කතානායක වෛද්ය ජගත් වික්රමරත්න මහතාට එරෙහිව එල්ල වී ඇති බරපතල දූෂණ සහ මූල්ය අවභාවිත චෝදනා සම්බන්ධයෙන් කරුණු විමසීම සඳහා පාර්ලිමේන්තුවේ උසස් නිලධාරීන් තිදෙනෙකු අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාව හමුවේ පෙනී සිටියහ.
මෙසේ කොමිසම හමුවේ පෙනී සිට ඇත්තේ පාර්ලිමේන්තුවේ නියෝජ්ය අධ්යක්ෂ (පාලන), සහකාර අධ්යක්ෂ (මුදල්) සහ ප්රවාහන නිලධාරී යන තිදෙනාය.
කතානායකවරයාට එරෙහිව එල්ල වී ඇති චෝදනා සම්බන්ධයෙන් විමර්ශනය කිරීම සඳහා අදාළ අංශ ප්රධානීන් යොමු කරන ලෙස අල්ලස් කොමිසම විසින් පාර්ලිමේන්තු මහලේකම් නීතිඥ කුෂාණි රෝහණදීර මහත්මියට කරන ලද දැනුම්දීමකට අනුව මෙම නිලධාරීන් කොමිසම හමුවට කැඳවා තිබේ.
කතානායකවරයා පරිහරණය කරන නිල නිවාස, වාහන, ඒ සඳහා ලබාගත් ඉන්ධන, පාර්ලිමේන්තුවෙන් ලබාගත් ආහාර පාන මෙන්ම ඔහුගේ පෞද්ගලික කාර්ය මණ්ඩලයේ විස්තර ඇතුළත් සම්පූර්ණ වාර්තාවක් සහ ලිපි ලේඛන වහාම ඉදිරිපත් කරන ලෙස ද කොමිසම පාර්ලිමේන්තු මහලේකම්වරියට නියෝග කර ඇත.
මෙම විමර්ශනය ආරම්භ වී ඇත්තේ පාර්ලිමේන්තුවේ හිටපු නියෝජ්ය මහලේකම් සහ කාර්ය මණ්ඩල ප්රධානී නීතිඥ චමින්ද කුලරත්න මහතා විසින් පසුගිය පෙබරවාරි 02 වනදා ඉදිරිපත් කරන ලද පැමිණිල්ලකට අනුවය. පැමිණිලිකාර කුලරත්න මහතාගෙන් පසුගිය 13 වනදා ප්රකාශයක් සටහන් කරගෙන ඇති අතර, චෝදනාවලට අදාළ ලිපි ගොනු රැසක් ද ඔහු විසින් කොමිසම වෙත භාර දී තිබේ.
කතානායකවරයාට එරෙහිව එල්ල වී ඇති ප්රධාන චෝදනා අතර වාහන අවභාවිතය සහ නීති විරෝධී ලෙස ඉන්ධන දීමනා දෙකක් ලබා ගැනීම, පාර්ලිමේන්තු මාධ්ය අංශයට අයත් උපකරණ අවභාවිත කිරීම, නියමිත මුදල් නොගෙවා පාර්ලිමේන්තු ගිණුම යටතේ අමතර ආහාර පහසුකම් ලබා ගැනීම, රජයේ චක්රලේඛ උල්ලංඝනය කරමින් නිලධාරීන් පත් කිරීම සහ ඔවුන්ට මුදල් ගෙවීම, රජයට අයත් නිල නිවාස දෙකක් නීති විරෝධී ලෙස පරිහරණය කිරීම, තොරතුරු දැනගැනීමේ පනත යටතේ ඉල්ලන ලද තොරතුරු ලබාදීම ප්රතික්ෂේප කරමින් වංචා දූෂණ වසන් කිරීමට උත්සාහ කිරීම ආදිය වෙයි.
මෙම දූෂිත ක්රියාවන් හේතුවෙන් රජයට රුපියල් කෝටි තිහක (මිලියන 300ක) පමණ මූල්ය පාඩුවක් සිදුව ඇති බවට පැමිණිල්ලේ සඳහන් වේ.
Parliamentary Speaker Jagath Wijayamuni Vikramarathna Under Investigation for Corruption Allegations
High-ranking officials from Parliament have recently appeared before the Commission to Investigate Allegations of Bribery or Corruption to respond to serious allegations of financial misconduct against Speaker Jagath Wijayamuni Vikramarathna.
Among those summoned to the Commission were the Deputy Director (Administration), the Assistant Director (Finance), and a transport officer, all of whom will provide testimony concerning the allegations leveled against the Speaker.
In a formal notification issued to the Secretary General of Parliament, Attorney-at-Law Kushani Rohanadeera, the Commission has directed that these officials present the relevant heads of departments to facilitate the inquiry into the charges against the Speaker.
The Commission has also ordered the Secretary General to submit a comprehensive report detailing the official residences, vehicles, fuel allocations, and food and beverage provisions obtained from Parliament, along with information regarding the Speaker's personal staff.
This investigation was initiated following a complaint submitted on February 2 by former Deputy Secretary General and Legal Chief Chaminda Kulathunga, who recorded a statement on the 13th of that month. In addition, numerous documents relevant to the allegations were also provided to the Commission by Kulathunga.
Key accusations against the Speaker include the misuse of vehicles, unlawfully receiving fuel allowances, misappropriating equipment belonging to the Parliament's media department, obtaining additional food facilities under the Parliament account without due payments, appointing officials in violation of state circulars, and attempting fraudulent acts by rejecting requests for information under the Right to Information Act.
The complaint alleges that these corrupt activities have resulted in a substantial financial loss to the government, approximating 300 million rupees.
