ප්‍රාදේශීය වශයෙන් සමාජ සහ ආර්ථික දියුණුව ළඟා කරගත හැකි අන්දමින් ප්‍රාදේශීය පරිපාලන ඒකක සංවර්ධන ඒකක බවට පරිවර්තනය කිරීමේ සැලැස්මක් සකස් කරන ලෙස ජනාධිපති අනුර කුමාර දිසානායක මහතා නිලධාරීන්ට උපදෙස් දුන්නේය.

මෙරට දැනට ක්‍රියාත්මක පරිපාලන ක්‍රමයට දශක ගණනාවක් ගතව තිබුණ ද ජනතාවගේ බොහෝ ගැටලුවලට විසඳුම් ලැබී නොමැති බව පෙන්වා දුන් ජනාධිපතිවරයා  සුළු සංශෝධන කරමින්, පවතින ක්‍රමයම ඉදිරියට පවත්වාගෙන යා හැකි වුවද, මේ රටේ ජනතාවගේ අපේක්ෂාව සමස්ත පරිවර්තනයක් බව ද පෙන්වා දුන්නේය.

එම කාර්යය එකවර සිදු කළ නොහැකි වුවත්, පරිපාලන ක්ෂේත්‍රය තුළ ඒ පිළිබඳ සංවාදයක් ඇති කරමින් ඊට මුලපිරීමේ වැදගත්කම ජනාධිපතිවරයා වැඩිදුරටත් පෙන්වා දුන්නේය.

ජනාධිපති අනුර කුමාර දිසානායක මහතා  මේ බව සඳහන් කළේ රාජ්‍ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන 

අමාත්‍යාංශයට අදාළව 2026 වසරේ වෙන් කෙරුණු අයවැය ප්‍රතිපාදන මත ක්‍රියාත්මක ව්‍යාපෘතිවල ප්‍රගතිය සමාලෝචනය සහ 2027 අයවැය යෝජනා පිළිබඳ සාකච්ඡාවකට ජනාධිපති කාර්යාලයේදී එක් වෙමිනි. 

රාජ්‍ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්‍යාංශය යටතේ ක්‍රියාත්මක වන රාජ්‍ය පරිපාලන අංශය, ස්වදේශ කටයුතු අංශය සහ පළාත් පාලන අංශය වෙනුවෙන් 2026 අයවැයෙන් වෙන් කරන ලද රුපියල් මිලියන 60,430.04 ක ප්‍රාග්ධන වියදම් සහ රුපියල් මිලියන 706,226.83ක පුනරාවර්තන වියදම් යටතේ ක්‍රියාත්මක ව්‍යාපෘතිවල ප්‍රගතිය සහ ඉදිරි සැලසුම් මෙන්ම 2027 අයවැය යෝජනා පිළිබඳව මෙහිදී පුළුල් ලෙස විමසා බැලිණි.

රාජ්‍ය ආයතන ඩිජිටල්කරණය කිරීමේ වැඩපිළිවෙළ පිළිබඳව මෙහිදී විශේෂ අවධානය යොමු කෙරුණු අතර දිස්ත්‍රික් ලේකම් කාර්යාල සහ ප්‍රාදේශීය ලේකම් කාර්යාල මගින් ජනතාවට සපයන සේවා අතරින් ඩිජිටල් තාක්ෂණය ඔස්සේ සැපයිය හැකි සේවාවන් පිළිබඳ ඉදිරි මාස කිහිපය තුළ අධ්‍යයනයක් සිදු කර වාර්තාවක් ලබා දෙන ලෙස ද ජනාධිපතිවරයා උපදෙස් දුන්නේය.

අම්පාර, මඩකලපුව, කෑගල්ල, පොළොන්නරුව යන දිස්ත්‍රික් ලේකම් කාර්යාල සංකීර්ණවල සිදු කෙරෙන ඉදිකිරීම් කටයුතුවල ප්‍රගතිය සහ කලුතර, පිටබැද්දර, අගුණකොළපැලැස්ස, රත්මලාන, කෝට්ටේ සහ කොළොන්නාව ඇතුළු ප්‍රාදේශීය ලේකම් කාර්යාලවල ඉදිකිරීම් කටයුතුවල ප්‍රගතිය පිළිබඳව ද මෙහිදී සාකච්ඡා විය.

