 පාසල් පද්ධතිය නවීකරණය, ඩිජිටල්කරණය මෙන්ම වෘත්තීය අධ්‍යාපනය නංවාලීම වෙනුවෙන් වසර පහක පුළුල් සැලැස්මක් ක්‍රියාවට නංවන බවත්, රජයේ ආදායම ඉහළ යාම හේතුවෙන් විදේශ ණය ලබා ගැනීමකින් තොරව පූර්ණ දේශීය ප්‍රතිපාදන මත විශ්වවිද්‍යාල නේවාසිකාගාර සංවර්ධනය සිදුකරන බවත් අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරිය මෙනෙවිය පාර්ලිමේන්තුවේදී ප්‍රකාශ කළාය.

2025–2027 කාලසීමාව තුළ අධ්‍යාපන ක්ෂේත්‍රයේ යටිතල පහසුකම් සංවර්ධනය උදෙසා දැවැන්ත මෙහෙයුමක් ආරම්භ කර ඇති බව පැවසූ අග්‍රාමාත්‍යවරිය, ග්‍රාමීය පාසල් සඳහා අත්‍යවශ්‍ය ගොඩනැඟිලි, සේවාවන් සහ උපකරණ සැපයීමට ප්‍රමුඛත්වය ලබාදෙන බව සඳහන් කළාය.

ප්‍රාථමික අධ්‍යාපනය වෙනුවෙන් හඳුන්වා දුන් නව විෂය මාලාවට සමගාමීව ප්‍රාථමික පාසල් නවීකරණය කිරීම මේ වන විටත් ක්‍රියාත්මක වන අතර, ලබන වසරේ සිට 6 වැනි ශ්‍රේණියේ ක්‍රියාකාරකම් සඳහා ඩිජිටල් යටිතල පහසුකම් සැපයීමට ද පියවර ගෙන තිබේ.

එමෙන්ම පාසල්වලින් බැහැර වන දරුවන්ට උසස් අධ්‍යාපනයට සමාන ප්‍රායෝගික පුහුණුවක් ලබාදීම වෙනුවෙන් නව වෘත්තීය අධ්‍යාපන ධාරාව යටතේ දිස්ත්‍රික් මට්ටමින් මධ්‍යස්ථාන 50ක් ස්ථාපිත කිරීමට සැලසුම් කර ඇති බවත්, පරිපාලනය, ඉගැන්වීම් සහ ඉගෙනුම් ක්‍රියාවලිය පහසු කිරීම සඳහා වන පස් අවුරුදු ඩිජිටල්කරණ සැලැස්ම ලබන වසරේ සිට රට පුරා ක්‍රියාත්මක වන බවත් ඇය පෙන්වා දුන්නාය.

විශ්වවිද්‍යාල නේවාසිකාගාර පහසුකම් පුළුල් කිරීම පිළිබඳව දත්ත ඉදිරිපත් කළ අග්‍රාමාත්‍යවරිය, 2025 සහ 2026 වසරවලදී නව නේවාසිකාගාර 55ක් ඉදිකිරීමට නියමිත බවත්, ඒ හරහා සරසවි සිසුන් 16,000කට නේවාසිකාගාර පහසුකම් සැලසෙන බවත් පැවසුවාය. විශ්වවිද්‍යාල ප්‍රතිපාදන කොමිෂන් සභාව (UGC) හරහා 2025 වසරේ නේවාසිකාගාර ප්‍රතිසංස්කරණය සඳහා රුපියල් මිලියන 366ක් සහ 2026 සඳහා රුපියල් මිලියන 453ක් වෙන් කර ඇති අතර, අධ්‍යාපන අමාත්‍යාංශ වැය ශීර්ෂය යටතේ 2026 වසරේ නව නේවාසිකාගාර ඉදිකිරීමට රුපියල් මිලියන 1,500ක් සහ ප්‍රතිසංස්කරණයට මිලියන 400ක් වෙන් කර තිබේ. මෙම ව්‍යාපෘති ණය බරින් තොරව දේශීය ආදායම මත සිදුකරන අතර, මීට අමතරව සවුදි සංවර්ධන ණය ආධාර යටතේ වයඹ සහ සබරගමුව වෛද්‍ය පීඨ නේවාසිකාගාර සඳහා ද ප්‍රතිපාදන ලැබී ඇති බව ඇය සඳහන් කළාය.

