රජයේ සේවයට තවත් එක්ලක්‍ෂ විසිදාහක් බදවා ගනී...


රාජ්‍ය සේවයේ මානව සම්පත් කළමනාකරණය යාවත්කාලීන කරමින්, ඩිජිටල් තාක්ෂණය ඔස්සේ ක්‍රමවත් කිරීමේ විශේෂ වැඩසටහනක් ලෙස "GovHR" (Public Service Human Resource Management Information System) පද්ධතිය නිල වශයෙන් එළිදැක්වීම රාජ්‍ය පරිපාලන, පළාත් සභා හා පළාත් පාලන අමාත්‍ය මහාචාර්ය චන්දන අබයරත්න මහතාගේ ප්‍රධානත්වයෙන්  ශ්‍රී ලංකා සංවර්ධන පරිපාලන ආයතන (SLIDA) ශ්‍රවණාගාරයේදී සිදු කෙරිණි.

රාජ්‍ය පරිපාලන, පළාත් සභා හා පළාත් පාලන අමාත්‍යාංශය මගින් දියත් කරන ලද GovHR පද්ධතිය මගින් රාජ්‍ය ආයතනවල සේවය කරන සමස්ත රාජ්‍ය සේවකයින්ගේ තොරතුරු, සේවා කළමනාකරණය සහ මානව සම්පත් පරිපාලන කටයුතු ඩිජිටල් තාක්ෂණය ඔස්සේ ක්‍රමවත් කරනු ලබයි. සාම්ප්‍රදායික කඩදාසි මත පදනම් වූ පද්ධති හේතුවෙන් සිදුවන ප්‍රමාදයන් සහ අකාර්යක්ෂමතාවයන් අවම කරමින්, රාජ්‍ය සේවකයින්ගේ බඳවා ගැනීම්, ස්ථිර කිරීම්, උසස්වීම්, ස්ථාන මාරු, දේශීය හා විදේශීය පුහුණු, දුක්ගැනවිලි කළමනාකරණය, කාර්ය සාධන ඇගයීම් සහ විශ්‍රාම ගැන්වීම් දක්වා වූ සමස්ත මානව සම්පත් ක්‍රියාවලියම තනි මධ්‍යගත ඩිජිටල් පද්ධතියක් (Centralized System) යටතට ගෙන ඒම මෙම GovHR පද්ධතියේ ප්‍රධාන අරමුණයි. එමෙන්ම මෙම තොරතුරු ඊට අදාළ අනෙකුත් රාජ්‍ය ආයතන සමග ද සෘජුව සම්බන්ධ කිරීමට කටයුතු යොදා ඇත.

මෙම පද්ධතිය මගින් සමස්ත රාජ්‍ය සේවය තුළම විනිවිදභාවය, කාර්යක්ෂමතාව සහ වගවීම තහවුරු වන අතර, ආයතනික හා ජාතික ප්‍රතිපත්තිමය තීරණ ගැනීමේදී නිවැරදි දත්ත මත පදනම් වූ පසුබිමක් (Data-Driven Decision Making) නිර්මාණය වේ.

එහිදී අදහස් දැක්වූ අමාත්‍ය මහාචාර්ය චන්දන අබයරත්න මහතා පැවසූයේ, අද දිනය ශ්‍රී ලංකා ඉතිහාසයේ එක්තරා වැදගත් සන්ධිස්ථානයක් සනිටුහන් කරන දිනයක් බවයි. මීට වසර දෙකකට පෙර මේ රටේ ජනතාව රටේ ගමන් මග වෙනස් කිරීම සඳහා තීරණාත්මක තීන්දුවක් ගත් බවත්, එම වෙනස අහම්බයක් නොව ජනතාවගේ අත්දැකීම්, අපේක්ෂාවන් සහ පැවති තත්ත්වයන් සැලකිල්ලට ගනිමින් සිදු වූවක් බවත් අමාත්‍යවරයා පෙන්වා දුන්නේ ය.

