බස් රථ 112ක් මෙට්‍රො සේවාවට එක්කෙරේ.. පුද්ගලික අංශයත් කැදවයි..

 කොළඹ නගරයේ රථවාහන තදබදය අවම කිරීම මෙන්ම වඩාත් සුවපහසු සහ ආරක්ෂිත පොදු ප්‍රවාහන සේවාවක් සැපයීමේ අරමුණින්, බස්නාහිර පළාතේ මාර්ග 7ක් ඔස්සේ අලුතින් හඳුන්වා දුන් මෙට්‍රො බස් රථ 112ක් ධාවනයට එක් කිරීම ජනාධිපති අනුර කුමාර දිසානායක මහතාගේ ප්‍රධානත්වයෙන් අද (29) තලංගම මෙට්‍රො බස් ඩිපෝ පරිශ්‍රයේදී සිදු කෙරිණි.

නවීන මෙට්‍රො බස් සේවාවක් හඳුන්වාදීමේ වැඩපිළිවෙළ 2025 අයවැය යෝජනාවක් ලෙස ආරම්භ කෙරුණු අතර, ශ්‍රී ලංකාවේ පොදු ප්‍රවාහන ක්ෂේත්‍රයට නවීන බස් සේවාවක් හඳුන්වාදීම සඳහා සුවපහසු පහත තට්ටු බස් රථ 100ක් මිලදී ගැනීම වෙනුවෙන් රුපියල් මිලියන 3,000ක ප්‍රතිපාදන වෙන් කරන ලදී. ඒ අනුව මෙරටට ලැබුණු බස් රථ 104ක් සහ ජපන් රජය මගින් ලබා දෙන ලද බස් රථ 08ක් අද සිට මෙලෙස ධාවනයට එක් කෙරිණි. 

මෙම නව බස් රථ කොළඹ කේන්ද්‍ර කරගත් මාර්ග 7ක් ඔස්සේ ධාවනය වන අතර, මගීන්ට නියමිත මාර්ග සහ වේලාවන් අනුව තම ගමනාන්ත වෙත ළඟා වීමට හැකි වන පරිදි සේවාවන් ක්‍රියාත්මක කෙරේ. 

කොළඹට ඇතුළු වන පෞද්ගලික වාහන සංඛ්‍යාව, විශේෂයෙන්ම එක් මගියෙකු පමණක් ගමන් කරන වාහන සංඛ්‍යාව අවම කිරීම මෙම නව බස් රථ සේවාව හඳුන්වා දීමේ ප්‍රධාන අරමුණකි. 

එම යෝජනාව යථාර්ථයක් බවට පත් කිරීම වෙනුවෙන් ස්ථාපිත කරන ලද ලංකා මෙට්‍රො ට්‍රාන්සිට් (පෞද්ගලික) සමාගම (LANKA METRO TRANSIT PVT) මේ වන විට සැලසුම්කරණ, ප්‍රසම්පාදන, යටිතල පහසුකම් සංවර්ධන සහ පරීක්ෂණ මෙහෙයුම් අදියර ඔස්සේ ප්‍රගතියක් අත්පත් කරගෙන තිබේ. ඒ අනුව ආරම්භක මෙට්‍රෝ බස් මාර්ග ජාලය අවසන් කර ඇති අතර, එය ප්‍රධාන මාර්ග 7කින් සමන්විත වන අතර සමස්ත මාර්ග කොරිඩෝවෙහි දිග ආසන්න වශයෙන් කි.මී. 188.7කි.

එසේම මෙට්‍රො බස් මෙහෙයුම් සඳහා අවශ්‍ය සම්පූර්ණ ඩිජිටල්කරණ පද්ධතියේ සැලසුමද අවසන් කර ඇති අතර එහි ප්‍රසම්පාදන ක්‍රියාවලියද ආරම්භ කර තිබේ. මෙම පද්ධතිය නවීන බස් රථ සමූහ කළමනාකරණය, මගී තොරතුරු, ගාස්තු එකතු කිරීම සහ මෙහෙයුම් අධීක්ෂණය සඳහා සහාය වීම අපේක්ෂා කෙරේ.

