පසුගිය වසරේදී පමණක් බන්ධනාගාර ආයතන 22කින් ජංගම දුරකථන 5,083ක් සොයාගෙන ඇති අතර, ඉන් බහුතරයක් පාතාල සාමාජිකයන් සන්තකයේ තිබී හමු වූ ඒවාය. මීට අමතරව දුරකථන චාජර් 970ක්, සිම් කාඩ්පත් 4,149ක් සහ වෙනත් උපාංග 3,111ක් ද බන්ධනාගාර නිලධාරීන් භාරයට ගෙන තිබේ.

මෙම උපකරණ බන්ධනාගාර තුළට රහසිගතව රැගෙන ඒම වැළැක්වීමට විධිමත් පියවර නොගැනීම හේතුවෙන්, රැඳවියන් බන්ධනාගාර තුළ සිටම විවිධ නීතිවිරෝධී ක්‍රියා සහ පාතාල ක්‍රියාකාරකම් මෙහෙයවන බව විගණන නිලධාරීන් නිරීක්ෂණය කර ඇත.

In a troubling revelation, the National Audit Office has disclosed that authorities have been unsuccessful in re-arresting 709 individuals, including members of organized crime groups, who escaped from various correctional facilities. This statistic is part of a broader assessment concerning prison management and security.

Over the past five years, a total of 1,181 inmates have reportedly fled or evaded custody before completing their sentencing. Alarmingly, some of these escaped individuals are believed to have left the country, raising concerns about the reach of these criminal networks.

The audit report also sheds light on numerous illegal activities occurring within prison walls. In the last year alone, 22 correctional facilities have confiscated 5,083 mobile phones, the majority of which were found in the possession of gang members. Additionally, officers seized 970 phone chargers, 4,149 SIM cards, and 3,111 other devices.

These findings point to a significant gap in security measures, with the lack of stringent protocols allowing inmates to conduct various illegal operations and manage gang activities from within the prisons. The observations made by audit officials highlight the urgency for reform in prison administration practices.

Moreover, the report stresses that these circumstances pose a serious threat to public safety, a concern emphasized further in the Department of Prisons’ annual report for 2025. Without immediate action, the integrity of the correctional system and the safety of the broader community remain at critical risk.
