පසුගිය වසර කිහිපය තුළ මෙරට වෘත්තිකයන් විශාල වශයෙන් විදේශගත වීම හේතුවෙන් බරපතල බුද්ධි ගලනයක් සිදුව ඇති බව රජය හඳුනාගෙන ඇත.