ඊට සමගාමීව මෙට්‍රො බස් ඩිපෝ සඳහා සැලසුම් අවසන් කර ඇති අතර ඉදිකිරීම් සහ යටිතල පහසුකම් සංවර්ධන වැඩසටහන ආරම්භ කර තිබේ. මාර්ග සංවර්ධන අධිකාරිය සහ කොළඹ මහ නගර සභාව මගින් බස් නැවතුම්පොළ පහසුකම් සංවර්ධනය කිරීමේ කටයුතුද සිදු කෙරේ.

ඉදිරියේදී මෙම ව්‍යාපෘතිය මෙරට ප්‍රධාන නගර කිහිපයක් කේන්ද්‍ර කර ගනිමින් ක්‍රියාත්මක කිරීමට නියමිතය.

මෙහිදී අදහස් දැක්වූ ප්‍රවාහන, මහාමාර්ග සහ නාගරික සංවර්ධන අමාත්‍ය බිමල් රත්නායක මහතා;

අද සිට නාගරික ප්‍රවාහනය වෙනුවෙන් බස් රථ 122ක් පොදු ප්‍රවාහන සේවයට එක් වෙනවා. මේ ආණ්ඩුව පත් වී වසර දෙකක් සම්පූර්ණ වන මොහොතේ මේ රට ගමන් කරන දිශානතිය පෙන්වා දෙන සංකේතයක් ලෙස මෙම අවස්ථාව හඳුන්වා දීමට කැමතියි.

මේ රටේ නිදහස් සෞඛ්‍ය සේවය, අධ්‍යාපනය හා සමාන මට්ටමක පොදු ප්‍රවාහන සේවයත් තැබිය යුතු බව පසුගිය දිනෙක ජනාධිපතිවරයා සමඟ පැවති ප්‍රගති සමාලෝචන රැස්වීමකදී එතුමා අවධාරණය කළා. එතුමාගේ ඒ දිරිගැන්වීම අද මේ පියවර සඳහා විශාල ශක්තියක් වී තිබෙනවා. 

මෙට්‍රො සේවය ස්ථාපිත කිරීම වෙනුවෙන් රජය රුපියල් බිලියන හත හමාරක් පමණ යොදවා තිබෙනවා.

එක් අතකින් එය රටේ ආර්ථික ශක්තිමත්භාවයේ සංකේතයක් බවද කිව යුතුයි. මේ රජයේ වසර 2ක ගමනේ ලිට්මස් පරීක්ෂාවෙන් අප සමත් වී ඇති බව ඉන් තහවුරු වෙනවා. අප මේ කාර්යය සඳහා ගත කර තිබෙන්නේ වසරකටත් වඩා අඩු කාලයක්. දවස් 356ක් වැනි කාලයක් තුළ සියලු චක්‍රලේඛද අනුගමනය කරමින් අපි විශාල අභියෝගයක් ජය ගෙන තිබෙනවා. 

සිංහල හින්දු අලුත් අවුරුද්දට පෙර තවත් බස් රථ 50ක් ගෙන්වා යාපනය, මහනුවර සහ ගාල්ල නගරාන්තර සේවයට යෙදවීමටත් අපි බලාපොරොත්තු වෙනවා. නගරාන්තර වාහන තදබදය අවම කිරීමේ අරමුණ සාක්ෂාත් කර ගැනීම සඳහා මෙට්‍රො සේවය ව්‍යාප්ත කිරීමේ දී නාගරික ප්‍රවාහන බලපත්‍ර ක්‍රමයක් උපයෝගී කර ගත යුතුයි. ඉන්පසු අප මේ සඳහා පුද්ගලික අංශයක් එක් කර ගැනීමට අපේක්ෂා කරනවා. ඒ වගේම Park & Ride ක්‍රමය ප්‍රවර්ධනය කිරීම සඳහා අදාළ බස්නැවතුම්පොළ සමීපයේ රථවාහන ගාල් කිරීමට සුදුසු ස්ථාන ස්ථාපිත කර දෙන මෙන් නගරාධිපතිවරුන්ගෙන් ඉල්ලා සිටීමට කැමතියි.

