බැටරි බලශක්ති ගබඩා පද්ධති (BESS) සඳහා යෝජිත ස්ථාවර ගාස්තු ක්රමවේදය (Feed-in Tariff - FIT) පිළිබඳ අවසන් තීරණය ගැනීම ප්රතිපත්තිමය මට්ටමට යොමු කර ඇති බවත්, තරගකාරී වෙළෙඳපොළ මිලක් තහවුරු කර ගැනීමට පෙර වසර 15 ක දිගුකාලීන ඉහළ මිලකට බැඳී සිටීමෙන් බැටරි මඟින් විදුලිය ලබා ගැනීම අවසානයේ ඩීසල් භාවිතයටත් වඩා අධික වියදම් සහිත වනු ඇති බවට බලශක්ති අමාත්යාංශය අනතුරු අඟවා ඇති බවත් The Sunday Morning පුවත්පත වාර්තා කරයි.
විදුලිබල හා බලශක්ති අමාත්යාංශයේ ලේකම් ජී.එම්.ආර්.ඩී. අපොන්සු මහතා උපුටා දක්වමින් එම පුවත්පත පෙන්වා දෙන්නේ, ශ්රී ලංකා මහජන උපයෝගිතා කොමිෂන් සභාව මඟින් යෝජනා කර ඇති BESS ස්ථාවර ගාස්තුව, තරගකාරී ප්රසම්පාදන ක්රියාවලිය හරහා ලැබෙන මිල ගණන් සමඟ සමගාමීව සලකා බැලිය යුතු බවයි.
තරගකාරී ලංසු තැබීම මඟින් බැටරි ගබඩා පද්ධති සඳහා වඩාත් පැහැදිලි වෙළෙඳපොළ මිලක් නියම වන බවත්, එය සුදුසු ස්ථාවර මිලක් තීරණය කිරීම සඳහා මිණුම් ලකුණක් ලෙස භාවිත කළ හැකි බවත් ලේකම්වරයා ප්රකාශ කර තිබේ. "අප දැන්ම වැඩි මිලක් නියම කර වසර 15 කට ගිවිසුම් අත්සන් කළහොත්, අවසානයේ එය ඩීසල්වලටත් වඩා මිල අධික විය හැකියි" යනුවෙන් ඒ මහතා පවසා ඇත.
මේ හේතුවෙන් බැටරි ගබඩා පද්ධති සමඟ ඒකාබද්ධ කෙරෙන වහල මත සවිකරන සූර්යබල ව්යාපෘති මෙම වැඩසටහනේ පසු අදියරයන් දක්වා කල් තබා ඇති අතර, ඒ හරහා තරගකාරී ලංසු මඟින් තීරණය වන මිල ගණන් නිරීක්ෂණය කිරීමට බලධාරීන්ට අවස්ථාව හිමිවනු ඇත.
එමෙන්ම මෙගාවොට් 10, මෙගාවොට් 5 හෝ මෙගාවොට් 3 ඉක්මවන ව්යාපෘති අතුරින් තරගකාරී ලංසු ක්රමවේදය අදාළ විය යුත්තේ කවර ධාරිතාවන්ටද යන්න පිළිබඳ ප්රතිපත්තිමය තීරණයක් ලබා ගැනීම සඳහා ජාතික පද්ධති මෙහෙයුම්කරු (NSO) විසින් අදාළ කරුණ යොමු කර ඇති බවද වාර්තා වේ.
මහජන උපයෝගිතා කොමිසම විසින් පසුගිය ජූලි මාසයේදී යෝජනා කරන ලද ගාස්තුවලට අනුව, පද්ධතියේ ප්රමාණය මත පදනම්ව සවස 5.30 සිට රාත්රී 9.30 දක්වා උපරිම ඉල්ලුම පවතින කාලයේදී බැටරි සහිත සූර්යබල විදුලි ඒකකයකට රුපියල් 41.56 සිට 66.53 දක්වා මුදලක් ගෙවීමට නිර්දේශ කර තිබිණි.
