 මඟී ඩ්‍රෝන යානා සේවාවක් ශ්‍රී ලංකාව තුළ ආරම්භ කිරීම සඳහා සැලසුම් කිරීමට විශේෂ සාකච්ඡාවක් වරාය සහ සිවිල් ගුවන්සේවා අමාත්‍යාංශ පරිශ්‍රයේදී පැවැත්වූයේ, අමාත්‍යය අනුර කරුණාතිලක මහතාගේ ප්‍රධානත්වයෙන්.

නියෝජ්‍ය අමාත්‍ය ජනිත රුවන් කොඩිතුවක්කු, අමාත්‍යාංශ ලේකම් ඩබ්.ඩබ.එස්.මංගල, සිවිල් ගුවන්සේවා අධිකාරියේ අධ්‍යක්‍ෂ ජනරාල් දමිත් රඹුක්වැල්ල මහත්වරුන් සමඟ අධිකාරියේ ජ්‍යෙෂ්ඨ නිලධාරීන් ද මෙම සාකච්ඡාවට එක් වූහ.

මෙම සාකච්ඡාවේ අනෙක් පාර්ශවය වූයේ මඟී ඩ්‍රෝන යානා සේවාව සැපයීමට ඉදිරිපත් වී සිටින චීනයේ ඊ - හැංග් (E - Hang) සමාගමේ ප්‍රධාන මූල්‍ය නිලධාරී කෝනර් යැං (Mr. Conor Yang) මහතා සහ මෙහෙයුම් සාමාන්‍යාධිකාරී ෂියාඕ නා ලී (Ms. Xiao Na Lee) මහත්මිය ප්‍රමුඛ නියෝජිතයින් කණ්ඩායමක්.

සාකච්ඡාවේදී ප්‍රථමයෙන්ම විෂයභාර අමාත්‍යවරයා කරුණු පැහැදිලි කරමින්, ශ්‍රී ලංකාව තුළ මඟී ඩ්‍රෝන යානා සේවාවක් ආරම්භ කිරීම, සංචාරක කර්මාන්තයේ ප්‍රවර්ධනයටත්, හදිසි ආපදා සේවා සඳහා යොදාගැනීමත්, සමුද්‍රීය ක්ෂේත්‍රය තුළ නාවික අවශ්‍යතා සපයාගැනීමටත් සුදුසු පරිදි යොදාගැනීම ප්‍රධාන අරමුණු බවයි.

එමෙන්ම මෙම යානා තුළ ගමන් කරන මඟීන්ගේ සුරක්ෂිතභාවය හා වගකීම කෙසේ විය යුතු ද යන්න සාකච්ඡාවට භාජනය විය.

මඟී ඩ්‍රෝන යානා මෙහෙයුම් ශ්‍රී ලංකාවේ වාණිජ වශයෙන් ආරම්භ කිරීමට පෙර, ගුවන් ආරක්ෂාව, නියාමන රාමුව, ගුවන් මාර්ග පාලනය, හදිසි මෙහෙයුම්, සයිබර් ආරක්ෂාව, දත්ත ආරක්ෂාව සහ ගොඩබැස්සවීම් ස්ථාන ඇතුළු සියලු කරුණු සම්බන්ධයෙන් වරාය සහ සිවිල් ගුවන්සේවා අමාත්‍යාංශයෙන්, ශ්‍රි ලංකා සිවිල් ගුවන්සේවා බලධාරීන්ගේ විධිමත් අනුමැතිය අනිවාර්යයෙන් අවශ්‍ය බව විෂයභාර අමාත්‍යවරයා අවධාරණය කරනු ලැබුවා.

මෙම ව්‍යාපෘතිය ක්‍රියාත්මක කිරීම සඳහා ශ්‍රී ලංකා ගුවන්සේවා අධිකාරියට අමතරව ආරක්ෂක අමාත්‍යාංශය, ගුවන් හමුදාව, විදුලි සංදේශ නියාමන කොමිෂන් සභාව, ආයෝජන මණ්ඩලය (BOI), වරාය නගර කොමිසම, ශ්‍රි ලංකා සංචාරක සංවර්ධන අධිකාරිය සහ ගුවන්තොටුපළ හා ගුවන්සේවා සමාගම බලධාරීන් ඇතුළු ආයතන රැසක් සමඟ සම්බන්ධීකරණය අවශ්‍ය බව තීරණය විය.

විශේෂයෙන් දුරස්ථ පාලනය සහ සන්නිවේදන තාක්ෂණය භාවිතා වන බැවින් විදුලි සංදේශ සම්බන්ධ අනුමැතීන් ද අවශ්‍ය බව, අමාත්‍යවරයා ඇතුළු නිලධාරීන් පෙන්වා දුන්හ.

මෙම සාකච්ඡාවේදී ඊ හැංග් බලධාරීන් මඟී ඩ්‍රෝන යානා තාක්ෂණය පිළිබඳව දීර්ඝ ලෙස පැහැදිලි කිරීමක් සිදු කරන ලදී.