ඒ වගේම අපිට මේ බස් රථ ව්‍යාපෘතිය ආරම්භ කිරීම සඳහා බස් රථ 08ක් ලබා දෙමින් ජපාන රජය විශේෂ සහයෝගය ලබා දුන්නා. ඒ වගේම ජනාධිපතිතුමා චීනයේ සිදු කළ සංචාරයේදී සිදු කරන ලද සාකච්ඡාවල ප්‍රතිඵලයක් ලෙස මෙට්‍රෝ සමාගමට බස් රථ 100ක් ලබා දීමට චීන රජය එකඟතාව පළ කර තිබෙනවා. එම සියලු දෙනාටත් මේ වෙනුවෙන් කැපවු සියලු පාර්ශ්වයන් වෙතත් මාගේ ස්තූතිය පුද කරනවා.

Introduction of New Metro Bus Service Aims to Reduce Traffic Congestion in Colombo

In a significant move to alleviate traffic congestion and enhance public transport comfort and safety, 112 newly introduced Metro buses commenced operations today, under the leadership of President Anura Kumara Dissanayake, at the Talangama Metro Bus Depot.

This initiative marks the rollout of a modern Metro bus service, which began as a proposal in the 2025 budget. A budget allocation of 3 billion rupees was set aside for the purchase of 100 low-floor buses, aiming to modernize public transport in Sri Lanka. Today's addition includes 104 buses procured by the country and 8 buses donated by the Government of Japan.

These new buses will run along seven routes centered around Colombo, ensuring that passengers can reach their destinations on schedule based on defined routes and timings.

A primary goal of introducing this new bus service is to limit the number of vehicles entering Colombo, particularly those with only a single passenger, thereby addressing growing traffic concerns.

Progress has been made by Lanka Metro Transit (Private) Limited, established to implement this proposal. Currently, the company is engaged in planning, procurement, infrastructure development, and operational trials. The initial Metro bus network has been finalized, consisting of seven main routes with a total corridor length of approximately 188.7 km.

Additionally, the complete digital system required for the Metro bus operations has been designed, with the procurement process officially underway. This system is expected to facilitate modern fleet management, passenger information, fare collection, and operational monitoring.

Simultaneously, plans for constructing the Metro bus depot are completed, and the development of necessary infrastructure has commenced. The Road Development Authority and the Colombo Municipal Council are also working on enhancing bus stop facilities.

The project is expected to operate in several major cities in the future.

Transport, Highways, and Urban Development Minister Bimal Ratnayake expressed that with the addition of 122 buses to the public transport service, this day symbolizes the direction the country is taking as the government marks two years in office.

During a recent progress review meeting with the President, it was emphasized that public transport services should be on par with free healthcare and education. He noted that such encouragement has provided significant momentum for this initiative.

The government has allocated over 7 billion rupees for establishing the Metro service, symbolizing a strong commitment to the nation's economic stability. This accomplishment, achieved within just 356 days, underscores the success of the government's journey in its two years of governance.

Looking ahead, discussions are underway to introduce an additional 50 buses for intercity services to Jaffna, Kandy, and Galle ahead of the Sinhala Hindu New Year. The aim is to mitigate urban traffic congestion through effective implementation of the Metro service, with plans to involve the private sector. The government is also in talks with local authorities to establish suitable locations for parking and riding facilities near bus stops to promote this approach.

Furthermore, the government received special assistance from Japan with the donation of 8 buses to kickstart this project. Additionally, during the President's recent visit to China, an agreement was reached for the provision of 100 buses from the Chinese government to the Metro Corporation. Gratitude was extended to all parties involved in these efforts.

Also present at the event were Deputy Minister of Transport and Highways Dr. Prasanna Gunasekera, Deputy Minister of Urban Development Eranga Gunasekara, Western Province Governor Hanif Yusuf, and various members of Parliament from Colombo District, along with foreign diplomats, Engineering Secretary Asiri Karunawardena from the Ministry of Transport, Highways, and Urban Development, Chairman of the Sri Lanka Transport Board Sajiwan Nandanakanth, and other officials from Lanka Metro Transit.