මේ වන විට රට පුරා ඌන උපයෝජිත ගොඩනැගිලි ඉදිකිරීම් 2000කට අධික සංඛ්‍යාවක් පවතින බව මුදල් අමාත්‍යාංශයේ නිලධාරීහු මෙහිදී පෙන්වා දුන් අතර, දැනට පවතින සියලු ඉදිකිරීම්වල අවශ්‍යතාව පිළිබඳ නිසි අධ්‍යයනයක් සිදු කර අත්‍යාවශ්‍ය ඉදිකිරීම් සඳහා  පමණක් ප්‍රමුඛතාව ලබා දෙන ලෙස ජනාධිපතිවරයා උපදෙස් දුන්නේය. 

පළාත් සභා සහ පළාත් පාලන අංශය යටතේ රජයේ අරමුදල් සහ විදේශ ආධාර මත ක්‍රියාත්මක ව්‍යාපෘති පිළිබඳව ද මෙහිදී සාකච්ඡාවට ගැණුනු අතර මහ කොළඹ අපජල කළමනාකරණ ව්‍යාපෘතියේ කටයුතු පිළිබඳව දීර්ඝ ලෙස සාකච්ඡා කෙරිණි. 2015 වසරේ සිට වරින් වර ක්‍රියාත්මක වන මෙම ව්‍යාපෘතිය සහ කොළඹ නගර සභා බල ප්‍රදේශයට අදාළ සමස්ත ජලාපවහන පද්ධති පිළිබඳ අදාළ සියලු ආයතන ඒකාබද්ධව සාකච්ඡා කර සැලැස්මක් සකස් කරන ලෙස ද ජනාධිපතිවරයා උපදෙස් දුන්නේය.

පළාත් සභා සහ පළාත් පාලන අමාත්‍යාංශය යටතේ ක්‍රියාත්මක 1927 වසරේ ආරම්භ කළ ණය සංවර්ධන අරමුදල පිළිබඳව ද මෙහිදී සාකච්ඡාවට ලක් විය.

පළාත් පාලන ආයතනවලට අයත් ග්‍රාමීය කුඩා පාලම් සංවර්ධන ව්‍යාපෘතිවල මෙම වසරේ ප්‍රගතිය ද මෙහිදී සමාලෝචනය කෙරුණු අතර  ග්‍රාමීය කුඩා පාලම් සංවර්ධනය වෙනුවෙන් 2026/2029 වර්ෂ සඳහා රුපියල් මිලියන 6793ක ප්‍රතිපාදන වෙන් කිරීමට නියමිත අතර, ඒ අනුව 2026 වසරේ වෙන් කෙරුණු රුපියල් මිලියන 1050ක ප්‍රතිපාදන යටතේ ක්‍රියාත්මක ව්‍යාපෘතින්හි 29%ක ප්‍රගතියක් ලබා ඇති බව සඳහන් කෙරිණි. මෙම වැඩසටහන සහ දිස්ත්‍රික් සම්බන්ධීකරණ කමිටුවල අවශ්‍යතාව සලකා බලා ග්‍රාමීය පාලම් ඉදිකිරීම් ව්‍යාපෘති වඩාත් කාර්යක්ෂමව ක්‍රියාවට නංවන ලෙස ජනාධිපතිවරයා උපදෙස් දුන්නේය. 

එමෙන්ම, විශ්‍රාම වැටුප් දෙපාර්තමේන්තුවේ සහ රෙජිස්ට්‍රාර් ජෙනරාල් දෙපාර්තමේන්තුවේ කටයුතු පිළිබඳව ද මෙහිදී අවධානය යොමු කෙරුණු අතර 750,000 ක පමණ පිරිසක් මේ වන විට විශ්‍රාම වැටුප් හිමිකම ලබා ගන්නා බව මෙහිදී අනාවරණය කෙරිණි.

අමාත්‍යවරුන් විසින් නිල නිවාස ලෙස භාවිතා කරනු ලැබූ බංගලා  සහ නිවාස ආර්ථිකමය වශයෙන් ඵලදායී කාර්යයන් සඳහා යෙදවීම වෙනුවෙන් සකස් කර ඇති වැඩසටහනේ ප්‍රගතිය ද විමසා බැලු ජනාධිපතිවරයා, එම සම්පත්වලින් නිසි ප්‍රයෝජන ලබා ගැනීම වෙනුවෙන් එම කටයුතු කඩිනම් කරන ලෙස ද උපදෙස් දුන්නේය. 

