බලහත්කාර ශ්‍රමය යොදා ගනිමින් කැණීම් කරන ලද, නිෂ්පාදනය කරන ලද හෝ නිමවන ලද කිසිදු භාණ්ඩයක් මෙරටට ආනයනය කිරීම රජය විසින් වහාම ක්‍රියාත්මක වන පරිදි තහනම් කර තිබේ.

ඇමෙරිකා එක්සත් ජනපදය විසින් ශ්‍රී ලංකාවට එරෙහිව සියයට 12.5ක නව ආනයන බද්දක් පැනවීමට පියවර ගැනීමත් සමඟ රජය මෙම තීරණය ගෙන ඇත.

ජනාධිපති අනුර කුමාර දිසානායක මහතා විසින් පසුගිය සිකුරාදා අත්සන් කරන ලද අතිවිශේෂ ගැසට් නිවේදනයක් මගින් මෙම නව නියාමනයන් ප්‍රකාශයට පත් කර තිබේ.

ඒ අනුව, ආනයනය කිරීමට අපේක්ෂිත භාණ්ඩ සම්පූර්ණයෙන් හෝ අර්ධ වශයෙන් බලහත්කාර ශ්‍රමය යොදා නිපදවා නොමැති බවට සහතික කෙරෙන ලියකියවිලි රේගු අධ්‍යක්ෂ ජනරාල්වරයා වෙත ඉදිරිපත් කර අනුමැතිය ලබා ගැනීම ආනයනකරුවන්ට අනිවාර්ය වේ.

බලහත්කාර ශ්‍රමය යොදා නිපදවන භාණ්ඩ ආනයනය වැළැක්වීමට ශ්‍රී ලංකාව අපොහොසත් වීම හේතුවෙන්, ඇමෙරිකාව විසින් මෙලෙස නව බදු පැනවූ රටවල් 60 අතරට ශ්‍රී ලංකාව ද ඇතුළත් කර ඇත. ඇමෙරිකානු වෙළඳ නියෝජිත කාර්යාලය (USTR) විසින් ජූනි 02 වැනිදා නිකුත් කරන ලද සවිස්තරාත්මක වාර්තාවකින් පසු මෙම පියවර ගෙන තිබේ.

ශ්‍රී ලංකාව බලහත්කාර ශ්‍රමය සම්බන්ධ තහනම ඵලදායී ලෙස ක්‍රියාත්මක නොකිරීම අසාධාරණ බවත්, එය ඇමෙරිකානු වෙළඳාමට බාධාවක් හෝ සීමා පැනවීමක් බවත් එම වාර්තාව පෙන්වා දී ඇත. විශේෂයෙන්ම කපු සහ කපු මිශ්‍ර රෙදිපිළි මෙන්ම ඇඟලුම් නිෂ්පාදන සම්බන්ධයෙන් මෙහිදී වැඩි අවධානයක් යොමු කර තිබේ.

'උයිගර් බලහත්කාර ශ්‍රමය වැළැක්වීමේ පනත' (UFLPA) යටතේ උතුරු කොරියානු ශ්‍රමය හෝ චීනයේ ෂින්ජියැන්ග් උයිගර් ස්වයං පාලන කලාපයේ ශ්‍රමය යොදා නිපදවන භාණ්ඩ ඇමෙරිකාවට ඇතුළු කිරීම තහනම් කර ඇත.

චීනය සමඟ සබඳතා පවත්වන අතරමැදි නිෂ්පාදකයින් සම්බන්ධයෙන් සිදුකළ විමර්ශනයකදී ශ්‍රී ලංකාව ඇතුළු ආර්ථිකයන් දහයක් පිළිබඳව එම වාර්තාවේ කරුණු අනාවරණය කර තිබේ.

Sri Lanka Bans Imports of Products Made with Forced Labor Following New U.S. Tariff

The Sri Lankan government has swiftly enacted a ban on the importation of any goods that are manufactured or finished using forced labor. This decisive action comes in response to a new 12.5% tariff imposed by the United States on Sri Lankan imports.

President Anura Kumara Dissanayake signed an extraordinary gazette notification last Friday, which set forth the new regulations aimed at ensuring compliance with international labor standards.

As per the new guidelines, importers must present documentation certifying that the goods they intend to import are not produced entirely or partially using forced labor. This documentation must be submitted to the Director General of Customs for approval.

In light of Sri Lanka’s lack of effective enforcement of forced labor prohibitions, the country has been included in a list of 60 nations subjected to the new U.S. tariffs, following a detailed report released by the Office of the United States Trade Representative (USTR) on June 2.

The report highlighted that Sri Lanka's failure to adequately address forced labor issues was detrimental and posed barriers to American trade. It specifically noted concerns regarding the production of garments and textile blends.

The implementation of the Uyghur Forced Labor Prevention Act (UFLPA) prohibits the entry of goods made with labor from North Korea or the Xinjiang Uyghur Autonomous Region in China into the U.S. market.

Additionally, the report revealed that investigations into intermediaries engaged with China had scrutinized ten economies, including Sri Lanka.
