රථ වාහන දඩ ඔන්ලයින් පමණයි...

රජයේ ඩිජිටල් පරිවර්තන ක්‍රියාවලිය සඳහා ශක්තිමත් දායකත්වයක් සැපයිය හැකි අන්දමින් රාජ්‍ය සේවයේ තොරතුරු තාක්ෂණ අවශ්‍යතා සඳහා තොරතුරු තාක්ෂණ සේවාව දීප ව්‍යාප්ත සේවාවක් ලෙස ස්ථාපිත කිරීමට අවධානය යොමු කරන ලෙස ජනාධිපති අනුර කුමාර දිසානායක මහතා නිලධාරීන්ට උපදෙස් දුන්නේය.

ජනාධිපතිවරයා මෙම උපදෙස් ලබා දුන්නේ ඩිජිටල් ආර්ථික අමාත්‍යාංශයට අදාළව 2026 වසරේ ක්‍රියාත්ම කරන ලද ව්‍යාපෘති සහ වැඩසටහන්වල ප්‍රගති සමාලෝචන සාකච්ඡාවකට අද (19) ජනාධිපති කාර්යාලයේදී එක් වෙමිනි. 

වසර 2030 වන විට ශ්‍රී ලංකාවේ ඩිජිටල් ආර්ථිකය ඩොලර් බිලියන 30ක් දක්වා ඉහළ නංවා ගැනීමේ රජයේ වැඩපිළිවෙළ යටතේ ඩිජිටල් ආර්ථික අමාත්‍යාංශය සහ ඒ යටතේ පවතින ආයතන විසින් මේ වන විට ක්‍රියාවට නංවනු ලැබ තිබෙන ව්‍යාපෘති සහ වැඩසටහන්වල ප්‍රගතිය මෙහිදී පුළුල් ලෙස සාකච්ඡාවට ලක් කෙරිණි.

ඒ අනුව පුද්ගලයන් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තුව, ශ්‍රී ලංකා විදුලි සංදේශ නියාමන කොමිෂන් සභාව, ශ්‍රී ලංකා පරිගණක හදිසි ප්‍රතිචාර ඒකකය, දත්ත ආරක්ෂණ අධිකාරිය, GovTec ආයතනය, ශ්‍රී ලංකා ටෙලිකොම් - මොබිටෙල් ආයතනය, කොළඹ නෙලුම් කුලුන කළමනාකරණ සමාගම ඇතුළු ආයතන යටතේ ක්‍රියාත්මක වැඩසටහන්වල ප්‍රගතිය සහ රූපවාහිනි වැඩසටහන් ඩිජිටල්කරණ ව්‍යාපෘතිය ඇතුළු ව්‍යාපෘතිවල ක්‍රියාකාරිත්වය සහ ප්‍රගතිය වෙන් වෙන් වශයෙන් විමසා බැලිණි. 

ඩිජිටල් හැඳුනුම්පත මේ වසර අගදී නිකුත් කිරීමට අදාළ ක්‍රියාවලියේ ප්‍රගතිය ජනාධිපතිවරයා විමසා බැලූ අතර ඒ සඳහා අවශ්‍ය කටයුතු මේ වන විට සිදු කෙරෙන බවත්, පළමු ඩිජිටල් හැඳුනුම්පත මෙම වසර අගදී නිකුත් කිරීමට සැලසුම් කර තිබෙන බවත් අමාත්‍යාංශ නිලධාරීහු පෙන්වා දුන්හ. 

ජනතාව රජය සමග සිදු කරන සියලු ගනුදෙනු පහසු කිරීම සඳහා හඳුන්වාදී ඇති govPay වැඩසටහනේ ප්‍රගතියද මෙහිදී සමාලෝචනය කෙරුණු අතර, මෙම සැප්තැම්බර් මාසයේ සිට සියලුම රථ වාහන දඩ මුදල් ගෙවීම මාර්ගගත තාක්ෂණය ඔස්සේ පමණක් සිදු කිරීමට පහසුකම් සලසා තිබෙන බව සඳහන් කෙරිණි. 

රජය විසින් ජනතාවගේ පහසුව වෙනුවෙන් හඳුන්වා දී ඇති ජාතික ඩිජිටල් සුපර් ඇප් (National Super App) ව්‍යාපෘතිය, ශ්‍රී ලංකාව තුළ මුදල් භාවිතය අවම කර ඩිජිටල් ගනුදෙනු ප්‍රචලිත කිරීම සඳහා හඳුන්වාදී ඇති "National QR Drive ව්‍යාපෘතිය, රජයේ ආයතන අතර ආරක්ෂිතව හා විනිවිදභාවයෙන් යුතුව තොරතුරු හුවමාරු කර ගැනීමට සහ සේවා සැපයුම් ක්‍රියාවලි විධිමත් කිරීමේ ජාතික දත්ත හුවමාරුව (National Data Exchange - NDX), රට තුළ දුරකථන අංක වෙනස් නොකර වෙනත් ජාලයකට මාරුවීමට ඉඩ සලසන Number Portability ව්‍යාපෘතිය, රාජ්‍ය ඩිජිටල් ප්‍රසම්පාදන සහ සේවා වේදිකාව ඇතුළු වැඩසටහන්වල ක්‍රියාකාරිත්වය පිළිබඳවද සාකච්ඡා විය.