මේ අතර, විශ්වවිද්‍යාල සිසුන් වෙනුවෙන් සමස්ත නේවාසිකාගාර ප්‍රතිපත්තියක් (Hostel Policy) විශ්වවිද්‍යාල ප්‍රතිපාදන කොමිෂන් සභාව මඟින් මේ වන විට සකස් කරමින් පවතින බව ද අග්‍රාමාත්‍යවරිය මෙහිදී අනාවරණය කළාය. සරසවි නේවාසිකාගාර නොලැබීමෙන් සිසුන් පෞද්ගලික බෝඩිං කාමර සහ නිවාස ලබා ගැනීමේදී මෙතෙක් කිසිදු මාර්ගෝපදේශයක් නොතිබූ බැවින්, ඔවුන් විවිධ ආර්ථික සූරාකෑමට ලක්වීම වැළැක්වීම, සාධාරණ මිල ගණන් නියම කිරීම, සනීපාරක්ෂාව සහ ආරක්ෂාව තහවුරු කිරීම මෙන්ම විශේෂ අවශ්‍යතා සහිත (ආබාධිත) සිසුන් සඳහා පහසුකම් සැලසීම අරමුණු කරගනිමින් අවම ප්‍රමිතීන් සහ අධීක්ෂණ කමිටු ක්‍රමවේදයක් අදාළ ප්‍රතිපත්තිය හරහා හඳුන්වා දෙන බව අග්‍රාමාත්‍යවරිය වැඩිදුරටත් අවධාරණය කළාය.

Education Sector Overhaul: New Infrastructure and Vocational Training Initiatives Announced

In a significant announcement at Parliament, Prime Minister Dr. Harini Amarasuriya outlined a comprehensive five-year plan aimed at revamping the school system and enhancing vocational education through digital transformation. She emphasized that funding for the development of university hostels would rely entirely on domestic resources, eliminating the need for foreign loans, thanks to increased government revenue.

Highlighting a major initiative set to take place between 2025 and 2027, the Prime Minister revealed plans to enhance educational infrastructure across the country. She stated that priority would be given to equipping rural schools with essential buildings, services, and resources.

As part of the ongoing modernization effort, a new curriculum has already been introduced for primary education, and digital infrastructure for activities in the sixth grade is set to be implemented starting next year.

To address the educational needs of out-of-school children, the government plans to establish 50 district-level centers under a new vocational education program. Furthermore, a comprehensive five-year digital transformation plan for administration, teaching, and learning processes is scheduled to roll out nationwide next year.

Dr. Amarasuriya also provided details regarding the expansion of university hostel facilities, announcing the construction of 55 new hostels by 2025 and 2026, which will accommodate 16,000 students. She noted that the University Grants Commission (UGC) has allocated Rs. 366 million for hostel renovations in 2025 and Rs. 453 million for 2026. Under the education ministry’s expenditure guidelines, an additional Rs. 1.5 billion has been earmarked for new hostel constructions and Rs. 400 million for renovations in 2026. These projects are set to be conducted without incurring debt and will be funded entirely through domestic revenue. Additionally, support for hostel facilities at medical schools in the North Western and Sabaragamuwa Provinces has been secured through Saudi development aid.

In another key update, the Prime Minister revealed that the UGC is in the process of finalizing a comprehensive hostel policy for university students. The absence of guidance for students seeking private boarding accommodations has exposed them to various financial exploitations. This policy aims to ensure fair pricing, health and safety, and security, while also providing facilities for students with special needs through the establishment of minimum standards and monitoring committees.
