරයා ලෙස සුවිශේෂී සේවාවක් ඉටුකර සමුගත්  ආචාර්ය බෙන්ජමින් පී. රෙයස් මහතා වෙත විශේෂ උපහාර පිරිනැමීමක්  සිදු කළ අතර කොළඹ ක්‍රමයේ නව මහලේකම්වරිය ලෙස වැඩභාර ගත්  එච්.ඊ. චුලමී චාර්ට්සුවන් (H.E. Chulamee Chartsuwan) මහත්මිය ද මෙහිදී උණුසුම් ලෙස පිළිගනු ලැබීය.

අනතුරුව  75 වැනි සංවත්සරය සනිටුහන් කරමින් විශේෂ සමරු මුද්දරයක්   සහ "Colombo Plan 75 Years – 75 Stories" නමැති විශේෂ ග්‍රන්ථය නිල වශයෙන් එළි දැක්වීමද මෙහිදී සිදු කෙරිණ. 

 මෙම  අවස්ථාවට විදේශ කටයුතු සහ විදේශ රැකියා නියෝජ්‍ය අමාත්‍ය  අරුණ් හේමචන්ද්‍ර, ශ්‍රී ලංකාවේ වියට්නාම තානාපතිනි සහ කොළඹ ක්‍රමය සංවිධානයඒ කවුන්සිල සභාපතිනි ට්‍රින් ති ටෑම් ( Trinh Thi Tam) මහත්මිය ඇතුළු සම්භාවනීය අමුත්තන් රැසක් එක්ව සිටියහ.

Colombo Plan Celebrates 75th Anniversary with Insights from Prime Minister Harini Amarasuriya

The 75th anniversary celebrations of the Colombo Plan took place at the Galle Face Hotel in Colombo, presided over by Prime Minister Harini Amarasuriya.

In a prominent address, the Prime Minister underscored the significant challenges faced by many nations in Asia as they journey towards freedom and economic development. She noted that the establishment of the Colombo Plan 75 years ago emerged from a pivotal moment for the region.

The designation of this organization as the "Colombo" Plan is a deep honor for Sri Lanka, signifying the country's role as a host of this esteemed initiative.

Amarasuriya highlighted how investments in Sri Lanka's energy, agriculture, water, and transport sectors under the Colombo Plan remain crucial to the ongoing development framework. Despite contemporary challenges, these early investments have laid an enduring foundation for national progress.

Particularly noteworthy is the Colombo Plan’s "Drug Advisory Programme," which addresses the pressing issue of drug abuse, impacting youth, public health, and social stability. Under the leadership of the President, the Sri Lankan government prioritizes combating this crisis, with the cooperation of the Colombo Plan being invaluable.

She further remarked that the current global landscape, marked by technological shifts, climatic challenges, and geopolitical tensions, demands a reimagined and more adaptable role for regional organizations like the Colombo Plan. The need for enhanced collaboration in education and human resource development, alongside strengthening international partnerships for the new generation, was a key message from the Prime Minister.

In recognition of exemplary service over the past four years, a special tribute was paid to the outgoing Secretary General, Dr. Benjamin P. Reyes. The new Secretary General, H.E. Chulamee Chartsuwan, received a warm welcome during the event.

The occasion also featured the official unveiling of a commemorative stamp marking the 75th anniversary, along with the release of a special publication titled "Colombo Plan 75 Years – 75 Stories."

Notable attendees included Deputy Minister of Foreign Affairs and Foreign Employment, Arun Hemachandra, and Trinh Thi Tam, the Ambassador of Vietnam in Sri Lanka and Chairperson of the Colombo Plan Council, among many distinguished guests.
