 හෙඩ්ෆෝන් (Headphones) හෝ ඉය­ර්ෆෝන් (Earphones) පැලඳ සංගී­ත­යට සවන් දෙමින් මාර්ගයේ ගමන් ගන්නා පදි­ක­යන්ට එරෙ­හිව ඉදි­රි­යේදී අධි­ක­රණ ක්‍රියා­මාර්ග ගැනීමට නියමිතයි. ඒ බව ශ්‍රී ලංකා පොලී­සියේ රථ­වා­හන පාලන හා මාර්ග ආර­ක්ෂාව පිළි­බඳ අධ්‍යක්ෂ, ‍ ජ්‍යෙෂ්ඨ පොලිස් අධි­කාරි මනෝජ් රණ­ගල මහතා පැව­සීය.

මේවා පැලඳ සංගී­ත­යට සවන් දෙමින් මාර්ගයේ ගමන් කිරීම හේතු­වෙන් පදි­ක­යන් අන­තු­රට ලක්වීමේ ප්‍රව­ණ­තා­වක් පව­තින බවත්, මේ ආකා­ර­යෙන් ගමන් ගන්නා පදි­ක­යන්ට දැනට අව­වාද කිරීම් පම­ණක් සිදු කළ ද ඉදි­රි­යේදී අධි­ක­රණ ක්‍රියා­මාර්ග ගැනී­මට නිය­මිත බවත් ඔහු ප්‍රකාශ කළේය.

මාර්ග අන­තුරු හේතු­වෙන් දින­කට පුද්ග­ල­යන් 10 දෙන­කුට වඩා මිය­යන අතර, 2026 වසරේ ජන­වාරි 01 දා සිට ජූනි 30 දක්වා සිදුවූ රථ­වා­හන අන­තුරු 1,323කින් පුද්ග­ල­යන් 1,389 දෙනකු මර­ණ­යට පත්ව ඇති බවද මනෝජ් රණ­ගල මහතා පැව­සු­වේය.

2025 වස­රට සාපේ­ක්ෂව මෙම වස­රේදී අන­තුරු සංඛ්‍යාව 105කින් ද, මරණ සංඛ්‍යාව 107කින් ද ඉහළ ගොස් තිබීම දැඩි කන­ස්ස­ල්ලට කරු­ණක් බව පැවසූ හෙතෙම, මෙම අන­තු­රු­ව­ලින් වැඩි වශ­යෙන්ම විප­තට පත්වන්නේ පදි­ක­යන් සහ පාපැ­දි­ක­රු­වන් බවද කීවේය. අන­ව­ධා­නය, අප­රි­ක්ෂා­කාරී බව, මාර්ග නීති උල්ලං­ඝ­නය කිරීම සහ අධික වේගය මෙන්ම වාහ­න­වල සහ මාර්ග­වල පව­තින දුර්වල නඩ­ත්තුව ද මෙම අන­තුරු සඳහා ඍජු­වම බල­පාන බව හෙතෙම පෙන්වා දුන්නේය.

11 වැනි ජාතික අන­තුරු නිවා­රණ සතිය ජූලි 6 සිට 10 දක්වා පැවැ­ත්වීම නිමි­ත්තෙන් සෞඛ්‍ය ප්‍රව­ර්ධන කාර්යාං­ශයේ පැවති මාධ්‍ය හමු­ව­කදී අද­හස් දක්ව­මින් ඔහු මේ බව පැව­සීය.

අන­තුරු අවම කිරීම සඳහා ශ්‍රී ලංකා පොලී­සිය, පොලි­ස්ප­ති­ව­ර­යාගේ උප­දෙස් මත විශේෂ මෙහෙ­යුම් සහ නව තාක්ෂ­ණික ක්‍රම­වේද හඳුන්වා දී ඇත. අධික වේග­යෙන් ධාව­නය කරන වාහන හඳු­නා­ගැ­නීම සඳහා කිලෝ­මී­ටර තුනක දුරක් ආව­ර­ණය කළ හැකි නවීන වේග­මා­පක අමෙ­රිකා එක්සත් ජන­ප­ද­යෙන් ගෙන්වා දැන­ට­මත් ක්‍රියා­ත්මක කර තිබේ.