පළාත් පාලන ආයතනවල කටයුතු පවත්වාගෙන යාමේදී මතුව ඇති ගැටලු පිළිබඳව ද මෙහිදි අවධානය යොමු කෙරුණු අතර යන්ත්‍ර සූත්‍ර ලබා ගැනීම, ආදායම් උත්පාදන කාර්යයන් සඳහා අවශ්‍ය පහසුකම් සැපයීම පිළිබඳවද දීර්ඝ ලෙස සාකච්ඡා කෙරිණි.  අනෙකුත් පොදු සේවාවන්වලදී රාජ්‍ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්‍යාංශය මගින් ලබා දෙන දායකත්වය වඩා විධිමත් කිරීම පිළිබඳව ද අවධානය යොමු කෙරුණු අතර පළාත් පාලන ආයතනවලට අවශ්‍ය පොදු පහසුකම් ලබා දීම, අලුතින් බඳවා ගන්නා නිලධාරීන්ට අවශ්‍ය පුහුණුව ලබා දීම ඇතුළු කටයුතු වඩාත් ඵලදායී ලෙස ක්‍රියාත්මක කිරීම පිළිබඳව ද අවධානය යොමු විය. ‍

President Directs Officials to Transform Local Administrative Units for Socio-Economic Development

In a significant move, President Anura Kumara Dissanayake has instructed officials to devise a plan for converting local administrative units into development units, aimed at fostering social and economic growth within communities.

Despite decades of existing administrative systems in the country, the President pointed out that many public issues remain unresolved. He emphasized the necessity for a comprehensive overhaul, suggesting that while minor amendments to the current system might be possible, the populace's expectations demand a total transformation.

Recognizing that such a transformation cannot be accomplished overnight, he underlined the importance of initiating discussions within the administrative sector to pave the way for future changes.

This assertion was made during a meeting at the Presidential Office, concerning the progress of projects under the budgetary allocations for 2026 and discussions on budget proposals for 2027 related to the ministries of Public Administration, Provincial Councils, and Local Government.

For the development initiatives operating under the ministry, over Rs. 60.43 billion was earmarked for recurrent expenditures and Rs. 706.23 billion for developmental activities in the 2026 budget. The progress of these initiatives and future plans, alongside the budget proposals for 2027, were thoroughly reviewed during the discussions.

Special attention was directed towards digitizing state institutions, with the President calling for a study on the services provided through digital technology by District and Divisional Secretariats. He requested a report on this evaluation within the coming months.

The progress of construction activities at district secretariats in Ampara, Matale, Kegalle, and Polonnaruwa, as well as improvements at various divisional secretariats including Kalutara, Pitabeddara, Agunukolapelessa, Rathmalana, Kotte, and Colombo, was also discussed.

Officials from the Ministry of Finance indicated that there are currently over 2,000 projects underway across the country. The President instructed that a thorough assessment of all existing constructions be undertaken to prioritize essential building projects exclusively.

Moreover, the meeting included discussions on projects funded by government grants and foreign assistance operating under the Provincial Councils and Local Government Ministry, with an extensive dialogue on the Greater Colombo Drainage Management Project. Since its initiation in 2015, this project has seen annual implementations requiring a cohesive strategy involving all relevant institutions.

In addition, the meeting addressed the Development Credit Fund, established in 1927, related to the Provincial Councils and Local Government Ministry.

Progress reports on rural small bridge development projects within provincial local authorities were also evaluated, with an allocation of Rs. 6.793 billion planned for the years 2026/2029. It was noted that projects under Rs. 1.05 billion allocated for 2026 have achieved 29% of their intended goals. The President urged that the execution of rural bridge constructions be made more efficient while considering the requirements of district coordination committees.

Attention was also drawn to the National Pension Department and the Registrar General's Department, with revelations that approximately 750,000 individuals currently receive pension entitlements.

During the meeting, progress was reviewed on a program aimed at repurposing residential properties used by ministers for economically fruitful activities. The President instructed that efforts be expedited to ensure these assets are efficiently utilized.

Concerns regarding current challenges faced by provincial authorities were addressed, including discussions on acquiring machinery and providing necessary facilities for revenue-generating activities. The need to enhance the contributions made by the ministries of Public Administration, Provincial Councils, and Local Government in other public services was emphasized. Proposals for providing essential resources to local government institutions and training for newly recruited officials to operate more effectively were also highlighted.

Participating in the discussions were the Minister of Public Administration, Provincial Councils and Local Government A.H.M.H. Abeyratne, Minister of Labour and Deputy Minister of Finance and Planning Dr. Anil Jayathilaka Perera, Deputy Minister of Provincial Councils and Local Government Ruwan Senaratne, Secretary to the President Dr. Nandik Sandanayake, Chief of Staff to the President Prabath Chandrakeerthi, Senior Additional Secretary to the President Roshan Gamagedara, Secretary to the Ministry of Finance, Planning and Economic Development Dr. Harshana Suriyapperuma, and Secretary to the Ministry of Public Administration, Provincial Councils and Local Government S. Aloka Bandara, along with various officials from the Ministry of Finance and relevant ministries.