මෙම යානා eVTOL (electric Vertical Takeoff and Landing) යාන ලෙස හඳුන්වනවා. එසේ වන්නේ යානාව සිරස්ව ඉහළට ගුවන්ගත වීමටත්, සිරස්ව පහළට ගොඩබෑමටත් හැකි සහ විදුලි බලයෙන් ක්‍රියාත්මක වන යානාවක් වීමයි. ඒ නිසා ‍ගොඩබෑමට හා ගුවන්ගත වීම අවශ්‍ය වන්නේ වර්ග මීටර් 900කට වඩා අඩු ඉඩ ප්‍රමාණයක්. මඟීන් දෙදෙනෙකුට ගමන් කළ හැකි යානයක ප්‍රචාලන පංකා 16ක් ක්‍රියාත්මක වේ. හදිසි අවස්ථාවකදී ගොඩබෑමට අවශ්‍ය වන්නේ පංකා 4ක ක්‍රියාකාරිත්වය පමණි.

එක් ප්‍රධාන පාලන මැදිරියක සිට යාන ස්වයංක්‍රීයව පාලනය කරන අතර, AI තාක්ෂණය ඒ සඳහා යොදාගනී.

බැටරි කට්ටල 12ක් සහ ගුවන් පාලන පද්ධති 03කින් මෙම යානාව සමන්විත නිසා හදිසි හෝ දෝෂ අවස්ථාවකදී යානයේ ස්ථාවරත්වය සහ ආරක්ෂාව පවත්වාගැනීමට ද හැකි වේ. 

සංචාරක ක්ෂේත්‍රයේ දී සීගිරිය, පිදුරංගල වැනි උස් මට්ටමේ ඓතිහාසික ස්ථාන නැරඹීමට වඩාත් ඵලදායී ලෙස යොදාගැනීමටත්, වරාය නගරයේ හා කොළඹ නගරය තුළ සංචාරකයින්ගේ අවශ්‍යතා සඳහා ද යොදාගැනීමටත් ඇති හැකියාව පිළිබඳව සාකච්ඡාවේදී අදහස් හුවමාරු විය. 

වරාය නගරය තුළ මෙම යානා මෙහෙයුම් සිදු කරමින් ආදර්ශ කලාපයක් ඇති කිරීමට ද අදහස් යෝජනා පල විය.

ඊ හැංග් බලධාරීන් ප්‍රකාශ කළේ කටුනායක ගුවන්තොටුපළේ සිට කොළඹ නගරයේ පිහිටි හෝටලයකට පැමිණෙන සංචාරකයෙකුට එක් ගමනකට ඇමරිකන් ඩොලර් 20ත් 30ත් අතර මුදල් ප්‍රමාණක් වැය කිරීමට සිදුවන බවයි.

Special Discussions Held to Launch Passenger Drone Services in Sri Lanka

A pivotal discussion took place in the premises of the Ministry of Ports and Civil Aviation, under the leadership of Minister Anura Yapa Karunaratne, aimed at planning the introduction of passenger drone services in Sri Lanka.

Among those present were Deputy Minister Janith Ruwan Kodituwakku, Secretary to the Ministry D.B.S. Mangala, and Director General of the Civil Aviation Authority Dammika Rambukwella, alongside senior officials from the Ministry.

Representatives from the Chinese company E-Hang, which is poised to provide the passenger drone service, also contributed to the dialogue. Financial Officer Mr. Conor Yang and Operations General Manager Ms. Xiao Na Lee were among the key representatives from the firm.

During the discussion, the subject minister highlighted that the primary objectives of launching passenger drone services in Sri Lanka include promoting the tourism sector, aiding in emergency response services, and catering to maritime needs within the aquatic sector.

A significant portion of the conversation was dedicated to ensuring the safety and accountability of passengers traveling in these drones.

Before the commercial commencement of passenger drone operations in Sri Lanka, Minister Karunaratne emphasized the necessity for rigorous clearance from the Ministry of Ports and Civil Aviation and the Civil Aviation Authority of Sri Lanka regarding all aspects, including air safety, regulatory frameworks, air traffic control, emergency operations, cyber security, data protection, and landing site management.

It was also determined that coordination with various bodies would be essential for the implementation of this project, including the Air Force, Ministry of Defence, Telecommunications Regulatory Commission, Board of Investment (BOI), Port City Commission, and the Sri Lanka Tourist Development Authority.

Officials, including the minister, underscored the requirement for regulatory approvals concerning telecommunications due to the use of remote control and communication technology in the operation of these drones.

Representatives from E-Hang provided a comprehensive overview of passenger drone technology during the meeting.

The drone model being discussed is classified as an eVTOL (electric Vertical Takeoff and Landing) aircraft, which is capable of vertical ascents and descents while operating on electric power. This means that it requires less than 900 square meters for landing and takeoff. The vehicle can accommodate two passengers and operates with 16 propellers. In emergency situations, only four propellers need to function for landing.

Automatically controlled from a central control station, the aircraft leverages AI technology for its operations.

This drone is equipped with a battery pack consisting of 12 units and three flight control systems, ensuring stability and safety during emergencies or malfunction scenarios.

Discussions also explored the drone's potential for providing efficient transportation to historical sites such as Sigiriya and Pidurangala in the tourism sector, as well as catering to tourist needs within the Port City and Colombo.

Proposals were made to establish a model zone for drone operations within the Port City.

E-Hang representatives indicated that a tourist traveling from Katunayake International Airport to a hotel in Colombo could expect to spend between 20 to 30 US dollars for a single trip.
