නොරෝච්චෝල ලක්විජය ගල්අඟුරු බලාගාරය වෙත රැගෙන ආ රුපියල් කෝටි ගණනක් වටිනා ඩීසල් තොගයක් බලාගාරය වෙත නිසි පරිදි භාර නොදී සිදුකර ඇති මහා පරිමාණ මූල්ය වංචාවක් සම්බන්ධයෙන් පුළුල් විමර්ශනයක් ආරම්භ කර ඇති බව ඉලෙක්ට්රිසිටි ජෙනරේෂන් ලංකා පුද්ගලික සමාගමේ ජ්යෙෂ්ඨ ප්රකාශකයෙකු අනාවරණය කරයි.
කොලොන්නාව සහ සපුගස්කන්ද යන ඉන්ධන ගබඩා පර්යන්තවලින් බලාගාරයේ භාවිතය වෙනුවෙන් නිකුත් කෙරුණු මෙම ඩීසල් තොග නිසි පරිදි බලාගාර පරිශ්රයට ලැබී නොමැති බව තහවුරු වී ඇත්තේ ආයතනය මඟින් සිදු කරන ලද අභ්යන්තර විගණනයකිනි.
විගණන වාර්තාවන්ට අනුව පසුගිය දෙසැම්බර් මාසයේදී අවස්ථා දෙකකදී සහ ජනවාරි මාසයේදී අවස්ථා තුනකදී වශයෙන් රුපියල් ලක්ෂ 160 කට අධික වටිනාකමකින් යුත් ඉන්ධන තොග මෙලෙස අතුරුදන්ව තිබේ. ජනන යන්ත්රවල ඇතිවන බිඳවැටීම් යථා තත්ත්වයට පත් කිරීමේදී මුලික පණ ගැන්වීම් සඳහා භාවිත කරන මෙම ඩීසල් රැගත් බවුසර් රථ බලාගාරයට ළඟා වූ බවට ව්යාජ ලෙස ලේඛන සටහන් තබා ඇති බවද එහිදී අනාවරණය වී ඇත.
ඇතැම් ඉහළ නිලධාරීන්ගේද අනුදැනුම මත සංවිධානාත්මක කණ්ඩායමක් විසින් මෙම ජාවාරම දිගු කලක සිට මෙහෙයවා ඇති බවට සැක කෙරේ. මෙහි මූලික පියවරක් ලෙස, චෝදනා එල්ල වී ඇති ගබඩා භාරකරු වහාම ක්රියාත්මක වන පරිදි තනතුරෙන් ඉවත් කර වෙනත් නිලධාරියෙකු එම රාජකාරි සඳහා යොදවා ඇත.
විමර්ශන කටයුතු ආරම්භ වීමත් සමඟම, බලාගාරයේ තිබූ අදාළ සියලු ලිපිගොනු සහ ලේඛන පෙරේදා දිනයේදී කොළඹ ප්රධාන කාර්යාලය වෙත රැගෙන ඒමට පියවර ගැනිණි.
එම කටයුතුවල නිරත විගණන නිලධාරීන්ගේ ආරක්ෂාව තහවුරු කිරීම වෙනුවෙන් ගිනිඅවි සහිත විදුලිබල මණ්ඩල ආරක්ෂක අංශ සාමාජිකයන් යෙදවීමට ද පියවර ගෙන තිබිණි.
මීට අමතරව, විගණන කණ්ඩායම විසින් සිදුකළ වැඩිදුර සෝදිසි කිරීම්වලදී භාවිතයට නොගෙන කල් ඉකුත් වීමට ඉඩහැර තිබූ රුපියල් ලක්ෂ ගණනක් වටිනා රසායනික ද්රව්ය තොගයක්ද හමුවී ඇති අතර, තවත් එවැනිම රසායනික තොගයක් විනාශ කර දමා ඇති බවද වාර්තා වේ.
මෙම වංචාව සම්බන්ධයෙන් ඉලෙක්ට්රිසිටි ජෙනරේෂන් ලංකා සමාගමේ විගණන නිලධාරීන් විසින් පසුගිය 26 වනදා පුත්තලම පොලිස් විශේෂ අපරාධ විමර්ශන ඒකකය වෙත නිල වශයෙන් පැමිණිලි කර ඇත.
එසේම, බලාගාරය ආරම්භ කළ දින සිට මෙතෙක් සිදුව ඇතැයි සැලකෙන තවත් අක්රමිකතා රැසක් ඉලක්ක කර ගනිමින් ලබන ඔක්තෝබර් 01 වැනිදා සිට තවත් පුළුල් පරීක්ෂණයක් දියත් කිරීමට නියමිත බව එම උසස් නිලධාරියා වැඩිදුරටත් සඳහන් කළේය.
Massive Fraud Uncovered at Norochcholai Coal Power Plant
An expansive inquiry has been launched into a significant financial fraud involving multiple shipments of diesel worth hundreds of millions of rupees, allegedly not properly delivered to the Lakvijaya Coal Power Plant in Norochcholai. This revelation came from a senior spokesperson of Electricity Generation Lanka (Pvt) Ltd.
The diesel shipments, procured from fuel storage facilities in Kolonnawa and Sapugaskanda for the plant's operations, have reportedly failed to reach their designated location, as confirmed by an internal audit conducted by the company.
According to audit reports, fuel shipments valued at over 160 million rupees have mysteriously gone missing during several instances last December and January. It has been disclosed that records were fraudulently maintained suggesting that these diesel shipments had arrived at the plant as part of the initial preparations for the restoration of machinery damaged in breakdowns.
There are suspicions that an organized group, potentially with the knowledge of some senior officials, has been orchestrating this scheme for an extended period. As a preliminary measure, the warehouse manager implicated in the allegations has been promptly removed from their position, and another officer has been assigned to the role.
With the investigation underway, all relevant files and documents from the plant have been moved to the Colombo main office as of the previous day.
Additionally, to ensure the safety of the auditing personnel involved in this probe, members of the utility's armed security team have been deployed.
In a further development, the audit team has uncovered a significant amount of expired chemical compounds worth millions of rupees that had not been utilized, and there are also reports of another similar chemical batch being destroyed.
The auditors from Electricity Generation Lanka officially lodged a complaint with the Puttalam Police Special Crimes Investigation Unit regarding this fraud on the 26th of last month.
Furthermore, targeting additional irregularities believed to have occurred since the plant's inception, a more extensive investigation is scheduled to commence on October 1, as noted by the senior official.