නීතිය ක්‍රියා­ත්මක කිරී­මේදී කිසිදු පුද්ග­ල­ය­කුගේ තරා­ති­ර­මක් නොබ­ලන බවත්, මාර්ග­යේදී යම් අන­තු­රක් සිදු වුව­හොත් අනි­වා­ර්ය­යෙන්ම අදාළ පුද්ග­ල­යන් අධි­ක­ර­ණ­යට යොමු කරන බවත් ඔහු තරයේ අව­ධා­ර­ණය කරයි.

ඉදි­රි­යේදී මාර්ග නීති තදින් ක්‍රියා­ත්මක කර දැඩි දඬු­වම් ලබා දීම­ටත්, රියැ­දුරු බල­පත්‍ර අව­ලංගු කිරී­ම­ටත් කට­යුතු කෙරෙනු ඇත. රියැ­දු­රන්ගේ සහ­යෝ­ගය නොමැති නම් මෙම ව්‍යස­නය නැවැ­ත්වීම සඳහා නීතිය දැඩි කිරීම හැර වෙනත් වික­ල්ප­යක් නොමැති බව රණ­ගල මහතා කියා සිටි­යේය. මීට සම­ගා­මීව පාසල් දරු­වන් දැනු­වත් කිරීම සඳහා ජනා­ධි­පති ලේකම් කාර්යා­ලය, ශ්‍රී ලංකා පොලී­සිය සහ අධ්‍යා­පන අමා­ත්‍යාං­ශය එක්ව ‘ටේක් කෙයාර්’ (Take Care) නමින් විශේෂ වැඩ­ස­ට­හ­නක් ද මේ වන විට ආරම්භ කර ඇත.

Special Measures to Curb Road Accidents Involving Pedestrians Using Headphones

The Sri Lankan police have announced plans to implement strict enforcement measures against pedestrians wearing headphones or earphones while walking on the roads. This was stated by Senior Police Officer Manoj Ranagala, the Director of Traffic Management and Road Safety within the Sri Lanka Police.

According to him, there is a growing trend of pedestrians being involved in accidents due to the use of headphones while walking, which obscures their awareness of their surroundings. Although warnings have been issued to such pedestrians, it is now intended to take strict enforcement actions.

He further noted that, on average, more than ten people die daily due to road accidents, with 1,389 individuals killed in 1,323 traffic incidents reported between January 1 and June 30, 2026.

Ranagala expressed serious concern that, compared to the previous year, the number of accidents has increased by 105 and deaths by 107 this year. He highlighted that the most affected groups in these incidents are pedestrians and cyclists. He pointed out that factors such as negligence, violation of road laws, speeding, and the poor maintenance of roads and vehicles directly contribute to these accidents.

During a media briefing held by the Health Promotion Bureau, he made these comments in light of the 11th National Road Safety Week, which will be held from July 6 to 10.

To minimize accidents, the Sri Lankan police, under the guidance of the Inspector General of Police, have introduced special operations and new technological methods. They have already implemented modern speed radar systems imported from the United States that can detect speeding vehicles from a distance of three kilometers.

He emphasized that the law will be enforced without bias towards any individual, and in the event of any violations on the road, the concerned individuals will definitely be subjected to penalties.

During this period, strict enforcement of road laws will be executed, with severe penalties and actions to revoke driver’s licenses. Ranagala noted that without the cooperation of drivers, there are no alternatives to curbing this menace other than strict legal enforcement. Simultaneously, to educate school children, the President’s Secretary’s Office, the Sri Lanka Police, and the Ministry of Education have launched a special program called ‘Take Care’.