එමෙන්ම රජයේ ඩිජිටල් ආර්ථික සැලැස්ම යටතේ රාජ්‍ය සේවය ඩිජිටල්කරණය කර මහජන සේවා සැපයීම් කාර්යක්ෂම කිරීමට හඳුන්වා දී තිබෙන PIC-Net (Public Impact Champions Network) වැඩසටහනේ ප්‍රගතිය සහ Data Transmission Unit (DTU) හෙවත් දත්ත සම්ප්‍රේෂණ ඒකකය, AI දත්ත මධ්‍යස්ථානය, රජයේ සහ මහජන සේවා අංශය සඳහා ඩිජිටල් තාක්ෂණය, තොරතුරු හා සන්නිවේදන තාක්ෂණ කුසලතා සහ නවෝත්පාදන ප්‍රවර්ධනය කිරීම අරමුණු කරගත් GovTech Academy  පුහුණු සහ අධ්‍යාපනික වැඩසටහනේ ක්‍රියාකාරිත්වය සහ ඉදිරි සැලසුම් පිළිබඳවද මෙහිදී සමාලෝචනය කෙරිණි.

Govtec ආයතනය ආරම්භ කිරීම, තාක්ෂණික යටිතල පහසුකම් සංවර්ධනය සහ කාර්යමණ්ඩල බඳවා ගැනීමේ කටයුතුවල වත්මන් ප්‍රගතිය පිළිබඳවද අවධානය යොමු විය.

ඩිජිටල් ආර්ථික නියෝජ්‍ය අමාත්‍ය එරංග වීරරත්න, ජනාධිපති ලේකම් ආචාර්ය නන්දික සනත් කුමානායක, ඩිජිටල් ආර්ථිකය පිළිබඳ ජනාධිපති ජ්‍යෙෂ්ඨ උපදේශක හාන්ස් විජේසූරිය, ඩිජිටල් ආර්ථික අමාත්‍යාංශයේ ලේකම් වරුණ ශ්‍රී ධනපාල යන මහත්වරු සහ ඩිජිටල් ආර්ථික අමාත්‍යාංශයේ සහ ඒ යටතේ පවතින ආයතනවල ප්‍රධානීහු ඇතුළු පිරික් මෙම අවස්ථාවට එක්ව සිටියහ.

President Directs Officials to Strengthen Digital Infrastructure for State Services

In a strategic move to enhance Sri Lanka's digital economy, President Anura Kumara Dissanayake has instructed officials to establish an expansive IT service dedicated to fulfilling the information technology requirements of the public sector. This initiative is anticipated to significantly contribute to the government's digital transformation processes.

These directives were given during a discussion held at the Presidential Secretariat on April 19, focused on reviewing the progress of various projects and programs initiated by the Ministry of Digital Economy aimed at solidifying the nation's digital landscape by 2026.

The Ministry is targeting to elevate the country's digital economy to a staggering 30 billion dollars by the year 2030, and discussions during the meeting revolved around the status of ongoing projects under this initiative.

Among the various entities discussed were the Department of Registration of Persons, Sri Lanka Telecommunications Regulatory Commission, Computer Emergency Response Team, Data Protection Authority, GovTech Institute, Sri Lanka Telecom - Mobitel, and Colombo Lotus Tower management. Progress on their respective programs and achievements in the digitalization of television broadcasts were evaluated in detail.

Furthermore, the President took a keen interest in the progression of the digital identity rollout, which is set to be launched by the end of this year. Officials confirmed that necessary preparations are underway to issue the first digital ID, planned for release by year-end.

The progress of the government initiative, govPay, aimed at simplifying transactions between the public and state, was also reviewed. Starting this September, it will become mandatory for all vehicle fine payments to be conducted exclusively through digital channels.

The National Super App, designed to minimize cash transactions and promote digital dealings in Sri Lanka, was among several programs discussed, including the "National QR Drive" for digital transactions, and the National Data Exchange (NDX) which facilitates secure information sharing among government entities.

Discussions further extended to the progress of the PIC-Net (Public Impact Champions Network) program, which aims to digitize public services, and the operational status of the Data Transmission Unit (DTU), AI data center, as well as the GovTech Academy that focuses on promoting skills and innovations in digital technologies for governmental and public services.

Additionally, attention was directed towards the current advancements in establishing GovTech, which encompasses improvements in technological infrastructure and the recruitment of personnel.

Notable figures present at the meeting included Digital Economy Minister Eranga Weerarathne, President Secretary Dr. Nandika Sanath Kumanyaka, Chief Advisor on Digital Economy Hans Vijesuriya, and Secretary of the Ministry of Digital Economy Varuna Sri Dhanapala, along with heads of various institutions under the ministry.