එසේම ස්වාධීන බැටරි පද්ධති සඳහා ඒකකයකට රුපියල් 30.83 සිට 50.01 දක්වා ගාස්තුවක් යෝජනා විය. කෙසේ වෙතත්, NSO විසින් මීට පෙර තරගකාරී පදනමින් කැඳවන ලද මෙගාවොට් 10 ක BESS ව්යාපෘතියකට ඒකකයක් සඳහා ලැබී තිබුණේ රුපියල් 20 ක පමණ ලංසුවක් බවත්, එය කොමිසම යෝජනා කළ ස්ථාවර ගාස්තුවට වඩා බෙහෙවින් අඩු අගයක් බවත් ‘ද සන්ඩේ මෝනිං’ පුවත්පත සිහිපත් කරයි.
පෙර නියම කළ ස්ථාවර මිලකට ව්යාපෘති ප්රදානය කිරීමට වඩා, තරගකාරී ටෙන්ඩර් කැඳවීම මඟින් බැටරිවල තාක්ෂණික ප්රමිතීන් සහ ගුණාත්මකභාවය සෘජුව පරීක්ෂා කර බැලීමට බලධාරීන්ට හැකියාව ලැබෙන බවද අමාත්යාංශ ලේකම්වරයා පෙන්වා දී තිබේ.
මේ අතර, පෞද්ගලික සමාගම් හතරක් විසින් මෙගාවොට් 160 ක BESS ව්යාපෘති මේ වන විට ආරම්භ කර ඇති අතර, ලබන වසරේ මැයි මාසය වන විට ඒවා ක්රියාත්මක කිරීමට සැලසුම් කර ඇත. මීට අමතරව, කර්මාන්තශාලා සූර්යබල පද්ධති සඳහා වෙනම වැඩපිළිවෙළක් ක්රියාත්මක කෙරෙන අතර මෙගාවොට් 50 ක ව්යාපෘතියක් ද ඇතුළුව පාවෙන සූර්යබල බලාගාර 10 ක් පමණ පෞද්ගලික අංශයේ දායකත්වයෙන් ඉදිකිරීමට කටයුතු සූදානම් කරමින් සිටින බවද ‘ද සන්ඩේ මෝනිං’ වැඩිදුරටත් වාර්තා කරයි.
Concerns Over Proposed Feed-in Tariff for Battery Energy Storage Systems in Sri Lanka
The Sri Lankan energy sector is grappling with a pivotal decision regarding the proposed Feed-in Tariff (FIT) for Battery Energy Storage Systems (BESS). The Ministry of Power and Energy has raised alarms that tethering the FIT to a long-term high price for 15 years, before establishing competitive market rates, could ultimately lead to higher costs than diesel-generated electricity.
The Secretary of the Ministry, G.M.R.D. Aponsu, highlighted that any FIT proposed by the Public Utilities Commission of Sri Lanka should be reviewed alongside prices generated through competitive procurement processes.
He indicated that establishing a clear market price through competitive bidding would serve as a useful benchmark for setting an appropriate FIT. "If we set a higher price now and sign agreements for 15 years, it could ultimately end up being more expensive than diesel," he warned.
This situation has forced project developers for solar initiatives integrated with BESS to delay further phases of their projects, allowing regulatory authorities to monitor price developments through competitive tenders.
There are also ongoing discussions regarding which capacity levels, exceeding 3, 5, or 10 megawatts, should qualify for the competitive bidding process. This crucial policy decision has been directed to the National System Operator (NSO) for further consideration.
According to the proposals put forth by the commission last July, the recommended rates for solar units equipped with batteries are between 41.56 to 66.53 Sri Lankan Rupees during peak demand hours between 5:30 PM and 9:30 PM.
For independent battery systems, a fee ranging from 30.83 to 50.01 Rupees per unit was suggested. However, the newspaper 'The Sunday Morning' noted that a competitive tendering process earlier called by the NSO had resulted in a mere 20 Rupees per unit for a 10-megawatt BESS project—significantly lower than the commission's proposed FIT.
The Secretary pointed out that rather than committing to a predetermined fixed price for projects, competitive tenders would provide authorities the chance to directly assess technological standards and quality for batteries.
Meanwhile, four private companies have initiated BESS projects totaling 160 megawatts, with plans for operational readiness by May of next year. Additionally, a separate initiative for factory solar systems is underway, with projects, including a 50-megawatt facility, being organized by the private sector.
