සයිබර් සොරකම් හේතුවෙන් රජයට සිදුවන මූල්ය පාඩු පියවා ගැනීම සඳහා මහජනතාවගේ බදු මුදල් භාවිත කරන්නේ නම්, ඒ පිළිබඳව අයවැය ලේඛනය මගින් පැහැදිලිව අනාවරණය කළ යුතු බව ජාත්යන්තර මූල්ය අරමුදල අවධාරණය කරයි.
මෙරට ජාත්යන්තර මූල්ය අරමුදල් මෙහෙයුම් ප්රධානී එවන් පැපපෝර්ජියෝ මහතා ප්රකාශ කර ඇත්තේ, එවැනි ඕනෑම මූල්ය පියවීමක් රාජ්ය මූල්ය කළමනාකරණ පනතේ විධිවිධානවලට අනුකූලව සිදු විය යුතු බවයි.
අයවැය ලේඛනයට මෙවැනි තොරතුරු ඇතුළත් කිරීම මගින් පාර්ලිමේන්තු අධීක්ෂණයට සහ මහජන විනිවිදභාවයට අවස්ථාව සැලසෙන බවත්, ඒ සඳහා නිසි නීතිමය පදනමක් තිබිය යුතු බවත් ඔහු පෙන්වා දෙයි.
සයිබර් සොරකම් හේතුවෙන් සිදුවන පාඩු පියවීමට මහජන මුදල් යොදා ගැනීම අභ්යන්තර පාලන ක්රමවේද සහ විගණන ක්රියාවලියට යටත් විය යුතු බව ද හෙතෙම සඳහන් කළේය.
මෑතකදී මුදල් අමාත්යාංශයේ විද්යුත් තැපැල් පද්ධතියට ඇතුළු වූ හැකර්වරුන් පිරිසක්, ඕස්ට්රේලියාවේ 'එක්ස්පෝර්ට් ෆයිනෑන්ස්' ආයතනයට ගෙවිය යුතු ඇමෙරිකානු ඩොලර් මිලියන 25ක මුදලක් වංචනික ලෙස වෙනත් ගිණුම් කිහිපයකට හරවා යැවීමට උත්සාහ කර තිබේ. මෙම සිද්ධිය සම්බන්ධයෙන් අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව දැනටමත් පුළුල් විමර්ශනයක් ආරම්භ කර ඇත.
මීට අමතරව, ඉන්දියාවේ එක්සිම් බැංකුව වෙත සිදු කිරීමට ගිය ගෙවීමක් ද වංචනික ලෙස වෙනස් කිරීමට උත්සාහ දරා ඇති අතර, ජේ.පී. මෝගන් සමාගමේ ගෝලීය වංචා වැළැක්වීමේ මෙහෙයුම් කණ්ඩායම මැදිහත් වී එම ගෙවීම නතර කර තිබේ.
පසුගිය ජනවාරි 06 වැනිදා මුදල් අමාත්යාංශයට එල්ල වූ මෙම සයිබර් තර්ජනය හඳුනා ගැනීමෙන් පසු, රාජ්ය ණය කළමනාකරණ කාර්යාලය සහ අදාළ බැංකු එක්ව සිදු කළ විමර්ශනවලදී තවත් වංචනික ගෙවීම් කිහිපයක් අනාවරණය වී ඇත.
එහිදී එක්සත් රාජධානියට ඩොලර් මිලියන 1.2ක්, ජර්මනියට යුරෝ මිලියන 4ක් සහ බෙල්ජියමට යුරෝ මිලියන 60ක් ලෙස සිදු කිරීමට නියමිතව තිබූ ගෙවීම් තුනක් සම්බන්ධ උපදෙස් වංචනික ලෙස වෙනස් කර තිබූ බව හඳුනාගෙන තිබේ. කෙසේ වෙතත්, නිලධාරීන්ගේ කඩිනම් මැදිහත්වීම මත එම ගෙවීම් නතර කර නිවැරදි ගිණුම් වෙත යොමු කිරීමට පියවර ගෙන ඇත.
වර්තමානය වන විට සයිබර් සොරකම් වඩාත් සංකීර්ණ වී ඇති අතර, එමගින් රාජ්ය මූල්ය පද්ධතියට විශාල අවදානමක් එල්ල වී ඇති බව පැපපෝර්ජියෝ මහතා පවසයි.
මෙම තත්ත්වය පාලනය කිරීම සඳහා ජාත්යන්තර මූල්ය අරමුදල ශ්රී ලංකාවට තාක්ෂණික සහාය ලබා දෙන බවත්, විශේෂයෙන්ම රාජ්ය මූල්ය පාලන පද්ධති ශක්තිමත් කිරීම, අභ්යන්තර පාලන ක්රමවේද විධිමත් කිරීම සහ නව ණය කළමනාකරණ තොරතුරු පද්ධති ස්ථාපිත කිරීම සඳහා සහාය වන බවත් ඔහු වැඩිදුරටත් ප්රකාශ කළේය.
IMF Urges Transparency on Use of Public Funds to Address Cybercrime Losses
The International Monetary Fund (IMF) has highlighted the necessity for government transparency in the handling of financial losses incurred due to cybercrime, particularly when public taxpayer money is involved. Such accountability should be clearly outlined in the budget documentation.
Evans Papageorgiou, the head of IMF operations in Sri Lanka, emphasized that any financial measures taken in response to these losses must comply with the regulations set out in the Public Financial Management Act.
Including this information in budget documents not only facilitates parliamentary oversight but also enhances public transparency, he pointed out, stressing the need for a solid legal foundation for such disclosures.
He noted that the utilization of public funds to cover losses from cyber theft must be subjected to internal control mechanisms and auditing processes.
In a recent incident, a group of hackers breached the Ministry of Finance’s email system, attempting to illicitly reroute a payment of $25 million designated for 'Export Finance' in Australia to several other accounts. The Criminal Investigation Department has already initiated an extensive probe into this matter.
Furthermore, there was an unsuccessful attempt to fraudulently alter a payment earmarked for Axis Bank in India; intervention by the global fraud prevention team of J.P. Morgan successfully halted this payment.
After the recognition of this cyber threat on January 6, the Debt Management Office, together with concerned banks, uncovered additional fraudulent transactions during their investigations.
It was found that there had been attempts to alter three significant payments—including $1.2 million to the United Kingdom, €4 million to Germany, and €60 million to Belgium. Prompt intervention by officials led to the cancellation of these fraudulent transfers, redirecting them to the correct accounts.
Papageorgiou stated that cybercrime has become increasingly sophisticated, posing a substantial risk to the state financial system.
To manage this escalating threat, the IMF is providing technical assistance to Sri Lanka, particularly aimed at strengthening public financial management systems, enhancing internal control measures, and establishing new debt management information systems.