ඩිජිටල්කරණය ඔස්සේ රට පවතින තත්ත්වයෙන් ඔසවා තැබීම සඳහා වූ වැඩපිළිවෙළෙහි පර්යේෂණ සහ සංවර්ධන කටයුතු වෙනුවෙන් ආචාර්ය හෑන්ස් විජයසූරිය මහතා ඇතුළු ශ්‍රී ලාංකිකයන් දැවැන්ත දායකත්වයක් ලබා දුන් බව අමාත්‍යවරයා එහිදී සිහිපත් කළේ ය. එසේම ගරු ජනාධිපති අනුර කුමාර දිසානායක මහතාගේ විශේෂ අවධානය යොමු වූ මෙම ඩිජිටල්කරණ වැඩසටහන රජයේ ප්‍රමුඛතම වැඩසටහන් තුනෙන් එකක් ලෙස ක්‍රියාත්මක වන බව ද හෙතෙම සඳහන් කළේ ය.

අමාත්‍යවරයා එහිදී අවධාරණය කළේ, "ක්ලීන් ශ්‍රී ලංකා" වැඩසටහන, ඩිජිටල්කරණ ක්‍රියාවලිය සහ දුප්පත්කම තුරන් කිරීමේ වැඩසටහන යන ප්‍රමුඛ වැඩසටහන් තුන සමගාමීව ඉදිරියට එන විට ඊට ආනුෂංගිකව තවත් වැඩසටහන් රාශියක් ක්‍රියාත්මක වන බවයි. රාජ්‍ය පරිපාලන අමාත්‍යාංශය හරහා ගොඩනැගුණු මෙම වැඩසටහන ඩිජිටල්කරණ ක්‍රියාවලිය සාර්ථක කර ගැනීමට විශාල පිටුවහලක් වන බව ද අමාත්‍යවරයා සඳහන් කළේ ය.

රාජ්‍ය සේවයේ පවතින ලිපිගොනු පවත්වාගෙන යාමේ ගැටලු පිළිබඳව අදහස් දක්වමින් අමාත්‍යවරයා වැඩිදුරටත් පැවසූයේ, රාජ්‍ය සේවකයන්ට සහ විශ්‍රාමිකයන්ට වැටුප් වැඩි කළ ද යම් යම් ලිපිගොනුවල පවතින අඩුපාඩු හේතුවෙන් ඇතැම් විශ්‍රාමිකයන්ට තවමත් එම ප්‍රතිලාභ ලබා ගැනීමට නොහැකි වී ඇති බවයි. විශේෂයෙන්ම ලේඛනාගාරවල පවතින පැරණි ලිපිගොනු සහ බ්‍රිතාන්‍ය පාලන සමයේ සිට පැමිණෙන ලේඛන නඩත්තු කිරීමේදී ආයතන විශාල දුෂ්කරතාවලට මුහුණ දෙන බව පෙන්වා දුන් අමාත්‍යවරයා, නවීන තාක්ෂණයත් සමග බද්ධ වූ, වඩාත් පහසු සහ කාර්යක්ෂම පද්ධතියකට යාමේ අවශ්‍යතාව පවතින බව අවධාරණය කළේ ය.

දැනට ලක්ෂ 12කට ආසන්න රාජ්‍ය සේවක පිරිසක් සිටින අතර මෙම වසරේදී තවත් 120,000කට වැඩි පිරිසක් රාජ්‍ය සේවයට බඳවා ගැනීමට ප්‍රතිපාදන වෙන් කර ඇති බව අමාත්‍යවරයා සඳහන් කළේ ය. බඳවා ගැනීම් මෙන්ම විශ්‍රාම යෑමේදී ද පැනනගින ලේඛන සහ ලිපිගොනු පිළිබඳ ගැටලුවලට මෙම GovHR ඩිජිටල් පද්ධතිය හරහා සාර්ථක විසඳුමක් ලැබෙන අතර, රාජ්‍ය සේවයේ කාර්යක්ෂමතාව ඉහළ නැංවීමට මෙන්ම මහජනතාවට අවශ්‍ය සේවාවන් වඩාත් හොඳින් ලබා ගැනීමට ද මෙය ඉමහත් පිටුවහලක් වන බව අමාත්‍යවරයා වැඩිදුරටත් පැවසීය.

