අපේ රටේ තෙල් මන්නාරමෙන් ගොඩ ගන්න ලෑස්තියි...

මන්නාරම් ද්‍රෝණියේ පිහිටි බ්ලොක් හතරක ඛනිජ තෙල් සහ ස්වභාවික වායු ගවේෂණය මෙන්ම නිස්සාරණය කිරීමේ කටයුතු සඳහා මෙම මාසය අගදී ජාත්‍යන්තර සමාගම්වලින් ලංසු කැඳවීමට රජය තීරණය කර තිබේ. 

ඩේලි මිරර් පුවත්පත වාර්තා කරන පරිදි, දීර්ඝ කාලයක් තිස්සේ සැලසුම් අදියරේ පැවති මෙම ක්‍රියාවලියට බාධාවක්ව පැවති නීතිමය ගැටලු මේ වන විට සම්පූර්ණයෙන්ම නිරාකරණය වී ඇත.

මීට පෙර අධිකරණ ක්‍රියාමාර්ගයක් හේතුවෙන් මෙම ටෙන්ඩර් කැඳවීමේ ක්‍රියාවලිය අත්හිටුවා තිබූ නමුත්, මේ වන විට එම සියලු නීතිමය අවහිරතා ඉවත් වී ඇති බැවින් ලංසු කැඳවීමේ කටයුතු කඩිනම් කිරීමට බලධාරීන් පියවර ගෙන තිබේ.

මෙම ජාත්‍යන්තර ලංසු තැබීමේ ක්‍රියාවලිය කළමනාකරණය කිරීම සඳහා විශේෂඥ උපදේශන ආයතනයක් තෝරා ගැනීමට ද රජය මීට පෙර පියවර ගෙන තිබුණි.

පාර්ලිමේන්තු මාධ්‍ය ඒකකය විසින් 2021 වසරේදී නිකුත් කරන ලද වාර්තාවකට අනුව, මන්නාරම් ද්‍රෝණියේ ඇමරිකානු ඩොලර් බිලියන 267ක් පමණ වටිනා තෙල් සහ ගෑස් සම්පත් පවතින බවට ගණන් බලා ඇත.

මීට පෙර 2011 වසරේදී ඉන්දීය සමාගමක අනුබද්ධිත ආයතනයක් වූ 'කෙයාන් ලංකා' සමාගම මන්නාරම් ද්‍රෝණියේ ගවේෂණ කටයුතු සිදු කර 'බැරකුඩා' සහ 'ඩොරාඩෝ' යන කලාපවල ස්වභාවික වායු නිධි පවතින බව තහවුරු කර ගත්තේය.

ශ්‍රී ලංකා රජය විසින් 2020 සැප්තැම්බර් මාසයේදී ස්වභාවික වායු පිළිබඳ ජාතික ප්‍රතිපත්තිය ගැසට් කරන ලද අතර, ගවේෂණ සහ නිෂ්පාදන කටයුතු නියාමනය කිරීම සඳහා 2021 අංක 21 දරන ඛනිජ තෙල් සම්පත් පනත ද හඳුන්වා දෙන ලදී.

බටහිර ආසියානු කලාපයේ පවතින දේශපාලන නොසන්සුන්කාරී තත්ත්වය හමුවේ, දකුණු සහ අග්නිදිග ආසියානු රටවල් සිය මුහුදු සීමාවන්හි තෙල් ගවේෂණය සඳහා වැඩි අවධානයක් යොමු කරමින් සිටියි.

මෙයට සමගාමීව ඉන්දීය රජය ද ඩොලර් බිලියන 8.83ක දැවැන්ත මුහුදු තීර ගවේෂණ ව්‍යාපෘතියක් ආරම්භ කර ඇති අතර, බංග්ලාදේශය ද සිය තෙල් සහ ගෑස් නිධි ගවේෂණය සඳහා ජාත්‍යන්තර ලංසු කැඳවීමට මෑතකදී පියවර ගෙන තිබුණි.

Sri Lanka Moves to Attract International Investment for Oil and Gas Exploration

The Sri Lankan government is set to invite international companies to tender for oil and natural gas exploration in the Mannar Basin by the end of this month. This initiative marks a significant step forward following the resolution of long-standing legal issues that had previously hindered the process.

According to reports from the Daily Mirror, the government's announcement comes after all legal impediments to the tendering process were addressed. The exploration program had been stalled due to court proceedings but has now been cleared for expedited action.

In earlier developments, the government had already taken steps to appoint a specialist advisory firm to manage the international tendering process, ensuring a streamlined approach to attracting foreign investment.

A report from the Parliament's media unit in 2021 estimated that the Mannar Basin contains oil and gas resources valued at approximately USD 267 billion. This assessment fuels optimism about the potential benefits of successful exploration activities.

The exploration activities in the Mannar Basin were previously conducted by 'Kayan Lanka', a subsidiary of an Indian company, which confirmed the presence of natural gas reserves in the 'Barracuda' and 'Doradito' blocks back in 2011.

In September 2020, the Sri Lankan government introduced a national policy on natural gas, along with the Mineral Resources Act No. 21 of 2021, aimed at regulating exploration and production activities in the sector.

Amidst ongoing political instability in the West Asian region, countries in South and Southeast Asia are increasingly focusing on oil exploration within their maritime boundaries. In a related effort, the Indian government has initiated a significant offshore exploration project worth USD 8.83 billion, while Bangladesh has also moved to invite international tenders for its own oil and gas resource exploration.
