 බන්ධනාගාර පද්ධතියකට තාවකාලික පැලැස්තර යෙදීම නතර කර, එම පද්ධතිය ප්‍රතිසංස්කරණය කිරීමට රජය වහා පියවර ගත යුතු බව ශ්‍රීලංකා පොදුජන පෙරමුණේ ජාතික සංවිධායක පාර්ලිමේන්තු මන්ත්‍රී නාමල් රාජපක්ෂ මහතා පැවසීය.

"තවත් බන්ධනාගාර නොසන්සුන්තාවයක් ඇතිවී තිබේ. මෙවර කොපමණ ජීවිත සංඛ්‍යාවක් අහිමි විය හැකිද යන්න ප්‍රශ්නයකි.

මෙය සති කිහිපයක් ඇතුළත බන්ධනාගාරයක් තුළ වාර්තා වූ දෙවන ප්‍රධාන නොසන්සුන්තාවයයි. මේවා තවදුරටත් තනි සිදුවීම් ලෙස බැහැර කළ නොහැක. මෙය අයහපත් කළමනාකරණය, නොසැලකිලිමත්කම සහ දැඩි පීඩනයකට ලක්ව ඇති බන්ධනාගාර පද්ධතියක සෘජු ප්‍රතිඵලයකි.

මෙය තවදුරටත් එක් හුදකලා සිදුවීමක් ගැන පමණක් නොවේ. මෙයින් පිළිඹිඹු වන්නේ දුර්වල කළමනාකරණය, නිසි නායකත්වයක් නොමැතිවීම සහ පිරිහීමට ඉඩ හැර ඇති බන්ධනාගාර පද්ධතියක ඛේදවාචකයයි. අප හමුවේ මෙවැනි අර්බුදයක් දිගහැරෙමින් පවතිද්දී පවා, අදටත් බන්ධනාගාර දෙපාර්තමේන්තුව පවත්වාගෙන යන්නේ ස්ථිර බන්ධනාගාර කොමසාරිස් ජනරාල්වරයෙකු පත් කර නොමැතිවය.

මෙතරම් තීරණාත්මක තනතුරක් සඳහා තවමත් සුදුසු අයෙකු නිසි පරිදි පත් කර නොමැත.

අමතර ආරක්ෂක බලඇණි යෙදවීමෙන් එක් දිනකට තත්ත්වය පාලනය කරගත හැකි වුවද, එයින් ගැටලුව නිරාකරණය වන්නේ නැත. බන්ධනාගාරවල පවතින අධික තදබදය, ප්‍රමාණවත් පහසුකම් නොපැවතීම, අසතුටුදායක සෞඛ්‍ය සේවා සහ අර්ථවත් පුනරුත්ථාපන වැඩපිළිවෙළක් නොමැතිකම පිළිබඳව වහා අවධානය යොමු විය යුතුය.

සිරදඬුවමකින් පුද්ගලයෙකුගේ නිදහස අහිමි වන නමුත්, ඔහුගේ ගරුත්වය අහිමි නොවේ. ආයතනික වශයෙන් සම්පූර්ණයෙන්ම අසාර්ථක වී ඇති බන්ධනාගාර පද්ධතියකට තාවකාලික පැලැස්තර යෙදීම නතර කර, එම පද්ධතිය ප්‍රතිසංස්කරණය කිරීමට රජය වහා පියවර ගත යුතුය"

Call for Urgent Reform of Sri Lanka's Prison System Amid Rising Tensions

In a passionate plea for immediate action, National Organizer of the Sri Lanka Podujana Peramuna, Parliamentarian Namal Rajapaksa, has urged the government to halt temporary fixes to the prison system and instead prioritize substantial reforms. His remarks come in light of increasing unrest within the prisons, raising serious concerns over inmate safety.

Rajapaksa's statements were disseminated through a message on the social media platform X, where he expressed alarm regarding the current state of affairs in the country's facilities.

“Another instance of unrest within the prison system has occurred. The critical question now is how many lives may be lost this time,” he noted, highlighting the urgency of the situation.

This recent disturbance marks the second major incident within a prison in just a few weeks, indicating that these are no longer isolated events. The ongoing turmoil reflects severe mismanagement, negligence, and the direct result of a prison system under immense pressure.

Rajapaksa emphasized that this issue represents more than a solitary occurrence; it is emblematic of poor leadership and inadequate management in a penal system that has been left to deteriorate. He pointed out that even amidst this extended crisis, the Department of Prisons continues to operate without a properly appointed Commissioner General.

Despite the critical nature of the role, no suitable candidate has been appointed to such a pivotal position, which only exacerbates the existing challenges within the prison system.

While additional security forces can temporarily manage the situation, they do not address the root problems at hand. Immediate focus must be directed toward the severe overcrowding, lack of adequate facilities, unsatisfactory healthcare, and the absence of meaningful rehabilitation programs within these institutions.

Although imprisonment results in the loss of a person's freedom, it should not come at the cost of their dignity. Rajapaksa strongly advocates for the government to cease the temporary measures and take decisive steps towards overhauling a prison system that has failed institutionally.
