ජාතික බුද්ධි ප්‍රධානී, රාජ්‍ය බුද්ධි සේවාව, පොලිස් විශේෂ කාර්යාංශය සහ දකුණු පළාත් ජ්‍යෙෂ්ඨ නියෝජ්‍ය පොලිස්පතිවරයා විසින් ලබා දී ඇති බුද්ධි තක්සේරු වාර්තා සැලකිල්ලට ගනිමින් පොලිස්පතිවරයා මෙම තීරණයට එළැඹ ඇත. ඒ අනුව ක්‍රියාත්මක වූ මාතර දිස්ත්‍රික් ලේකම් චන්දන තිලකරත්න මහතා, ලබන 28 වැනිදා පැවැත්වීමට නියමිත පෙරහරේ කාවඩි නර්තන අංගය ඉවත් කිරීමට අවශ්‍ය පියවර ගන්නා ලෙස දෙවිනුවර බස්නායක නිලමේ ආරච්චිගේ තිළිණ මධුශංක මහතා වෙත දැනුම් දී තිබේ.

බුද්ධි අංශ වාර්තා පෙන්වා දෙන්නේ, මෙවර කාවඩි කණ්ඩායම් තෝරා ගැනීමේදී 'දෙහි බාලේ මල්ලී' සහ 'උණාකුරුවේ ශාන්ත' යන සංවිධානාත්මක අපරාධ කල්ලි දෙකක් අතර දැඩි මතභේදකාරී තත්ත්වයක් හටගෙන ඇති බවයි. පසුගිය වසරේදී විනය විරෝධී ලෙස හැසිරුණු කාවඩි කණ්ඩායම් කිහිපයක් මෙවර ඉවත් කිරීමට පියවර ගැනීමත් සමඟ මෙම තත්ත්වය තවදුරටත් උග්‍ර වී තිබේ.

මේ අතර, විදේශගතව සිටින 'කංජිපානි ඉම්රාන්' නමැති අපරාධකරු විසින්, තමන්ගේ පාර්ශ්වයේ කාවඩි කණ්ඩායම්වලට අවස්ථාව නොදුනහොත් පෙරහරේදී ගැටලු ඇති කරන බවටත්, බස්නායක නිලමේවරයාට මරණ තර්ජන එල්ල කරමින් සමාජ මාධ්‍ය ඔස්සේ හඬ පට නිකුත් කර ඇති බවත් අනාවරණය වේ. ඊට ප්‍රතිචාර වශයෙන් 'දෙහි බාලේ මල්ලී' නමැත්තා ද තර්ජනාත්මක හඬපට නිකුත් කර ඇති අතර ඒවා ප්‍රධාන මාධ්‍ය සහ සමාජ මාධ්‍ය ඔස්සේ ප්‍රචාරය වී තිබිණි.

ජූලි 28 වැනිදා පැවැත්වෙන කාවඩි පෙරහර නැරඹීමට 40,000 ක පමණ පිරිසක් පැමිණෙනු ඇතැයි අපේක්ෂා කරන අතර, එහිදී සංවිධානාත්මක අපරාධකරුවන්ගේ අනුගාමිකයන් අතර ගැටුමක් ඇති වීමේ හෝ ඩ්‍රෝන (Drones) තාක්ෂණය භාවිත කරමින් කිසියම් ප්‍රහාරයක් එල්ල වීමේ දැඩි අවදානමක් පවතින බවට බුද්ධි අංශ අනතුරු අඟවා ඇත. 

එවැනි අනපේක්ෂිත සිදුවීමක් සිදුවුවහොත් එය ජාත්‍යන්තර වශයෙන් රටට මහත් අපකීර්තියක් මෙන්ම සංචාරක ව්‍යාපාරයට ද දැඩි බලපෑමක් වනු ඇතැයි එම වාර්තාවල වැඩිදුරටත් සඳහන් වේ.

මහජන සාමය ආරක්ෂා කිරීම සහ විය හැකි බරපතළ අපරාධ වැළැක්වීම වෙනුවෙන් අවශ්‍ය වුවහොත් මේ සඳහා අධිකරණ නියෝගයක් ලබා ගැනීමට කටයුතු කරන ලෙස ද පොලිස්පතිවරයා උපදෙස් දී තිබේ.

මේ අතර, පෙරහරේ විවිධ දිනවල නායකත්වය ලබා දෙන නිලධාරීන් සම්බන්ධයෙන් ද සංශෝධන සිදු කර ඇති අතර, හයවන පේළි පෙරහර හෙවත් කාවඩි පෙරහර සඳහා බස්නායක නිලමේවරයා ලෙස ආරච්චිගේ තිළිණ මධුශංක මහතා ගමන් කිරීමට නියමිතව තිබුණ ද, අවසන් රන්දෝලි මහා පෙරහරේ බස්නායක නිලමේවරයා ලෙස දෙවිනුවර ප්‍රදේශයේ ප්‍රකට ව්‍යාපාරිකයකු වන නුවන්ජිත් සෙල්ලහේවා මහතා ගමන් කිරීමට නියමිතව ඇත.

Police Chief Orders Removal of Kavadi Dance from Historic "Esala Perahera" Amid Security Concerns

The upcoming 769th annual Esala Perahera at the historic Devinuwara Vishnu Devalaya will not feature the traditional Kavadi dance, following a directive from Inspector General of Police, Priyanta Weerasuriya. This decision was communicated to the Matara District Secretary in writing as a precautionary measure.

This move comes in light of intelligence assessments provided by various agencies, including the National Intelligence Chief, the State Intelligence Service, specialized police units, and the Senior Deputy Inspector General of Police for the Southern Province. Accordingly, Matara District Secretary Chandana Thilakaratne has been tasked with instructing the necessary measures to exclude the Kavadi dance from the festivities scheduled for July 28.

Intelligence reports have indicated that a significant clash is anticipated between two organized crime factions, "Dehiwala Malli" and "Unakuruvwe Shanta," as they vie for control over the Kavadi dance participation this year. Previous disciplinary issues linked to some Kavadi teams have heightened tensions, prompting the decision to withdraw certain groups from participation.

Concerns escalated when a criminal identified as "Kanjipani Imran," currently living abroad, threatened to create disturbances during the procession if his affiliated Kavadi teams were denied participation. Notably, he also issued death threats against the relevant authorities through social media. In response, a member from the "Dehiwala Malli" faction released a threatening audio message, which has circulated widely across mainstream and social media.

Anticipations suggest that approximately 40,000 people will attend the Kavadi procession on July 28. However, intelligence reports underscore a severe risk of violence between rival organized criminals, with possibilities of drone technology being used to execute an attack during the event.

Should any unforeseen incidents occur, they could lead to significant international embarrassment for the nation, along with a serious impact on the tourism industry, the reports warn.

To ensure public safety and prevent potential serious crimes, the police chief has advised taking judicial measures if deemed necessary.

Additionally, modifications have been made regarding the leadership of officials overseeing the procession. While Madushanka, the Basnayake Nilame, was initially slated to lead the Kavadi procession for the sixth year, the role is now expected to be undertaken by Nuwanji Sellahewage, a well-known businessman from Devinuwara for the final Randoli Perahera.
