ජාතික ජන බලවේගයේ "පොහොසත් රටක් - ලස්සන ජීවිතයක්" ප්‍රතිපත්ති ප්‍රකාශනය මඟින් විධායක ජනාධිපති ධුරය අහෝසි කර නව ආණ්ඩුක්‍රම ව්‍යවස්ථාවක් ගෙන එන බවට ජනතාවට පොරොන්දු වී ඇති පසුබිමක, ආණ්ඩුවේ ඉදිරි වසර තුනක කාලය තුළ එම පොරොන්දුව ඉටු කරන්නේ ද නැද්ද යන්න පිළිබඳව වැඩසටහන මෙහෙයවූ මාධ්‍යවේදියා නැඟූ ප්‍රශ්නයකට පිළිතුරු දෙමින් හෙතෙම මේ බව සඳහන් කළේය.

විධායක ජනාධිපති ක්‍රමය අහෝසි කිරීම ආණ්ඩුවේ ප්‍රතිපත්තිමය ස්ථාවරය බවත්, එය හුදු පුරුද්දට ප්‍රතිපත්ති ප්‍රකාශනයට ඇතුළත් කළ එකක් නොවන බවත් පැවසූ අමාත්‍යවරයා, කෙසේ වෙතත් බංකොලොත් වූ ආර්ථිකය ස්ථාවර කිරීම වෙනුවෙන් රජය ප්‍රමුඛතාව දී කටයුතු කරන බැවින් ව්‍යවස්ථා සංශෝධන ක්‍රියාවලිය සඳහා තවමත් ප්‍රවේශ වී නොමැති බව පැහැදිලි කළේය.

මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා,

"නව ව්‍යවස්ථාවක් සම්පාදනය කිරීම සහ විධායක ජනාධිපති ධුරය අහෝසි කිරීම කියන්නේ ඉතා පුළුල් ක්‍රියාවලියක්. ඒ සඳහා පාර්ලිමේන්තුව තුළ කර ඇති අනුකමිටු වාර්තා, විවාද අධ්‍යයනය කළ යුතුයි. සියලු දේශපාලන පක්ෂ සමඟ සාකච්ඡා කර එකඟතාවලට පැමිණිය යුතුයි. පනත් කෙටුම්පත් කර ශ්‍රේෂ්ඨාධිකරණය හමුවට යා යුතුයි. අවසානයේ ජනමත විචාරණයකට ගොස් ජනතාවගේ තීන්දුව ලබාගත යුතුයි. ඒ නිසා සමාජය තුළ මේ මොහොතේ බෙදීමක් ඇති නොකර, ආර්ථිකය ශක්තිමත් කිරීමට ප්‍රමුඛත්වය ලබාදීමයි අපේ අරමුණ.

ජනාධිපති අනුර කුමාර දිසානායක මහතාට හෝ අපේ ආණ්ඩුවේ කිසිවකුට මේ විධායක පුටු සහ බලතල බදාගෙන සිටීමේ කිසිදු උවමනාවක් නැහැ. ප්‍රතිපත්ති ප්‍රකාශනයේ සඳහන් කරුණු උපරිමයෙන් ඉටු කිරීමට අපි කැපවී සිටිනවා. අඩුම තරමේ ඉදිරි කාලය තුළ මේ සඳහා ශක්තිමත් පදනම හෝ සකස් කිරීමට අපි බලාපොරොත්තු වෙනවා."

This revelation came during a political debate program titled '360', aired on Derana TV, where the Minister emphasized the need for clarity on government commitments.

Against the backdrop of the National People's Power's promise to establish a "Rich Nation – Beautiful Life" policy, which included a commitment to abolish the Executive Presidency and introduce a new constitution, the audience was keen to know if the government plans to fulfill this within the next three years. Dr. Jayatissa responded to this query, shedding light on the matter.

He clarified that the abolition of the Executive Presidency stands as a key policy position of the government and is not merely an inclusion in a public statement. However, he noted that the government is prioritizing economic stabilization over engaging in constitutional reform processes at this time.

Further elaborating on this topic, Dr. Jayatissa stated, "The process of establishing a new constitution and abolishing the Executive Presidency is an extensive one. It requires thorough examination of committee reports created within Parliament, discussions to reach consensus with all political parties, drafting proposals, and ultimately presenting them to the Supreme Court. In the end, there must be a referendum to obtain the people's decision. Our aim, therefore, is not to create division in society at this moment but to prioritize strengthening the economy."

The Minister also emphasized that neither President Anura Kumara Dissanayake nor anyone in the government has any intention of clinging to the executive power. "We are committed to fulfilling the points articulated in our policy statement to the maximum extent possible. We hope to establish a robust foundation for this in the near future," he added.

Reflecting on past events surrounding the 22nd Amendment, he recalled how the opposition and various factions had united to make statements that could mislead society. He further reiterated that the government would not shy away from any opportunity to strengthen democracy on behalf of the people.