ඕනෑම අලුත් වැඩක් ආරම්භ කිරීමේදී යම් දුෂ්කරතා මතුවීම ස්වභාවික බවත්, එම දුෂ්කරතා ජය ගැනීම සියලු දෙනාගේම සාමූහික වගකීම බවත් සඳහන් කළ අමාත්‍යවරයා, ජනතාව අපේක්ෂා කළ "System Change" එක (ක්‍රම වෙනස) පද්ධතිය ඇතුළෙන්ම සිදු කරගනිමින්, ඒ වෙනසට අනුගතව කටයුතු කිරීමට එක්වන ලෙස සියලු දෙනාගෙන්ම ඉල්ලා සිටියේ ය.





Launch of "GovHR" Marks a Transformative Step in Sri Lanka's Public Sector

In a significant advancement for public sector human resource management, the Sri Lankan government officially unveiled the "GovHR" system—an innovative digital platform designed to streamline human resource processes within state institutions. The event took place at the Sri Lanka Institute of Development Administration (SLIDA) under the leadership of Minister of Public Administration, Provincial Councils, and Local Government, Professor Chandana Abeyrathne.

The GovHR system, initiated by the ministry, aims to digitize and centralize management of data pertaining to all public servants. This move is poised to enhance efficiency by minimizing delays and inefficiencies often associated with traditional paper-based systems. The platform will cover the entire spectrum of human resource functions, including recruitment, confirmations, promotions, transfers, both local and foreign training, grievance management, performance appraisals, and retirement benefits, thereby creating a unified digital infrastructure.

Minister Abeyrathne emphasized that the implementation of this system not only promotes transparency and accountability within the public sector but also lays the groundwork for data-driven decision-making in institutional and national policy formulation.

Reflecting on the historical significance of the day, the Minister noted that it marks a pivotal chapter in Sri Lanka’s journey, indicative of the decisive choices made by its populace merely two years ago to reshape the country’s trajectory. This change, he asserted, was not coincidental, but rather a reflection of the experiences, aspirations, and prevailing conditions faced by the people.

The Minister acknowledged the contributions of Sri Lankans, particularly Dr. Hans Wijayasuriya, in the research and development initiatives related to this digitization effort. Furthermore, he highlighted that this digital transformation programme has received the full attention of President Anura Kumara Dissanayake, making it one of the government's top three priority initiatives.

As the minister discussed, the agenda also includes complementary programs such as the "Clean Sri Lanka" initiative and ongoing efforts to combat poverty. He described the programme launched through the Ministry of Public Administration as a significant enabler of successful digital transition.

Addressing challenges associated with managing existing documentation within the public service, the Minister pointed out that despite salary increases for public servants and pensioners, some retirees still face issues in accessing benefits due to incomplete records. He noted the difficulties agencies encounter in maintaining outdated records from the colonial era and stressed the necessity for a more efficient and user-friendly system driven by modern technology.

Currently, there are approximately 1.2 million public employees, and plans are in place to recruit an additional 120,000 this year. The GovHR digital system is expected to effectively resolve documentation and record issues that arise during hiring and retirement, thus enhancing the effectiveness of the public service and improving service delivery to the public.

In conclusion, the Minister recognized that it is natural to face obstacles when launching new initiatives, and he stressed the collective responsibility to overcome these challenges. He urged everyone to participate actively in internalizing the anticipated "System Change" and to collaborate in facilitating this transformation.

    2. 76 වසරක් රටේ උද්ගෝෂණ කරලා කැම්පස් වල ඉදන් පුද්ගලික ආයතන වෙනකම් පිකටිං වැඩ වර්ජන කරලා ඒ මදිවට 88/89 රුපියල් බිලියන ගානක සම්පත් ගිනිතියලා විනාස කරලා කරපු බංකොලොත් කිරීම එක්ක බැලුවම ගෝටා 5000 දීලා වැක්සින් ටික හරි ගහලා ඔයා ගානට තිබ්බ එක ලොකු එයක්..

  3. Mun Rajapakshalata bannata mun bath balayao hadanawa...pahara Rajaya sewaka pakai. nikan pin bath kana hatta..satha pahak tax gewanne naha, serama pita rata account walata direct karanwa...mole amaruwak tiyenawada munwa nadattu karanna..
